04-19-99 v TREE CONSERVATION BOARD Minutes of meeting of April 19, 1999 e Board held its regular meeting on Monday April 19, 1999 at City Hall. Present were: Mae Jones, Chairman Rick Bell Judy Jacobson Eloise Koerber Camille Hunter Staff: George Worley, Community Development Director Susan Dunham, Beautification Coordinator The meeting was called to order by the Chairman at 7:40 PM. Mae Jones introduced Commissioner Rick Beaver who was in attendance at the invitation of the Board. 3. A. Historic Tree Preservation projects Mae Jones described the Tree Conservation Boards concept of an Historic Tree Preservation ordinance identifying and protecting certain trees in the Old Atlantic Beach neighborhood. The Board invited Commissioner Beaver to introduce and sponsor the ordinance. Commissioner Beaver discussed the difficulty in determining the age of individual palms, but expressed support for the development of such an ordinance. During the general discussion that followed the Board addressed the need to provide incentives to residents to participate and for a well organized presentation to the City Commission to introduce the idea to them. It was suggested that staff obtain Jacksonville's Tree Protection Ordinance and to contact the Avondale Preservation Society for historic preservation information. It was also determined that as part of the presentation the Board needed an largement of portions of the aerial photograph showing the existing trees. Staff was directed to obtain the photo largement and to investigate the question of whether the palms in question are on private property or city right-of- way. Camille Hunter and Eloise Koerber volunteered to work on the presentation materials,particularly the aerial photo and an overlay showing the two principal areas of concern. In anticipation of presenting this issue to the City Commission staff was also directed to draft an ordinance to enact the program. The Board will review the draft at the next regular meeting. 5. Reports &Announcements. The Board also discussed Mr. Merve Russell. George Worley advised the Board that Mr. Russell had indicated in writing that he intended to appeal to the Board for a review of his mitigation requirements but had not yet done so. 6. Approval of Minutes. The Board approved the Minutes of the Meeting of April 5, 1999. There being no other business before the Board,the meeting was adjourned at 9:32 PM. •r1h. d Bell cretary
