Minutes of June 16 , 1997
The Board held its regular meeting on Monday, June 16, in the
Conference Room of City Hall . Present were:
Hope Van Nortwick, Chairperson Rick Bell
Judy Jacobson Mae Jones
Staff: Carl Walker, Coordinator
The meeting was called to order at 7 : 30 PM by Hope Van Nort-
wick, Chairperson.
The first application for review was for property described
as Lot #1 , Block #134 , Section H. Euguene Long, owner, was
present and stated that his private residence is to be built
on the lot . Board members confirmed that the 3 trees listed
on the application for removal have already been removed from
the property prior to their site visits .
During discussion, it was determined that when the building
permit was issued to the applicant , it included an approved
tree removal application. Because of this , Mr. Long was led
to believe that removal of the trees was in order. The Board
agreed that the applicant followed the correct procedure and
that the error had occurred in the paperwork processing by
the City building department. They also agreed that this did
not negate the mitigation requirements of the ordinance.
One of the three trees , a 6" DBH oak was found to be a pro-
tected tree. The plans were marked, in red, to indicate a
5" DBH oak to remain on the property as mitigation for this
removal . Rick Bell moved to accept the plans, as amended.
Mae Jones seconded and the motion passed unanimously.
George Ross McWilliams and his wife , Tammy, co-owners of Lot
# 32 , Sevilla Gardens, introduced themselves to the Board.
Mr. McWilliams pointed out that the majority of trees pro-
posed for removal are pine and that other hardwood trees on
the lot, not within the house footprint , are to be saved.
Considerable discussion followed and after the calculations
were made of the total DBH inches to be removed, the appli-
cant reconsidered saving some of the pines originally pro-
posed for removal , thereby reducing the mitigation require-
ments. The changes were marked accordingly on the original
plans.
Judy Jacobson made a motion to approve the plans , as amended,
for removal of 186" DBH , to be mitigated with 93" DBH ; 44"
DBH of the mitigation requirement consists of on site trees
to remain, leaving 49" DBH to be replaced on site . Rick Bell
seconded and the motion passed unanimously.
There was no representative present to speak on behalf of the
proposed removal of 2 palms , 12" DBH each, located at 277
15th Street . The removal is due to construction of a room
addition to an existing structure on the property. Discussion
took place regarding one of the two palms and whether or not
it is within the 20 ' setback line . The Board agreed that it
is a protected tree requiring mitigation.
Mae Jones moved to accept the plans , as submitted, with the
stipulation that 6" DBH of palm, or of hardwood , be replaced
on site . Rick Bell seconded ; the motion carried unanimously.
Under old business , Mae Jones reported that she and Herschel
Shepard had visited the Beaches Historical Society and had
found some old photographs which might prove helpful in the
determination of the historic trees in the area being con-
sidered for designation.
The Board discussed future plans to be made , or considered ,
for the designation of the historical area. It was brought
up that the plans for the renovation of Bull Park may entail
movement or replacement of the existing palms in the parking
area. Hope agreed to write a letter to the Commission ex-
pressing the Board ' s concerns of this occurring .
Hope reported that she had spoken to the ecology class as re-
quested by an applicant at the last regular meeting . Her
presentation was well received .
A motion was made by Judy Jacobson to approve the minutes of
the meetings of May 19 and June 2 . Hope Van Nortwick seconded
the motion which carried unanimously.
With no further business , the meeting adjourned at 9 : 45 PM.
