03-06-00 v MINUTES OF TREE CONSERVATION BOARD • March 6, 2000 A regular meeting of the Tree Conservation Board was held Monday, March 6, 2000, in the City Hall Commission Chambers. Present were Mae Jones, Chairperson, Richard Bell, Eloise Koerber and Staff Members Don Ford and Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:35 p.m. 3. Approval of Minutes of Meeting of February 22, 2000 Richard Bell moved to approve the Minutes of the Tree Conservation Board meeting of February 22, 2000; Eloise Koerber seconded and the motion carried. 4.A. Old Business/Tree Removal Applications 1. None. 5.A. New Business/Tree Removal Applications 1. Bull Park: Timmy Johnson introduced himself to the Board as the representative of this application. Mr. Johnson advised the Board that 19 cabbage palms need to be relocated on site due to construction at Bull Park. Richard Bell moved that the Building Official issue a permit for the relocation of 19 palm trees on site in Bull Park. Eloise Koerber seconded the motion, which passed unanimously. 2. 1528 Jordan Street: Ralph Marcello introduced himself to the Board as Executive Director of Beaches Habitat. Mr. Marcello represents agenda item numbers 5.A.2 through 5.A.9. Richard Bell advised Mr. Marcello that all the trees remaining on the lot had to be barricaded and, in particular,the • four pine trees at the front of the lot. Richard Bell moved that the application be approved and the Building Official issue a permit because they are not removing any protected trees on the lot. Eloise Koerber seconded the motion,which passed unanimously. 3. 1548 Jordan Street: After discussion, Richard Bell moved that the application be approved and that the Building Official issue a permit since there are no protected trees being removed on site. Eloise Koerber seconded the motion, which passed unanimously. 4. This item was deferred until later in the meeting. 1568 Jordan Street. 5. 1620 Jordan Street: Eloise Koerber advised Mr. Marcello that the 18"pine located at the west portion of the building is actually 22". The Board determined that since these lots are contiguous and are owned by Beaches Habitat,the Board would be willing to accept mitigation from another one of these lots. Eloise Koerber moved that due to the fact that one of the interior pines is 22",that we accept as mitigation the 18"pine from 1640 Jordan Street and that the Building Official issue a permit. Richard Bell seconded the motion, which passed unanimously. 6. 1640 Jordan Street: After discussion, Richard Bell moved that the application be accepted and that the Building Official issue a permit since there are no protected trees being removed with the revision that the 18"pine in the southwest corner of the interior be protected as mitigation for 1620 Jordan Street. Eloise Koerber seconded the motion, which passed unanimously. 7. 1660 Jordan Street: After discussion, Richard Bell moved that the application be accepted since there are no protected trees being removed and that the Building Official issue a permit. Eloise Koerber seconded the motion, which passed unanimously. 8. 1680 Jordan Street: After discussion, Richard Bell moved that the application be accepted. In addition, the 16"pine in the front yard is going to be removed and is in poor condition so there will be no mitigation required for this tree. There are no protected trees to be removed on the lot and we . direct the Building Official to issue a permit. Eloise Koerber seconded the motion, which passed 1111 unanimously. This item was deferred until later in the meeting. 1568 Jordan Street: After discussion, Richard Bell moved that the application be accepted as presented since the only tree that is large enough to be protected is a 22"pine which is diseased so requires no mitigation, and the other tree to be removed is not protected. We request that the Building Official issue a permit for tree removal. Eloise Koerber seconded the motion, which passed unanimously. 9. 1690 Jordan Street: After discussion, Richard Bell moved that we accept the application for the removal of 20"of protected pine to be mitigated with a 13"pine on the northwest corner of the interior zone and that the Building Official issue a permit for the removal of the trees. Eloise Koerber seconded the motion, which passed unanimously. 6. Reports and Announcements Chairperson Mae Jones advised the Board again that the Beautification Committee would like to amend the Tree Ordinance so that$2,000 a year of tree mitigation funds could be placed on private property. Susan Dunham elaborated on the tree giveaway planned by the Beautification Committee. Susan Dunham also advised the Board that the second reading of the proposed amendment to the Tree Ordinance would occur on Monday, March 13. Eloise Koerber thanked Don Ford for returning applications that are not accurate. Eloise Koerber stated that this facilitates the process for the Board. 7.
