MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD December 10, 2003 A regular meeting of Tree Conservation Board was held Wednesday, December 10, 2003, at the Adele Grage Cultural Center. • Present were Charles Carroll, Jim McCue, Bill Permenter, Maureen Shaughnessy, Building Official Don Ford and ]ennifer Schlueter. 1. Ca[I to Order The meeting was called to order at 7:00 p.m. Z. Recognition of Visitors • None. 3. Approval of Minutes of Meeiints of November 19.2003 • A motion was made by Board Member Bill Permenter, ,seconded • by Board Member McCue, and, unanimously carried to approve the Minutes of November 14, 2003. • 4. OId Business .A. Tree Removal Application Form: This item was addressed after New Business. B.. Draft Resolution Regarding Protected Corridor: ,This item was addressed after New Business. 5. New Business A. Tree Removal Applications . '1. 320 5'~ Street: Building Official Ford advised that the 12" palm tree was marginal because it was too close to the foundation, no mitigation would be required. The 8 %z" palm tree required no mitigation. A motion was made by Board Member Permenter, seconded by Board Member Carroll,. and unanimously carried to direct the Building Official to issue a permit for the removal of a 12" palm and sad 8 3h" palm with ao mitiigation repaired. 2. 14 lE. Dutton Island Dr.: In response to questions from Board Members, Building Offical Ford advised that there are similarities with Mc Donald's tree removals and that the Board could forward a complaint to the Code Enforcement Board to fine the contractor. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to direct the Building Official to issue an addendum to the existing Tree Removal Permit, for the removal of 4 trees, 24" of oak and 38" of pine, to be mitigated at 100°~ on site sad frhatever cannot be planted on site will be paid into the tree fund at $117.00 per inch. The 8" camphor will not regaire mitigation,. motion was made by Board Member McCue, seconded by Board Member Carroll and ! unanimously carried to direct the Building Official to forward a complaint to the Cade Enforcement Board to Levy fines at the maximum penalty and recommend that each of the (S~ frve trees be considered a separate violation, (Le. Minutes of Tree Conservation Board December 10, 2003 Page 2 3. .335 Ste Street: In response to questions from Board Members, Building Official Ford advised that the contractor 'is taking down one single family home and building one single family home on each lot. A motion was made by Board Member Permenter, seconded by Board Member McCue and unanimously carried to direct the Building Offcial to issue a permit for the removal of 86" of palms to be mitigated with 43" of palms or others on site, and the removal of 13" of crabapple to be mitigated with 6'/" of hardwoods on site, the remaining inches unable to be planted on site. will be paid into the tree fund at $117.00 per inch. 4. Old Business A. Tree Removal Application Form: Building Official Ford will work on, to be discussed at next meeting. B. Draft Resolution Regarding Frotect Corridor: Building Official Ford brought. updated map of Right of Ways. All Right. of Ways are 60' wide. Discussed saving the money to be spent on Surveyor by measuring trees themselves. Decided against this because of problems arising if survey was ever challenged and that Surveyors would be more accurate. A motion was made by Board Member Carroll, seconded by Board Member McCue, and unanimously carried to direct the Building Official to request funds to perform a.survey for the area indicated to establish the Selva Woods Corridors' legal boundaries and protected trees. 6. Reports and Announcements Building Official Ford advised Board Members that ,Jacksonville Electric Authority has removed trees on Dutton Island Road. JEA replaces trees at 100% from their tree farm. Removed were 324.5" of various trees and .16.5" of oak trees. Building Official Ford advised that at the next meeting he needs recommendations from the board on locations of where they would like these trees put. Building Official Ford and Board Members .then discussed the Town Center Phase III tree relocation. A motion was made by .Board Member Permenter, seconded by Board Member McCue, and. unanimously carried to approve. relocation of historic palms from the West side of the Right of Way to the East side of the Right of Way between Ahern and 1°` Street.
