MINUTES OF TREE CONSERVATION BOARD 411 December 4, 2000 A regular meeting of the Tree Conservation Board was held Monday, December 4, 2000, in the City Hall Commission Chambers. Present were Mae Jones, Chairperson, Richard Bell, Camille Hunter, Barbara Mears, Judith Jacobson, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order by Chairperson Jones at 7:35 p.m. 2. Recognition of Visitors None. 3, Approval of Minutes of Meeting of November 20, 2000 Board Member Jacobson requested that the Minutes of November 20, 2000, be corrected as follows: Page 2, 4.A., second paragraph, change"nature crown"to"mature crown"; Page 2, 4.A.,third paragraph, change "begin substituted"to "being substituted". A motion was made by Board Member Jacobson and seconded by Board Member Hunter and unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of November 20, 2000, as amended. 4. Old Business 110 A. Suggested Change to Tree Removal Application: This item was deferred until later in the meeting. B. Tree Removal Applications: 1) 2019 Beach Avenue: The applicant was not present so this item was deferred until later in the meeting. 5.A. New Business/Tree Removal Applications 1. 465 Beach Avenue: The applicant was not present so this item was deferred until later in the meeting. 2. Lots 1-5, Block 46, Lots 1-5, Block 47, Section H: Mr. Ladd Roberts with Landers-Atkins Planners, Inc., of 201 North Hogan Street, Jacksonville, introduced himself. Mr. Roberts advised that the owner of the property is preparing to develop the site for small warehouse office structures and is requesting removal of 1,016 inches of trees. Mr. Roberts stated that due to the small nature of the lot,they could only plant 102 inches. Mr. Roberts requested that the Board entertain another solution for mitigation. . Mr. Roberts' client would like to donate 210 two-inch caliper pine trees to the City of Atlantic Beach for distribution as the City deems fit. Mr. Roberts indicated that multiple vagrants were living on this property and the development of this lot would clean up the area for the safety of the citizens. Chairperson Jones stated for the record that this was not a safe area and wanted to thank the City of Atlantic Beach Police Department for their assistance while examining the site. Chairperson Jones and Board Member Bell discussed with Mr. Roberts corrections to be made to the site plan. After discussion it was determined that the applicant proposed to remove 970"of hardwood, 64" of palms and 38.5"of oak. In addition, the applicant proposed to preserve an 8"oak on site and plant 12"of oak, 18"of Palatka holly, 9"of bald cypress, 24"of drake elm and 24"of red maple. 110 Discussion was held with regard to crape myrtles. Mr. Roberts agreed to plant elms around the retention pond in place of the eight proposed crape myrtles. Minutes of Tree Conservation Board December 4, 2000 Page 2 Mr. Roberts talked with the Board about the possibility of donating pine trees to the City of Atlantic dilBeach to meet the mitigation requirements. It was determined that the mitigation cost is $34,897 and Mr. Roberts advised that the cost to purchase and plant 210 pines would be approximately$18,000. It was suggested that Mr. Roberts pursue the possibility of donating the pine trees with the City of Atlantic Beach Parks and Recreation Department and the City Manager. Building Official Ford will assist in arranging a meeting between Mr. Roberts and the Parks and Recreation Director. A motion was made by Board Member Bell, seconded by Board Member Jacobson and unanimously carried to approve the application and to direct Building Official Ford to issue a permit for the removal of 970" of hardwood,64" of palm and 38.5" of oak to be mitigated with 8" of oak to be preserved on site, 12" of oak and 93" of hardwood to be planted on site, 1" of oak to be applied toward the hardwood requirement,with the remainder of 423" of hardwood to be paid into the Tree Fund. The applicant would like to work out an alternative plan with the City of Atlantic Beach to donate and plant 423" of hardwood. Once the applicant and the City of Atlantic Beach reach a conclusion, the applicant is to return to the Tree Conservation Board. 4.B. Old Business/Tree Removal Applications 1) 2019 Beach Avenue: Mr. Grider was not present at the meeting. Board Members Mears and Jacobson stated that Mr. Grider's survey is still not correct. A motion was made by Board Member Mears, seconded by Board Member Jacobson and unanimously carried to recommend that Mr. Grider re-submit a correct and accurate tree survey according to the specifications on the Tree Removal Application. S.A. New Business/Tree Removal Applications 1) 465 Beach Avenue: No one was present to address this application. Building Official Ford informed the Board that he allowed the owner to remove one 12"palm to allow a tractor access to the lot. There is a Cherry Laurel at site which is not on plan. Board Member Jacobson stated that the survey is inaccurate. A motion was made by Board Member Jacobson, seconded by Board Member Bell and unanimously carried to defer the application based on apparent inaccuracies of the tree survey and conflicting information as to why the trees on the survey are circled. 4.A. Old Business/Suggested Chance to Tree Removal Application Building Official Ford advised that he added a column for mitigation information on the front page of the Tree Removal Application. The Board agreed that this was a good change to the application. 6. Reports and Announcements Building Official Ford updated the Board on the City Commission's action with regard to the Tree Conservation Board's letter on the lots next to Tide Views Preserve. Building Official Ford advised that the purchase order for the survey for the historical tree survey was ready for the City Manager's approval.
