MINUTES OF
TREE CONSERVATION BOARD
• March 5, 2001
A regular meeting of the Tree Conservation Board was held Monday, March 5, 2001, in the City Hall
Commission Chambers. Present were Mae Jones, Chairperson, Richard Bell, Judith Jacobson, Barbara
Mears, Building Official Don Ford and Susan Dunham.
1. Call to Order
The meeting was called to order by Chairperson Jones at 7:40 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of Meeting of February 20, 2001
A motion was made by Board Member Mears, seconded by Board Member Bell and unanimously
carried to approve the Minutes of the Tree Conservation Board Meeting of February 20, 2001.
4. A. Old Business/Tree Removal Applications
None.
5.A. New Business/Tree Removal Applications
1) 1217 Jasmine Street: The applicant was not present to address this application. The Board discussed
the definition of a multi-trunk tree. It was decided that a tree is a multi-trunk tree if the Board can determine
• that the trunks are connected above ground. Board Member Jacobson stated that the 7.3"and the 10.8"
Ubane Oak is actually a multi-trunk tree measuring 15.6," 8.59"and 13.37"for a total of 37.57."
Chairperson Jones advised that Board Member Hunter confirmed the species and stated that it is a rarely seen
tree.
Board Member Bell requested that staff include a locator map with each agenda packet.
Chairperson Jones stated that she could not locate the oaks that the applicant proposes for mitigation. Board
Member Jacobson advised that the 8.9"oak proposed for mitigation is already protected. Board Member
Bell requested that, in the future, Beaches Habitat mark the species of trees on their surveys.
A motion was made by Board Member Jacobson, seconded by Board Member Bell and unanimously
carried to approve the application and to direct Building Official Ford to issue a permit for the
removal of a multi-trunk oak with the corrected measurements of 15.6", 8.59" and 13.37" for a total of
37.57" to be mitigated with 18.78" of oak either preserved or planted on site, pending the verification
of oak trees on site to be used for mitigation, and eliminating the use of the 8.9" oak tree marked for
mitigation.
2) 1221 Jasmine Street: The applicant was not present to address this application. Board Member Bell
stated that there are no protected trees being removed.
A motion was made by Board Member Bell, seconded by Board Member Jacobson and unanimously
carried to approve the application and to direct Building Official Ford to issue a permit since there are
no protected trees being removed.
• 3) 210 Poinsettia Street: The applicant was not present to address this application. After discussion,the
Board determined that the 19"pine was protected and,therefore, required mitigation.

• A motion was made by Board Member Bell, seconded by Board Member Jacobson and unanimously
carried to approve the application and to direct Building Official Ford to issue a permit for the
removal of a 19" pine to be mitigated with a 9.5" hardwood on site.
6. Reports and Announcements
Building Official Ford distributed a copy of a site plan for the Tideviews Preserve Final Boundaries. He
stated that the City Commission approved this map and that the City would have the park re-surveyed to
include the additional area in the Tideviews Preserve.
Building Official Ford stated that he returned the historical tree survey to Boatwright Surveyors to add seven
trees that should be included. In addition, Building Official Ford would like the Tree Conservation Board to
look at adding the block of Ocean Boulevard between Fourth and Fifth Street to this survey. Also, since
additional trees have been added to the survey, Building Official Ford advised that there might be additional
survey costs.
Building Official Ford informed the Board that Daniel Davis of the Northeast Florida Builders Association
has volunteered to help form the Historical Tree Ordinance and has requested additional information.
Chairperson Jones asked Building Official Ford if the Tree Conservation Board would be presented with a
tree survey with regard to the stormwater project. Building Official Ford responded that he would research
this issue. Chairperson Jones stated that she would like the Tree Conservation Board to be involved in this
project. Discussion was held with regard to the Board's authority over trees being removed on City-owned
property.
Building Official Ford asked the Board if there was information he could provide that might assist the Board
• members in identifying trees. Board Member Bell stated that even with a book, it is difficult to identify
trees. Board Member Jacobson stated that Tree Board members cannot be expected to be tree experts and
that the burden should be placed on the applicant to identify the trees correctly.
7. Adjournment
There being no other business or discussion,the meeting was adjourned at 8:30 p.m.
