Adjournment • If any person decides to appeal any decision made by the Tree Conservation Board at the above meeting, he will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record shall include the testimony of evidence upon which appeal is to be based. • MINUTES OF TREE CONSERVATION BOARD July 5, 2000 A regular meeting of the Tree Conservation Board was held Wednesday, July 5, 2000, in the City Hall Commission Chambers. Present were Richard Bell, Judith Jacobson, Mae Jones, George Worley, and Linda Kilis. 1. Call to Order The meeting was called to order by Mae Jones at 7:35 p.m. 2. Recognition of Visitors None 3. Approval of Minutes of Meeting of June 26, 2000 Judith Jacobson moved to approve the Minutes of the Tree Conservation Board meeting of June 26, 2000; Richard Bell seconded, and the motion carried, approving the minutes as submitted. 4. A. Old Business/Tree Removal Applications 1. Review of Jacksonville Transportation Authority Flyover Project/Retention Pond. 4110 Roger Sharp, JTA representative, was present again, and provided revised drawings and revised tree mitigation calculations. After extensive discussion, Richard Bell moved to accept the proposal to remove the trees on the various sites as indicated on the plans, and that the Building Department issue a permit for the following: 552" of oak to be mitigated with 276" of oak 165" of hardwood to be mitigated with 82.5 " of hardwood 505" of palm to be mitigate with 252.5" of palm Judith Jacobson seconded the motion and the motion carried. 5.A. New Business/Tree Removal Applications 1. A Part of Gov. Lot 2, Section 8,Township 2 South, Range 29 East, Duval County Present for this application were Sheri Kirkland of Edwards Engineering, and Jay Devine, Landscape Architect, Jacksonville, Florida. Ms. Kirkland and Mr. Devine presented landscape plans to the Board, and following lengthy discussion, Judith Jacobson moved to approve the application as submitted, with removal and mitigation of trees as follows: 290" of oak to be mitigated with 145" of oak 57 " of palm to be mitigated with 28.5" of palm 427" of hardwood to be mitigated with 213.5" of hardwood, all on site, with the provision that a revised plan show all trees to be removed and protected be • submitted to Staff before the trees are removed. Richard Bell seconded the motion and the motion carried. • 5.A.2 Tree Removal to install water line on city right-of-way on Jordan Street Ralph Macello and Gary Abbey of Connelly & Wicker, were present and explained the proposal to remove trees to install water line on city right of way on Jordan Street. George Worley advised that they may need to resubmit a corrected application to conform to the revised drawing. After much discussion, Richard Bell moved to approve the application with the removal and mitigation as follows: 72" of hardwood to be mitigated on site for 36" of hardwood 16" of palm tree to be transplanted Judith Jacobson seconded the motion and the motion carried. 6.
