Minutes of Meeting of June 3 , 1991
The regular meeting of the Board was held on June 3 , 1991 in
the City Commission Chambers , City Hall . The following were
in attendance :

After establishing that a quorum was present , Carolyn Woods
called the meeting to order at 7 : 45 pm.
The first order of business was consideration of a Tree Re-
moval Application for Lot #5 , Unit #1 , Oceanwalk. Mr . Her-
bet , property owner, was present and provided answers to any
questions from the Board. Sandra Sheppard moved for accep-
tance of the application as submitted ; Dezmond Waters sec-
onded; the motion passed .
The application for Lot #31 , Unit #1 , Oceanwalk, was reviewed
in the presence of Mr . Demott , property owner . Following dis-
cussion, Dezmond Waters moved to accept the application, as
presented; Sandra Sheppard seconded and the motion passed.
Mr . Kurtz , builder , was present for the Board review of the
application for Lot #29 , Unit #3 , Oceanwalk. After consider-
ation, Dezmond Waters moved for approval of the application;
the motion, seconded by Sandra Sheppard , passed .
There were no property owners , builders , nor other interested
parties present for the remainder of the applications before
the Board .
A lenghty discussion took place during consideration by the
Board of the application for Lot #41 , Unit #2 , Oceanwalk. It
was felt that the lack of a grading plan was a deterent ,
leaving the Board to make assumptions as to removal of trees
and decisions of viability of trees remaining. Options for
action to be taken by the Board were considered , leading to
additional discussion. A motion was made by Dezmond Waters
to table final action of the application until the end of the
meeting. Sandra Sheppard seconded; the motion passed unani-
mously.
The application for tree removal at 1630 Francis Avenue was
reviewed, with an explanation by George Worley that the pro-
perty owner had been issued a citation for overgrowth of
weeds on the property and as a result , the owner wished to
remove trees from the lot . After discussion, Sandra Shep-
pard moved to deny the application; Dezmond Waters seconded,
and the motion passed.
Lot #2 , Beachside Replat application was reviewed and dis-
cussed. Sandra Sheppard moved for approval , as submitted.
Dezmond Waters seconded; the motion passed .
No further applications were before the Board .
Carolyn Woods asked George Worley to stress to applicants
the importance of their being present for the Board meeting
and also that they provide all necessary and required plans
to enable the Board to take proper action on the application
presented.
In other action, Carolyn Woods brought up the construction in
progress of a duplex at Poinsettia and David Streets . She
advised that the barricades were insufficient and not in com-
pliance with the Application previously approved by Board
action. After discussion, it was moved by Sandra Sheppard
that George Worley send a letter to the owner of the property
and the builder outlining the violation, with a copy to the
Mayor and the Code Enforcement Officer . Dezmond Waters se-
conded the motion which passed unanimously.
Returning to the tabled application for Lot #41 , Unit #2 ,
Oceanwalk, there was further discussion resulting n a motion
by Sandra Sheppard that the application be return to the
applicant as : 1 . ) Grading information is insufficient to
make decisions about viability to trees to remain; 2 . ) Tree
protective measures must be provided in detail ; and 3 . ) Rea-
son for removal of 8" oak not in house footprint must be
explained . The motion was seconded by Dezmond Waters and
unanimously passed.
With no further business , the meeting was adjourned by Carolyn
Woods at 10 pm.
