12-26-90 v TREE CONSERVATION BOARD CITY OF ATLANTIC BEACH, FLORIDA Special Meeting of December 26, 1990 A Special meeting of the Board was held at 7:30 pm in the City Commission Chambers, City Hall. Present were: Carolyn Woods Sandra Sheppard John Weldon Jim Pelkey Carl Walker, Coordinator Guests: David Willis, Prentice Taylor The meeting was called to order by Sandra Sheppard in the ab- sence of Dezmond Waters, Chairman. The purpose of the meeting was for further review and dis- cussion of the previous action taken on Lot #23, Section #2, Oceanwalk. Mr. David Willis, of Willis Contractors, distributed to the Board members, his letter of December 26 addressed to the Board. John Weldon, on behalf of the Board, thanked Mr. Willis and Mr. Taylor for their attendance, assuring them that the Board was acting in the best interest of the City and in keeping with the spirit of the Tree Ordinance. A discussion followed between the Board members and Mr. Willis and Mr. Taylor and an agreement was reached for qualifications to be noted on the plans in order that they could be approved by the Board. It was moved by Carolyn Woods that the plans be approved with exceptions noted on the plans (see attached) . The mot- tion was seconded by John Weldon and passed unanimously. John Weldon brought up the tree protection practices being taken at the building site of the Community Presbyterian Church, mentioning that all of the trees had not been barri- caded in accordance with previous Board actions. It was agreed that John Weldon could further handle with the parties involved. After discussion, a motion was made by John Weldon that a let- ter be sent to Mr. William Ebert of the Oceanwalk Association advising the necessity of obtaining a tree removal permit with approval of the Tree Conservation Board as well as Oceanwalk Association approval. Carl Walker was asked to prepare and send' the letter. Carolyn Woods seconded the motion which pas- sed unanimously. A short discussion followed on the subjects of an appointment of a Board Designee and the Tree Removal Application Form designed by the Board. Carl Walker reported that Dezmond Waters had discussed these items with the City Manager at a meeting which took place prior to the Christmas holiday and that Mr. Waters would probably report to the Board the results of his meeting at the next regular Board meeting.
