Present were Barbara Mears, William Permenter, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Recording Secretary Susan Dunham. 1. Cali to Order The meeting was called to order at 7:07 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of September 11 2002 A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of September 11, 2002, as written. 4. Old Business A. Tree Removal Applications: 1}Lot 44, Stock 12 (387 9`~' Street); Mr. Harleston Parkes introduced himself and stated he was the applicant's father and the architect far the home. Mr. Parkes advised that Ms. Wilson had °^~ received quotes for moving the two palm trees and was advised that there would be no guarantee that the trees would survive. He stated that Ms. Wilson would like permission to plant new Washingtonian palm trees instead of moving the old palm trees. A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to direct the Building Official to issue a permit to mitigate 15.5" of palm with 15.5" of new palm to be planted on site. B. Tree Planting on Ahern: Selection of Landscape Architect: This item was addressed after Agenda Item S.A.1. C. Tree Removal Application Form: This item was addressed after Agenda Item S.A.1. 5. New Business A. Tree Removal Applications: 1) 356/358 8~` Street: Mr. Chip Blumstein introduced himself and stated that he would like to remove the cedar tree and the pine tree next to the driveway. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to direct the Building Official to issue a permit for the removal of a 17" pine and a 16" cedar to be mitigated with 18" of hardwood to be planted on site. 4. Tree Planting on Ahern: Selection of Landscape Architect: Building Official Ford ` reminded the Board that their role was to recommend a particular landscape architect to the City Commission, and that it was the Commission's responsibility to make the final determination. ~Ya; ~. , Minutes of Tree Conservation Board September 25, 2002 Page 2 Chair Mears suggested Eric Lycke or Johnny Powers as possible landscape architects. The Board determined that they would continue to look for a landscape architect and would bring names and examples of prior work to the next Tree Conservation Board meeting. C. Tree Removal Application Form: Deferred until the next Tree Conservation Boaxd meeting. 5. l~ew Business A. Tree Removal Applications: fj 356!358 8a' Street: Addressed earlier in the meeting. B. Tree Ordinance: Emergency Tree Removal: Building Official Ford outlined requested changes tc> the Historical Tree Ordinance. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to accept the changes to the proposed Historical Tree Ordinance as noted. 6. Retorts and Announcements Building Official Ford advised that the Commission would like all the Boards and Committees to report to the Commission on a yearly basis. He further advised that the Tree Conservation Board would meet with the Commission in the month of October. 160 Mayport Road: Building Official Ford informed the Board that the applicant at 160 Mayport Road had not fulfilled the mitigation requiremerrts set forth at the Tree Conservation Board meeting of April 10, 2002. It was determined that Building Official Ford would semi a letter to the applicant setting the deadline of October 7, 2002. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter, and unanimously carried to instruct the Building Official to write a letter to Harbor Tavern, i60 Mayport Road, concerning fulfillment of mitigation that was determined at the meeting of the Tree Conservation Board of April 10, 2002. 7.
