TREE CONSERVATION BOARD
AUGUST 21, 2000
A Regular Meeting of the Tree Conservation Board was held Monday, August 21, 2000, in the
Adele Grage Community Center located at 716 Ocean Boulevard . Present were Mae Jones,
Chairperson, Richard Bell, Judith Jacobson, and Camille Hunter. Also present were the new
Board Member Barbara Mears, who observed the proceedings, Building Official Don Ford and
Julie Brandt.
1. Call to Order
The meeting was called to order by Chairperson Jones at 7:40 p.m.
2. Recognition of Visitors
None.
3. Approval of the Minutes of the Meeting of July 17, 2000
111 A motion was made by Board Member Jacobson, seconded by Board Member Hunter and
unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of
July 17, 2000 as presented.
4. Old Business
A. Tree Removal Applications
1. Lot 4, Block 102 Section H (Marsh Oaks)
Robert Kline of 220 Myra Street,Neptune Beach, representing the contractor and the owner of
the property, presented a revised site plan/tree survey of the property.
Chairperson Jones stated that she had inspected the property and pointed out that on the Main
Street side were a 6-1/4" and a 3-1/2" oak which were not on the site plan and were tagged in
red, which means they were to be taken down. Mr. Kline assured the Board they would not be
taken down, and indicated all trees would be saved in the exterior zone. Board Member Bell
indicated that the tree was in the protected zone. Chairperson Jones pointed out that the 15" and
5" trees were not elms, but Chinaberry trees. She then inquired as to what the brackets indicated
on the site plan. Mr. Kline felt the brackets indicated the trees would remain.
• Discussion ensued concerning use of Chinaberry trees for mitigation and it was pointed out that

they were considered nuisance trees. It was decided to count the oak tree, presently marked with
a red tag, for mitigation. Mr. Kline indicated he would remove the red tag as soon as he left the
meeting.
Discussion ensued and totals were calculated for mitigation as follows: 69" of hardwood and 46"
of oak, which equaled 34-1/2" of hardwood and 23" of oak to be mitigated. Chairperson Jones
emphasized the importance of keeping the small trees at the back of the property alive for one
year if used for mitigation. It was pointed out that there was 6" of oak and 8" of cherry which
could be used resulting in 26-1/2" of hardwood and 17" of oak to be mitigated.
Discussion ensued and Chairperson Jones explained the process of mitigation to Mr. Kline. It
was explained that on-site trees could be saved, new trees planted, or $82.50 per inch of trees
removed placed in the tree fund. Chairperson Jones pointed out that inches of oaks removed
must be replaced by oaks. Mr. Kline indicated that the trees within the footprint of the building
would be removed, he would try to save as many of the remaining trees as possible, and would
pay the remainder into the tree fund at $82.50 per inch. A 6-1/4" oak and a 3-1/2" oak on the
southeast corner of the property (not listed on the site plan) were noted by Chairperson Jones.
The Board agreed to use them for mitigation. Board Member Bell suggested use of a tree spade
to move some of the larger oak trees.
iA motion was made by Board Member Bell, seconded by Board Member Hunter and
unanimously carried to approve the application as submitted and that the Building Official
issue a permit to remove 69" of hardwood which requires 34-1/2" of hardwood to be
mitigated with 8" on site and the remainder placed in the tree fund and 40" of oak which
will require 20" of oak to be mitigated by payment into the tree fund.
5. New Business
A. Tree Removal Applications:
1. 578 Beach Avenue
Alex Manolis, owner of the property, explained he was remodeling the property and the 12.5"
palm tree removed was located in front of the garage door.
Board Member Hunter stated that she went out and looked at the property and the tree was gone.
She indicated that Building Official Ford was able to measure what was left to determine its
diameter. Board Member Hunter further stated that there was a 14" diameter palm tree located
in the interior zone which could be used for mitigation. It was further explained that since the
tree had been taken down without a permit, inch for inch mitigation was required.
• Location of the 14" palm was noted on the site plan. Concern was expressed that builders in

