10-01-90 v TREE CONSERVATION BOARD CITY OF ATLANTIC BEACH, FLORIDA Meeting of October 1 , 1990 Chairman Dezmond Waters called the meeting to order at 7 : 35 pm in the City Commission Chambers , City Hall . Present were : Sandra Sheppard Carolyn Woods Carl Walker, Coordinator Jim Pelkey A motion was made by Carolyn Woods to accept the minutes of the last meeting of September 17 , as written. The motion was seconded by Jim Pelkey and carried unamimously. Chairman Waters recognized Richard Forbis and Bill Arthurs who presented plans for a 2 story single family residence proposed for construction at 1605 Beach Avenue . An application had not yet been filed, pending discussion with the Board on the proposed plans . Mr . Forbis pointed out that 22 trees , palms and/or cabbage palms were to be removed from the site and that a minimum of 44 replacement trees would be planted. The replacement trees would consist of: 5 3"-5" Oaks 6 8 ' Black Pines 10 3"-5" Hollies 4 10 ' -12 ' Ligustrums 19 Cabbage Palms Following questions and discussion, it was moved by Carolyn Woods that the plans be accepted for approval as submitted. The motion was seconded by Sandra Sheppard and carried unani- mously. The Chair recognized Austin Barbour who presented plans for a single family residence to be built on Lot 2 , Selva Grande Dr . in Selva Tierra . The site plan ( copy attached) calls for 58 trees to be removed and 28 trees to remain. Additionally, a 9" elm located near the rear of the proposed residence is to be barricaded in such a way so that it will have a 95% chance of survival . Carolyn Woods moved that the plans be accepted with the noted provisions ; the motion was seconded by Sandra Sheppard and passed unanimously. Prior to review and/or discussion of the plans for an addi- tion ( 2 car garage) to an existing residence , owner occupied at 1898 Sea Oats Drive , it was pointed out that under the existing Ordinance , such property was exempt from the Ordin- ance and therefore the Board had no jurisdiction. This was acknowledged by the Board. As a result , no action was taken 4:71,.eif. . on this application, as well as 2 other applications with locations of 137 Tenth Street and 1835 Hickory Lane . The tree removal at 2335 Oceanwalk Dr . , W. was discussed. Carolyn Woods moved that approval be granted to remove the third tree located in the back of the property with the ex- ception that the Certificate of Occupancy and final permit- ting be withheld pending approval of the tree replacement plan as stipulated at the last Board meeting of September 17 ; and further , that the replacement trees first be planted. Jim Pelkey seconded the motion which carried unanimously. Plans for the addition to the Community Presbyterian Church at 150 Sherry Drive were reviewed. It was decided that no action be taken until such time as the tree removal appli- cation was submitted . The application for the City Lift Station for Atlantic Beach with a location of Camelli.a and 14th ( Section H) could not be considered by the Board since no tree survey was in- cluded with the plans . The Board decided that if no trees are to be removed for the construction, Board approval would not be required. With no further applications for consideration, Chairman Waters opened for discussion the subject of the Board desig- nee . Following discussion, it was decided that no designee be appointed at this time and that Don Ford, Building In- spector be asked, in his regular duties and on site inspect- ions to make the Board aware of violations . The next Board meeting was scheduled for October 15 and Carl Walker was asked to prepare and mail to Board members an ag- enda listing permit application sites received by the Build- ing Department at City Hall by the Wednesday preceding the Board meeting date .
