HISTORICAL TREE ORDINANCE SUB-COMMITTEE
May 14, 2002
A regular meeting of the Tree Conservation Board Historical Tree Ordinance Sub-Committee was
held Tuesday, May 14, 2002, in the City Hall Conference Room. Present were Richard Bell, Judith
Jacobson, Mae Jones, Barbara Mears, Maureen Shaughnessy and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:15 p.m.
2. Approval of Minutes of Meeting of Apri124.2002
A motion was made by Richard Bell, seconded by Mae Jones and unanimously carried to
approve the Minutes of the Historical Tree Ordinance Sub-Committee meeting of Apri124,
2002.
3. Historical Tree Ordinance
Richard Bell distributed "Guidelines for Developing and Evaluating Tree Ordinances" that he
downloaded from the website www.isa-arbor.com. The Sub-Committee noted the following sections
for future reference:
1) Section 29, "Harming Public Trees Forbidden;"
2) Section 33, "Procedures to be Following in Resolving Tree Disputes."
The Sub-Committee suggested the following ideas:
1) Disallow monetary mitigation if a tree is killed-allow tree replacement only;
2) Impose fines for damaging atree--fine monies to be deposited into the Tree Fund;
3) A damaged tree must survive for one year. If it does not survive, then it must be replaced;
4) Use fine monies to extend the tree colonnade;
5) Long term monitoring.
A suggestion was made display the pictures in the City Hall lobby for a few weeks.
The Sub-Comrittee determined that the next meeting would be Tuesday, May 28, at 7:00 p.m.
Discussion was held with regard to property owners deeding trees to the City to add to the colonnade.
4. Adjournment
There being no other business or discussion, the meeting was adjourned at 8:37 p.m.
