CITY OF ATLANTIC BEACH, FLORIDA
Meeting of October 15 , 1990
Chairman Dezmond Waters called the meeting to order at
7 : 30 pm in the Parks & Recreation modular .
Present were :
Carolyn Woods Sandra Sheppard
John Weldon Jim Pelkey
Carl Walker, Coordinator
Discussion was held by the Board on the application and
plans for the Community Presbyterian Church educational
building addition, 150 Sherry Drive . Location of the
structure on the property was discussed. It was pointed
out that while relocation of the building addition on
the property might be desirable in order to save more trees
on the property, it would not be practical for the overall
building design.
Carolyn Woods brought up that both she and Sandra Sheppard
had been on the property and additional trees outside of
the footprint of the building plan had been added by them.
Following discussion, a motion was made by Sandra Sheppard
that the plan be accepted with the following notations :
1 . Removal of listed trees only as shown on
the plan; 12" pine , 12" palm, 12" palm,
10" palm, 24" palm.
2 . Remaining trees within 50 ' of construction
to be barricaded . Barricades to be a mini-
mum of 10 ' from base of tree and to remain
until final inspection .
3 . The Board is concerned that the Tree removal
plan is inadequate and failed to note exist-
ing trees that will require protection dur-
ing construction. Replacement of any such
trees that are damaged or lost during con-
struction will be required for issuance of
Certificate of Occupancy.
The motion was seconded by Jim Pelkey and carried unani-
mously.
With no further applications for consideration, John Weldon,
absent from the last meeting, asked for an update on the
appointment of a designee for the Board. A discussion took
place and Chairman Waters pointed out the problems or situ-
ations in appointing a City employee . That responsibility
is not , at this time , a part of a job description for an
employee of the City.
Carl Walker , Coordinator , suggested that a memorandum be
sent to the City Manager from Chairman Waters , outlining the
situation and enlisting his assistance .
John Weldon recommended that the Board Chairman or someone
appointed by the Chair, draft such a memo , to be reviewed
by the Board prior to mailing . It was agreed that a time
frame be outlined for the appointment ( i . e . 90 days or by
February 15 , 1991 ) . Coordinator offered to draft the cor-
respondence for Board consideration and was given a list of
responsibilities for the designee as agreed to by the Board .
The minutes of the last meeting of October 15 were reviewed
and a correction in the wording of the motion on the tree
removal at 2335 Oceanwalk Dr . , W. was made . Sandra Sheppard
moved that the minutes be accepted, as corrected . John
Weldon seconded the motion. It carried unanimously.
A question was presented as to whether or not exceptions
or notations on plan approvals were followed up to ensure
that they were made a part of the records in the City re-
cords in the building department . Coordinator Walker was
asked to verify that procedure .
The final Board action was to compose a letter to be sent
to the owner of the property at 2335 Oceanwalk Dr. , W. con-
firming that the issuance of the Certificate of Occupancy
would be held pending compliance with their previous re-
quest . A letter was composed and agreed to by the Board.
With no further business , the meeting was adjourned at
9 : 35 pm.
