All information related to these applications and full legal descriptions for the subject properties are
'available for review at the City of Atlantic Beach Building Department located at 800 Seminole Road,
Atlantic Beach, Florida.

MINUTES OF
TREE CONSERVATION BOARD
~ January 22, 2003
A regular meeting of the Tree Conservation Board was held Wednesday, January 22, 2003, in the
City Hall Conference Room. Present were Barbara Mears, David Owens, Bill Permenter,
Maureen Shaughnessy, Deputy Building Official Larry Higgins and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:06 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of Meetings of January 8, 2003
The Board requested that the following changes be made to the Minutes of January 8, 2003:
1. Change 4.B. "...mitigation fine of $4,550 to plant trees back on the site"... to "...mitigation
fine of $4,550 for landscaping on the site... ".
2. Change 4.B. "that the fee for the landscape architect would not be included in the $4,550." to
"that the $4,50 fee would be used for trees only and not shrubs, plants, etc., or the landscape
architect fee."
A motion was made by Board Member Permenter, seconded by Board Member
Shaughnessy, and unanimously carried to approve the Minutes of the Tree Conservation
Board meeting of January 8, 2003, as amended.
4. Old Business
A. All of Block 8; Lot 4, Block 9; Lots 1-3, Block 22; and Block 23: Deputy Building Official
Larry Higgins advised that last Saturday he walked this lot and located an additional 65" of other
trees on. situ to be used for mit~an_ S-usan. Dunham distributed a spreadsheet that outlined the
trees to be removed and the required mitigation. She advised that the required mitigation was -
located on site eYCept for 32" of oak and the applicarrt has uidicated a willingness to plant eight
four-inch oak trees on site.
A motion was made by Board Member Permenter, seconded by Board Member
Shaughnessy, and unanimously carried to direct the Building Official to issue a permit for
the removal of 207" of oak and 274" of other tree to be mitigated with 164" of other tree on
site, 72" of oak on site and 32" of oak to be planted on site. The oak trees to be planted will
be a minimum of 4", will be planted no less than 10 feet from any other tree, and any inches
that the applicant is unable to plant due to lack of space would be paid into the Tree Fund
at $117 per inch.
B. Tree Removal Application Form: Deferred until later in the meeting.
5. New Business
A. Tree Removal Applications:
1) 150 Sherry Drive: A motion was made by Board Member Shaughnessy, seconded by
Board Member Permenter, and unanimously carried that the Building Official issue a
permit for the removal of 16.2" of pine to be mitigated with a 9" oak site.

2) Lot 22, Selva Marina Unit No. 12-C: Chair Mears determined that the applicant was
proposing to remove 63" of protected oak.
A motion was made by Board Member Permenter and seconded,by Board Member
Shaughnessy to direct the Building Official to issue a permit for the removal of 63" of oak to
be mitigated with a 5" laurel oak, a 13" laurel oak, a 4" laurel aak, a 6" laurel oak and a
5.5" laurel oak on site. The vote was called and Board Members Mears, Shaughnessy and
Permenter voted for the motion. Board Member Owens abstained from voting since he did
not inspect the property.
4.B. Tree Removal Application: The Board made changes to the Tree Removal Application
and requested that an updated version be brought to the next meeting.
6. Reports and Announcements
Chair Mears requested that the following topics be included on the next meeting agenda:
1) Proposed List of Arborists; 2) Rejecting Inaccurate Surveys; 3) Discussion of Permitting
Procedures; 4) Proposed Changes to the Ordinance; 5) Tree Removal Application Form; and 6)
Vacancy on Tree Conservation Board.
Chairs Mears advised that she would be out of town from March 21, 2003, to Apri15, 2003.
Board Member Shaughnessy advised that she would be out of town during the meeting scheduled
for February 19.
7. Adiournment
There being no other business or discussion, the meeting was adjourned at 8:32 p.m.
