MINUTES OF TREE CONSERVATION BOARD November 20, 2000 dI A regular meeting of the Tree Conservation Board was held Monday,November 20, 2000, in the City Hall Commission Chambers. Present were Mae Jones, Chairperson, Richard Bell, Camille Hunter, Barbara Mears, Judith Jacobson, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order by Chairperson Jones at 7:35 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of November 6, 2000 A motion was made by Board Member Jacobson and seconded by Board Member Mears and unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of November 6, 2000. 4. Old Business A. Revised Plan for 589 Levy Road: This agenda item was moved to the end of New Business. 5.A. New Business/Tree Removal Applications 1. 1529 Jordan Street: Mr. Craig Burkhart of 1887 Beachside Court and Mr. Dale Devine of 764 Sandy Oats Court, Ponte Vedra Beach, introduced themselves. Mr. Burkhart informed the Board that he would like to remove the two hickory trees at the front of the lot to put in a driveway, and mitigate with two • pine trees at the rear of the lot. Board Member Bell advised Mr. Burkhart that the two hickory trees are actually laurel oaks and that he would have to mitigate these two trees with oaks. Board Member Bell also advised that there is a 6"oak behind the 15.3"pine but that this tree is in the interior zone. Mr. Burkhart stated that he would prefer to save the two laurel oaks so he would move the driveway. Board Member Bell stated that there are three pines in the right-of-way that will deter moving the driveway. Mr. Burkhart agreed that he would split the driveway to avoid the pines in the right-of-way and the laurel oaks. A motion was made by Board Member Bell, seconded by Board Member Hunter and unanimously carried to approve the amended request and to direct Building Official Ford to issue a permit for the removal of a 14.6" pine and a 8.3" pine to be mitigated with a 14" pine to be preserved on site. 2. 353 Oceanwalk Drive South: Mr. Dane Boggs, 684 Ponte Vedra Boulevard, Ponte Vedra Beach, introduced himself as the contractor for the owners. Mr. Boggs stated that the owners of the property, Mr. and Mrs. Corless, would like to add a screen porch and patio area on the back of their home and need to remove a 10"palm and a 10"oak to complete this project. A discussion was held with regard to the beauty of the two trees being removed and if a request could be made to the owners to reconsider the removal of these trees. A motion was made by Board Member Jacobson, seconded by Board Member Bell and unanimously carried to approve the application and to direct Building Official Ford to issue a permit for the removal of the non-protected trees presented for removal. The Board determined they would write a letter to Mr. and Mrs. Corless requesting reconsideration of • removal of these two trees. -Minutes of Tree Conservation Board November 20, 2000 Page 2 3. 2019 Beach Avenue: Building Official Don Ford advised that Mr. Grider was unable to attend the meeting. Discussion was held with regard to trees that have trunks that do not reach a height of 54". 11 The Board's interpretation is that if you cannot measure up 54"and find a trunk,then it is not a tree. Board Member Bell advised that there were several trees on the lot that were not shown on the survey. A motion was made by Board Member Hunter, seconded by Board Member Bell and unanimously carried to defer this application, that contact be made with the owners to advise that the application requires that the location of all trees be surveyed that have a diameter of breast height of 6" or more. Chairperson Jones requested that Building Official Ford mention to Mr. Grider that the Board believes palms#2 and#3 would be an asset to his property and that Mr. Grider considers not removing them. 4. Old Business: A. Revised Landscape Plan for 589 Levy Road: Building Official Ford advised the Board of the changes that were made to the original approved plan. In response to a question from Chairperson Jones, Building Official Ford advised that the landscaping indicated on the plan had already been completed. Board Member Hunter stated that the Board should not accept multi-crape myrtles as trees because they are shrubs. Discussion was held with regard to an applicant returning to the Board if changes are made to an application. Discussion was also held with regard to the definition of a tree. Chairperson Jones stated that the Tree Ordinance defines a tree as having an average mature crown spread of no less than thirty feet in Northeast Florida. Trees shall have a minimum two-inch caliper and a minimum of ten feet in overall height. Board Member Hunter suggested producing a list of recommended trees and a list of trees that are not acceptable and why. Board Member Hunter will research trees recommended for North • Florida. A motion was made by Board Member Hunter, seconded by Board Member Jacobson and unanimously carried to accept the revisions to the original approved application as follows: the deletion of the three 6"wax myrtles and the identification of existing trees that are 4", 3", 3" and 5" be accepted with the difference of 3" of additional mitigation required or 3"to be paid into the Tree Fund, plus the change from four 6" sycamores to four 6" multi crape myrtles not be accepted unless some substantiation is given that the crape myrtles being substituted are in fact cultivars that meet the definition of new replacement tree as defined in the Tree Ordinance on page 1357 and that we be advised at the next meeting either as to the cultivars of the crape myrtles or that the 24" will be mitigated in some other way or paid into the tree fund. 6. Reports and Announcements The Board prepared a letter to Dr. and Mrs. Campbell of 2055 Beach Avenue, a copy of which will be forwarded to the State Department of Environmental Protection. The Board prepared a letter to Mr. and Mrs. Corless of 353 Oceanwalk Drive South to request that they reconsider removing two trees. The Board signed a letter to the City Commission with regard to adding two parcels of land to the Tide Views Preserve. Building Official Ford displayed the plans of Dutton Island for the Board's perusal. • Minutes of Tree Conservation Board ' ' November 20, 2000 Page 3 Board Member Mears requested if there was $12.00 available to purchase a postcard from 1919 of an old 11/ railway station and a row of palm trees in Atlantic Beach. 7.
