available for review at the City of Atlantic Beach Building Department located at 800 Seminole Road,
Atlantic Beach, Florida.
If any person decides to appeal any decision made by the Tree Conservation Board with respect to any
matter considered at the above meeting, he or she will need a record of the proceedings, and for such
purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is based.

REGULAR MEETING OF THE
TREE CONSERVATION BOARD
November 19, 2003
A regular meeting of the Tree Conservation Board was held Wednesday, November 19, 2003, at the
Adele Grage Cultural Center. Present were Charles Carroll, Jim McCue, Bill Permenter, Building
Official Don Ford and Susan Dunham. Absent was Maureen Shaughnessy.
1. Call to Order
The meeting was called to order at 7:02 p.m.
2. RecoEnition of Visitors
None.
3. Approval of Minutes of Meetings of November 5, 2003
A motion was made by Board Member Carroll, seconded by Board Member McCue, and
unanimously carried to approve the Minutes of November 5, 2003.
4. Old Business
A. Tree Removal Application Form: This item was addressed after New Business.
B. Draft Resolution Regarding Protected Corridor: This item was addressed after New Business.
5. New Business
A. Tree Removal Applications
1. Part of Govt. Lot 3, Section 9, Township 2 South (Beach Ave. and 19"' St.): This item was
addressed after item no. 2.
2. 348 Dutton Island Road: Mr. Paul Finley of Beaches Habitat introduced himself. Building Official
Ford advised that the only protected tree on the site was the 23.4" cedar tree.
A motion was made by Board Member Carroll, seconded by Board Member McCue, and
unanimously carried to' direct the Building Official to issue a permit for the removal of a 23.4"
cedar to be mitigated with 12.9" of hardwood on site.
1. Part of Govt. Lot 3, Section 9, Township 2 South (Beach Ave. and 19th St.): In response to
questions from board members, Building Official Ford advised that trees number 3 and 4 were located in
the interior zone. He further advised that the applicant intended to retain the dune system.
A motion was made by Board Member Carroll, seconded by Board Member McCue, and
unanimously carried to direct the Building Official to issue a permit for the removal of 28.5" of
southern magnolia to be mitigated with 16" of oak to be planted on site.
4. Old Business
A. Tree Removal Application Form: Deferred to the next meeting.
B. Draft Resolution Regarding Protected Corridor: Building Official Ford reminded board members
that they were to drive through the proposed area and to review the resolution.

Board Member McCue asked how the board would determine which trees were located in the rights-of-
way. Building Official Ford responded that that a survey needed to be completed. Building Official Ford
described the following steps to bring this project to completion:
~1) Determine which streets would be included in the project;
/2) Create a Resolution and take it to the Commission to allocate funds for the survey;
Prepare survey; and
4) Create Ordinance.
Board Member McCue asked if this project would limit citizens' use of their properties and would this be
unpopular. Building Official Ford responded that they board would not know until it was presented to the
public. He stated that the feedback from the neighborhood was that they were in favor of the project; that
they would like to see it maintained and protected. Discussion was held with regard to the board
members creating the survey to reduce the costs involved. Building Official Ford advised that the survey
did not have to be performed by a professional surveyor. He stated that the survey would need to show
the location, type of tree and size of trunk at breast height. Board Member McCue suggested asking for
citizen participation and Board Member Carroll stated that he would be willing to contact neighbors.
Board Member McCue expressed concern that the survey would not hold up to legal scrutiny. Building
Official Ford responded that he would ask Alan Jensen, the city attorney.
A motion was made by Board Member Carroll, seconded by Board Member McCue, and
unanimously carried that the board formally identifies the proposed corridor for tree preservation
to include:
• Saturiba Drive from Selva Grande westward to Selva Marina Drive to include Live Oak Lane,
North Sherry Drive, Dale Lane and Hickory Lane;
• Selva Marina Drive from Saturiba Drive to 19`"Street;
• 19`" Street to Sea Oats to include the five cul de sacs on the north side of 19`" Street.
