MINUTES OF • TREE CONSERVATION BOARD August 2, 1999 A regular meeting of the Tree Conservation Board was held Monday,August 2, 1999, in the City Hall Commission Chambers. Present were Mae Jones, Chairperson, Richard Bell, Judith Jacobson, Camille Hunter, Eloise Koerber and Staff Member Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:37 p.m. 3.A.Old Business/Tree Removal Applications 1. 2400 Seminole Road: Mayor Suzanne Shaughnessy requested that the Tree Conservation Board revisit the tree removal application for 2400 Seminole Road. The Tree Conservation Board members were given verbatim transcripts of the pertinent portions of the City Commission meetings of July 12, 1999,and July 26, 1999. Mr. McDaniel was notified by staff member Susan Dunham that this item would be on the agenda but Mr. McDaniel was not present at the meeting. After lengthy discussion, Richard Bell moved to reconsider the action taken by the Tree Conservation Board on July 19, 1999,regarding 2400 Seminole Road. Camille Hunter seconded. By unanimous vote,the motion failed. Pete Dowling, visitor,requested permission to speak to the Tree Conservation Board. Mr.Dowling voiced his concern that there was no public input allowed on this matter. Also, in a situation where trees are being removed from public property,the applicant should be required to replant the trees • back on the original site. Mr. Dowling further stated that there was a strong possibility that the power lines could be raised,thus allowing Mr. McDaniel to replant the hardwoods. It was determined that the Tree Conservation Board would draft recommendations to the Mayor and to the City Commissioners on procedures for tree removal on public property. In addition,this memo would include the Tree Board's reasons for their decision regarding the tree removal application for 2400 Seminole Road. The Tree Conservation Board discussed points to be addressed and requested staff member Susan Dunham to prepare a draft for their review. To be able to review the draft memo prior to the next City Commission meeting,the Board decided to hold a special called meeting on Thursday,August 5, 1999,at 7:00 p.m. 4.A.New Business/Tree Removal Applications 1. None. 5. Reports and Announcements A. Review of the draft of the Historic Tree Preservation Ordinance: Deferred until the next Tree Conservation Board meeting. B. Review of Tree Removal Application: Deferred until the next Tree Conservation Board meeting. • • 6. Approval of Minutes Amended Minutes of meeting of July 19, 1999,as follows: 5.A.,third line, "wackers"changed to "whackers". Camille Hunter moved to approve the Minutes of the meeting of July 19, 1999,as amended; Eloise Koerber seconded and the motion carried.
