01-05-98 v 1 TREE CONSERVATION BOARD Minutes of meeting of January 5 , 1998 The Board held its regular meeting on Monday, January 5 , 1998 in the City Hall Conference Room. Present were : Hope Van Nortwick, Chairperson Rick Bell Mae Jones Susan Bullock Judy Jacobson Staff: Carl Walker, Coordinator George Worley, Designee The meeting was called to order at 7 : 30 PM by Chairperson, Hope Van Nortwick. The first application before the Board was for removal at Lot # 42 , Sevilla Gardens. Mr. Scott Sessions , owner/builder was present . Action on this application had been deferred at a previous meeting pending additional information and documen- tation. Mr. Sessions advised that the survey had been re- done and was now accurate. He also said that he has already purchases 12" DBH of oak as a partial replacement of those to be removed . There was discussion on the revised plans and of the condi- tion of the wax myrtles in the driveway area which are pro- posed for removal but which did not appear on the original survey or plans. Board members who visited the site agreed that at least 3 of the 4 myrtles are in very poor health. Judy Jacobson moved to accept the application as presented with the stipulation that 14" of oak be replaced as miti- gation for the 28" of oak being removed and that 6" of hard- wood be replaced to mitigate the 28 . 5" of wax myrtle to be removed, taking into consideration the health of these trees . Replacements will be planted on site . Rick Bell se- conded and the motion passed unanimously. Darlene and Mills Rowland appeared before the Board for con- sideration of additional tree removal at Lot #77 , Selva Link- side, Unit #1 . The original application and plans were approved by the Board at the October 6 meeting. Since that time , it was found that two more oaks ( 1-18" and 1-8" ) re- quire removal ( see attached letter of December 26 ) . The Board agreed that neither of the trees require mitigation because of their location and DBH . Mae Jones, however, en- couraged the applicant to reconsider removal of the 8" Oak bordering the walkway as it complemented other trees on the lot and was in good health. It was suggested that the walk- way contour be adjusted to save the tree. Hope Van Nortwick moved to approve the removal of the two additional trees , without replacement since mitigation is not required. Judy Jacobson seconded and the motion unani- mously carried. The applicant was not present to review the plans for Lot #91 , Selva Norte, Unit III . The plans were originally ap- proved at the Board meeting of February 2 , 1997 . Two addit- ional trees, one palm and one magnolia are proposed for re- moval but the Board was unsure as to their location as it was not marked on the plans or on site. It was also unknown if the applicant chooses to replacement trees as mitigation or use existing trees on the lot for that purpose. Judy Jacobson moved to defer action on the application until such time as additional information is provided. Susan Bullock seconded and the motion unanimously passed. There was no additional information to report or discuss on the status of the historic tree/district designation. During reports and announcements , Susan Bullock advised that she had contacted Dennis Sparks, a local resident who is a landscaper by profession. and he expressed an interest in being considered for appointment to the Board. His name will be included in a memo Carl will send the City Clerk regarding the Board vacancies . Carl advised that the Board term of Mae Jones will also expire effective January 31 . She is eligible to serve another term, if appointed, and is agreeable to ser- ving again. She was encouraged to do so by the other members. A request was made by Judy Jacobson to date stamp the appli- cations, as received. George advised he would comply. She also asked that maps be included with the packets to assist the Board members in identifying the lot locations . Carl will ensure this is done. Judy Jacobson moved to approve the minutes of the last meet- ing , as read. Hope Van Nortwick seconded and the motion car- ried unanimously. There was no further business and the meeting was adjourned a 8 : 20 PM. Z t 1 . `\ Carl E. Walker Board Coordinator - 2 - December 26, 1997 Atlantic Beach Tree Board Re: Lot 77, Selva Linkside Mills and Darlene Rowland Dear Tree Board Members: You approved our application for tree removal in October. We designed our new house to save as many trees as possible but have realized that two trees will be too close to the foundation. We contacted a tree surgeon to trim and fertilize the trees to allow them the best possible chance for survival. He advised us that the 18" live oak on the front of the property will probably fall when the roots on the side and back of the tree are cut for the stemwall. It is already leaning toward the street. In addition the tree has a fungus on it, the bottom limbs would have to be removed, and the elevation of the root ball that would have to be cut is above the ground level. The second tree that would need to be removed is the 8" live oak in front of the house. We have realized that this tree will be right in the path of the sidewalk to the front door. As much as we hate to remove these trees, we feel it will be better to do it now than to damage the trees during construction and have to remove them later. Please call me if you have any questions.
