11-19-90 v TREE CONSERVATION BOARD CITY OF ATLANTIC BEACH, FLORIDA Meeting of November 19 , 1990 Chairman Dezmond Waters called the meeting to order at 7 : 35 pm in the Parks and Recreation modular . Present were : Sandra Sheppard Carolyn Woods Jim Pelkey John Weldon, Jr . Carl Walker , Coordinator The minutes of the last meeting of November 5 were re- viewed and a motion made by Carolyn Woods that they be accepted, as written. Jim Pelkey seconded the motion which carried unanimously. Dezmond Waters announced that it was his understanding that a new Community Development Director had been ap- pointed to fill the vacancy left by Tom Bowles who for- merly held that position . Carl Walker added that a new Building Clerk was also in place . It was felt by the Board members that a new Board designee might be chosen from one of these employees . The next order of business was a discussion regarding the complaint which had been voiced at the City Commission meeting of November 12 by Mary Wilson of 2335 Oceanwalk Drive , W. on the subject of the Board action which had taken place resulting in the withholding of the issuance of a Certificate of Occupancy of her residence . The Beaches Leader had printed an article on this matter in their edition of November 14 , 1990 . After deliberation, it was the consensus of the Board that it would be of no benefit to pursue the matter with Mrs . Wilson nor to aggravate the City Commission members . John Weldon moved that copies of the minutes outlining the handling by the Board on the Shields/Wilson property be given to the Mayor and City Commissioners with a cover memo . Carl Walker agreed to handle . It was brought up that the Community Presbyterian Church at 150 Sherry Drive had inquired about procedure for ap- proval of removal of dead palm trees on their property. Tree Conservation Board, Minutes of November 19 , Page 2 Carolyn Woods volunteered to inspect the trees on the site to confirm their condition. A motion was made by Sandra Sheppard that Carolyn Woods be appointed as designee for this purpose and to perform the certification, in writing . Jim Pelkey seconded the motion. It passed unanimously. Carl Walker advised that the Parks & Recreation modular could be used for the regular meetings of the Board to avoid meeting conflicts at City Hall . The Board felt that City Hall should be utilized as a meeting place with the P&R modular as an alternate . Walker also advised that he would not be fr.esent at the next meeting due to vacation . Jim Pelkey agreed to be in contact with the Building De- partment so that he could advise of permit applications filed for Board review prior to the next meeting of De- cember 3 . In the event no applications have been filed and there is no other business for the Board for December 3 , Dezmond Waters will so inform the members that no meet- ing will take place .