general may not be aware of the tree ordinance requirements. Building Official Ford indicated
that the builder was new, but he had met with him twice and he was aware of the ordinance.
A motion was made by Board Member Hunter, seconded by Board Member Jacobson and
unanimously carried to approve the application as submitted for removal of the 12-1/2"
diameter palm to be mitigated on site inch for inch with the 14" palm in the interior zone.
(Board Member Hunter stated that the 14" palm would now have to be protected and Mr.
Manolis indicated he understood the requirement).
2. 675 Beach Avenue
Building Official reported that the application had been withdrawn due to an inaccurate tree
survey and would be be resubmitted for the next meeting. The Board Members were instructed
to throw away the erroneous application.
3. 1249 Beach Avenue
No one was present to address this matter. Board Member Jacobson stated that she went to the
site. She indicated that a very well marked survey had been submitted, and indicated that the
• only tree to be mitigated was the 19.41 tree located facing Beach Avenue. She further indicated
that there were more than enough trees on-site for mitigation and the 14" palm could be used.
Chairperson Jones stated that the tree needed to be identified and it would have to be kept alive
for one year.
Building Official Ford stated that he had spoken to the builder, who could not be in attendance,
and he was aware that the tree had to be identified.
A motion was made by Board Member Jacobson, seconded by Board Member Bell and
unanimously carried, to approve the application as submitted and to direct the Building
Official to issue a permit to take down 19.41" of protected palm to be mitigated with the
14.42" palm on site.
4. 369 Plaza
Mike Phillips, owner of the property, indicated that the trees would be taken down as listed and
he would plant back the required inches.
Board Member Jacobson inquired concerning the location of trees#10, 11, and 12. She stated
that she could not find them in the configuration shown on the site plan. Discussion ensued
concerning the size of the trees. Mr. Phillips indicated that the#12 oak was very small. Mr.
Phillips stated that those trees would remain. Board Member Jacobson requested that Building
IIIOfficial Ford check#10, #11, and#12 trees. Mr. Phillips indicated that he was removing the

trees indicated in red(eight trees). Board Member Jacobson stated that trees #4, #7, #8, and#9
were protected trees.
Totals were taken and it was determined that 57.64" of palm were being removed resulting in 29"
of palm to be mitigated.
Mr. Phillips indicated that he was going to plant palm trees along the west side of the property,
which were ten inches in diameter. Mr. Phillips agreed to use three 10" palms for mitigation
and he assured the Board they would live for one year. The Board encouraged Mr. Phillips to
transplant existing palm trees to the west side of his lot.
A motion was made by Board Member Jacobson, seconded by Board Member Bell and
unanimously carried to approve the application as presented and to direct Building Official
Ford to issue a permit for removal of 57.64" of palm trees to be mitigated with 29" of new
or transplanted palm trees.
5. 44 West Church Road
Cleve Dryden, representing the owner of the property, stated that the owner of the property was
S in the process of expanding and constructing the auto repair shop located at 44West Church
Road.
Board Member Hunter pointed out that there were four trees to be taken out and Chairperson
Jones concurred. The corrected diameters of the trees to be removed were as follows: 20" of
pine, 16-1/2" of oak and 18" of palm. Mr. Dryden indicated that all of the trees being removed
would be replaced with oak, since the owner, Mr. Crumley, favored oak trees.
A motion was made by Board Member Bell, seconded by Board Member Hunter and
unanimously carried to approve the application as presented and to direct Building Official
Ford to issue a permit for removal of 16-1/2" of oak to be mitigated with 8" of oak on site
and 20" of pine and 18" of palm to be mitigated with 19" of other trees on site.
6. 1727 Park Terrace West
Cecil Stanford stated that he needed to remove (2) 6" and (2) 7" cedar trees located at the front of
his property, as well as a 12" cherry tree. He also indicated that an 18" pindo palm would be
transplanted
Discussion ensued and it was determined that 38" of protected hardwood would be removed to
be mitigated with 19" of hardwood.

unanimously carried to approve the application as presented and to direct Building Official
Ford to issue a permit for removal of 38" of hardwood to be mitigated with 19" of
hardwood on site (4 -2" oaks and 6 -2" hollies (each 10' tall)) and for the transplanting of
an 18" pindo palm,which must live for one year.
7. Lot 1, Block 1, Donner's Subdivision (28 Dudley Street)
8. Lots 1 and 2, Block 2, Donner's Subdivision
Chairperson Jones reported that Items 7 and 8 had been withdrawn to give the applicants time
to obtain a new survey. She indicated that these items have been rescheduled for the next
meeting. The Board Members were instructed to throw away the erroneous applications.
9. Lot located north of Hess Gas Station on Mayport Road
Building Official Ford requested that Item 9 be deferred to the next meeting since no one was
present to represent the Jacksonville Transportation Authority on this matter.
Board Member Bell stated that he had visited the site and commented that the tree count
appeared to be incorrect on the east and south sides of the site plan. Building Official Ford
• indicated he would like to have Roger Sharp attend the next meeting to address this and other
matters concerning their application. New information packets were distributed and Building
Official Ford asked that the Board Members save their packets.
6. Reports and Announcements
Building Official Ford
Building Official Ford distributed copies of the proposal from Boatwright Land Surveyors
concerning their proposal for mapping historical trees located in the city. Building Official Ford
stated that he had $4,000 in his 2001 budget for the survey. A brief discussion of possible sites
for historical trees ensued.
