CITY OF ATLANTIC BEACH, FLORIDA
Meeting of February 18 , 1991
Chairman Dezmond Waters called the meeting to order at
7 : 35 pm in the City Commission Chambers , City Hall .
Present were :

John Weldon, Jr .
Carl Walker, Coordinator
Guests : Mr . & Mrs . Albert H. C . Young, Sr .
Mr . Dean Russell
The Board reviewed the application for tree removal on
industrial property located at 184 Mealy St . , Section H.
Owners , Mr . & Mrs . Young were present to explain the
plans to the Board and to respond to any questions . Fol-
lowing discussion, Sandra Sheppard moved to approve the
application for removal of six ( 6) pine trees . John
Weldon seconded; the motion passed unanimously.
Mr . Dean Russell , developer and builder on the property
described at Lot #1 , Block #123 , Section H, reviewed the
plans for a proposed duplex, answering any questions .
Carolyn Woods moved that the application be accepted as
submitted. John Weldon seconded; all members voted ag-
ainst the motion.
Mr . Russell submitted an alternate plan, reducing the
number of trees to be removed from six ( 6) to four (4) .
This plan was discussed, with Sandra Sheppard making a
motion that the plan (alternate) for Lot #1 be approved,
as noted ( see attached) . John Weldon seconded and the
motion carried unanimously.
The application and plans for Lot #2 , Block #123 , Section
H, were reviewed. After discussion, John Weldon moved
that the plans be accepted, as drawn. Carolyn Woods se-
conded the motion which passed unanimously.
There were no further applications for Board consideration.
John Weldon recommended that George Worley, Designee, be
commended for his written report to the Board and for his
performance thus far as Board Designee . All Board members
agreed. It was suggested that George follow up on the
request to verify construction at Lot #37 , Oceanwalk #2 ,
for compliance as to barricades and removal of refuse with-
in the barricades . It was also suggested that George check
on construction at the Selva Linkside property approved at
the Board meeting of January 21 to ensure compliance with
the application.
The minutes of the last meeting of February 4 were reviewed.
John Weldon moved that they be accepted, as written. The
motion was seconded by Sandra Sheppard and passed unanimously.
It was announced that the Beautification Committee, at their
last meeting, had approved the final draft of the amendment
to the Tree Ordinance , as presented by Lyman Fletcher . The
tentative plans are to introduce the amendment to the City
Commission for 1st reading at the meeting of March 11 .
The date for the final reading and public hearing would
then be at the March 25 Commission Meeting. Beautification
Committee members are actively seeking citizen support for
adoption of the amendment .
Dezmond Waters reminded the Board that their next regular
meeting date would be March 4 . The meeting was adjourned
at 9 : 05 pm.
