Presern were Barbara Mears, William Permenter, Carol Rockwood; -Maureen. Shau~iinessy; Building (Jfficial Don Ford-and Recording Secretary Susan Durham. I.Call to Order Tlie meeting was called to order at 7:11 p:m. 2. Recognition of -Visitors Chair Mears introduced Shannon Dunham who attended to observe the meeting. 3. ApFroval of NTinu±es of 1lieetin6 of Augtest I4, 2U02 A motion was made by Board Member Permenter, seeoreded by Board Member FockwoQd and unanimously carried to approve the T~inutes of the Tree Conservation Board rrieeting of August I4, 20U2, as written: 4. Old BLSiness The Board charged the- order of the Agenda to address New Business prior to Old Business. 5. -New Business A. Tree Removal Applications The Board changed the order in which agecida items were addressed as follows: 4) Lot 44, Block I2: Kelly Wilson introduced herself and her mother, Sandy Parks. Ms. Wilson informed the Board that she just purchased this property and would like to build her dream home. Chair Mears advised that she measured the 12" palm as a 15" palm, the 14" palm as a 16"palm and the 25" oak as a 29" oak. The applicant agreed not to remove the iZi=o !0" palms in the back of the property and. to transplant the 1.5" palm and the 16" palm in the front of the property. A motson was rrsade by Board Member Rockwood, seconded by Board Member Perrerenter and unanianously carried to direct the Building Off cial to issue a permit for the removal Qf a 29" oak to be nitigated oer .site with a 4.5" oak, to giant IO" of oak and' to transplant on site a 15" palm and I6" palm in the front of the lot. 3} Lot I, block 227: Building Official Ford advised that the applicant withdrew the application. 2} 202 Pine Street: The applicant t~ras not present to address this application.. Building Qfficial Ford advised that the trees indicated on the Tree Removal 1~Spplieation had already been removed and the applicant used the stumps to measure the diameter. Fie further advised that mitigation would be set at 140 percent since the trees were already removed.. Building Official Ford advised that the $" bay and the 6" bay bracketed by the applicant were ~.lread}r pr©tected and,. therefore, could not be used for mitigation.. a motion was made by Chair 1l~Iears, seconded by Board 1Vlember Permenter and unai:iaiiously carried to direct the Building Official to issue a permit for the removal of 62" of trees consisting of a 14" bay and 48" of palm to be mitigated on site with a 3.5" bay, a 6" black olive, a 5.5" bay, a 5.75" cherry, a 5.5" oak, 3.5" gum, Z4" palm. B.: Review First Reading of Historical Tree Ordinance: Discussion was held vn~ regard to the sentence "ar vahere the overall-value of the corridor will be enhanced by such removal" iri the Historical Tree Ordinance and the subjective nature of this statement. P motion was made by Board Member Shaughnessy, seconded by Board Member Permenter a_*id unanimously carried to strike the phrase "or landscaping or where the overall value. of the corridor mill be enhanced by such removal." Building Official Ford advised that the second reading of the Ordinance would be at the next Commission meeting. 4. Old Business A. Possible L;ocatiars for Tree Planting: The Board dctcrmincd the following trce planting Locations in the order of priority: I. Ahern Street; "° 2. Hibiscus Street from West Ninth Street .north to-Levy Road; 3. west side of Stack Street between West Sixth Street and West Ninth Street; 4. north side of West First Street between Mavport: Road and Main Street; acid 5. south side of West First Street between Main Street and Camilla Street. Building Official Ford stated that for each site the City i~7ould hire a landscape architect to design a plan, the plan would then be brought to the Tree Conservation Board for approval and then presented to the City Commission for final approval. It was suggested that all Board members bring a list of Haines of reputable landscape architects to _ the next meeting.. _ B. Tree Removal application Form: Chair Mears and Board Member Permenter presented suggested changes to the Tree Removal Application Form. It was determined that the$oard members would review these suggestions anti discuss them at the next meeting. .. 6. _Reports and Announcements None. 7.
