05-06-91 v TREE CONSERVATION BOARD CITY OF ATLANTIC BEACH, FLORIDA Meeting of May 6 , 1991 Chairman Carolyn Woods called the meeting to order at 7 : 30 pm in the Parks and Recreation Modular of the City of Atlantic Beach. Present were : Sandra Sheppard Dezmond Waters Jim Pelkey John Weldon, Jr . George Worley, Designee Carl Walker , Coordinator Guests : James Osborn, Property Owner Robert Brite , Jr. , Builder Dean Russell , Builder Application for Tree Removal on property described as Lot #48 , Oceanwalk #3 was reviewed by the Board in the presence of Mr . Osborn and Mr . Brite . A motion was made by Dezmond Waters to accept the application as submitted. Sandra Sheppard seconded the motion which passed unanimously. The application and re- lated plans were so noted with an exception as to the proper barricade requirements . Two ( 2 ) applications were submitted by Mr . Russell for tree removal on Lots #3 , #4 , #5 , #6 on Block #123 , Camellia St . in Section H . Both covered proposed construction of duplex buildings . The Board first considered the application for Lot #5 (or por- tion thereof) and Lot #6 . Following discussion , Sandra Shep- pard moved for approval of the application. Dezmond Waters seconded; the motion passed unanimously. The second application for removal of trees on Lots #4 and portions of Lots #3 and #5 was reviewed . Dezmond Waters made a motion to accept the application as submitted ; John Weldon seconded : the motion carried unanimously. Both applications above and related plans were so noted with exceptions as to proper barricading procedures . The Board discussed the application which had been approved by Designee George Worley on April 15 , 1991 . That application called for removal of three ( 3 ) palm trees at property des- cribed as 1897 Beach Avenue . This approval had been done by the designee , with authorization of Carolyn Woods , in lieu of a special Board meeting being called. Special circumstances existed for this application ( i . e . , three weeks before next scheduled Board meeting, etc . ) The Board agreed that the approval action was in order . Minutes of the last meeting were reviewed; Sandra Sheppard moved for approval of the minutes , as written; John Weldon seconded ; the motion passed unanimously. George Worley distributed copies of a lettter which he had prepared on non-compliance with the Tree Ordinance . The cor- respondence had not be sent as the violation had been correct- ed but the Board agreed to the format of the letter for any such violation in the future . Carolyn Woods brought up for discussion, the subject of ap- proval guidelines for the designee on applications not requ- iring Board action. Following considerable discussion, John Weldon moved that for future reference , the designee could act upon applications for tree removal in cases of five( 5 ) trees or less , or not more than a total of fifty inches( 50" ) in DBH were requested. The motion was ammended to exclude from designee authority any property located within the dune system. The motion was seconded by Sandra Sheppard . A vote of 4-1 (D.
