Present were Barbara Mears, William Permenter, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Recording Secretary Susan Dunham. 1. Call to Order The meeting was called to order at 7:05 p.m. 2. Recognition of Visitors None: 3. Approval of Minutes of Meeting of July 31, 2002 A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of July 31, 2002. 4. Old Business The Board changed the order of the Agenda to address New Business prior to Old Business. S.A. New BusinesslTree Removal Applications 1) Lot 3, Lewis Subdivision: Mr. Craig Burkhart introduced himself. He apologized to the Board members for marking trees incorrectly on the site. Board Member Rockwood expressed concern that a tree ''" to the east of the wood pole had been marked for removal at the site but was not indicated for removal on the application. Mr. Burkhart confirmed that this tree would not be removed. A motion wa"s made by Board Member Rockwood, seconded by Board Member Permenter and unanimously .carried to approve the application and to direct the Building Official to issue a permit for the removal of an 8" oak to be mitigated with an 11" oak on site. 2. Lot 8, Lewis Subdivision: Mr. Burkhart informed the Board that he would relocate the 12" palm on site. Chair Mears advised Mr. Burkhart that there was a pine tree next to the dead oak that should also be removed due to the health of the pine. A motion was made by Board Member Rockwood, seconded by Board Member Permenter and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of a 2S" pine to be mitigated with a 3" oak, a 3" oak, a 2" oak and a S" hickory and to relocate a 12" palm on site. 4. Old Business A) Historical Tree Ordinance:. Building Official Ford distributed a memo from staff requesting an amendment to the proposed Tree Ordinance to include protection of all trees on the City right-of--way. Building Official Ford stated that underthe current Tree Ordinance; the City is exempt from the tree permit requirements.. He further stated that Public Works, the Building Department, Public Utilities, Parks and Recreation and the City Manager do not feel comfortable removing trees from the City right-of--way and would like the Board to include language in the Historical Tree Ordinance stating that the Board. would review all trees to be removed from the City right-of--way except in the case of emergencies. Discussion was held with regard to whether this language should be placed in the Historical. Tree Ordinance or in the Minutes of Tree Conservation Beard August 14, 2002 Page 2 original Tree Ordinance. Building Official Ford requested that the Board members prepare language to include in the Tree Ordinance and discuss it at the next Tree Board meeting. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter'and unanimously carried to move ahead with the Historic Tree Preservation Ordinance as planned and to defer a decision on the suggestion from staff on the proposed Tree 0iā€¢dinance concerning protection of all trees on City right -of way until the next meeting, and to incorporate the new language into. the body of the regular Atlantic Beach Code Chapter 23. B) Possible Locations for Tree ,Planting: Discussion was held with regard to planting trees on Ahern Street and the Board members agreed they should focus on this area. Board Member Shaughnessy also suggested the following areas as possible locations for tree planting: 1) Hibiscus Street from West Ninth Street north to Levy Road; 2) the west side of Stvck Street between West Sixth Street and West Ninth Street; 3) the south side of West First Street between Main Street and Camilla Street; and 4) the north side of West First Street between Mayport Road and Main Street. A motion was made by-Board Member Permenter, seconded by Board Member Rockwood and unanimously-carried to recommend and research the above-mentioned locations and to prepare a priority list to bring to the next Tree Conservation Board meeting. - C) Tree Removal Application Form: Deferred until the next meeting. S.A. New BusinesslTree Removal Applications New Business was addressed prior to Old Business. 6. Reports and Announcements Discussion was held with regard to final preparation of the Historical Tree Ordinance handouts for the Commissioners. Building Official Ford advised the Board that trees were removed without a permit at a lot located at the corner of Sevilla Boulevard and Sevilla Boulevard West. He stated that in the near future, this issue would be brought to.the Tree Conservation Board. 7.
