11-20-95 v TREE CONSERVATION BOARD Minutes of November 20 , 1995 The Board held its regular meeting on Monday, November 20 , in the City Commission Chambers . Present were : Hope Van Nortwick, Chairman Mae Jones Jim Pelkey Staff: George Worley, Designee Carl Walker, Coordinator The meeting was called to order at 7 : 45 PM by Hope Van Nort- wick, Chairman, after confirming there was a quorum present . The first item of business was consideration of the tree re- moval application for commercial property at 2405 Mayport Rd . Michael Dunlap, architect , representing the property owner, John Shea, was introduced. He pointed out that the only en- trance/exit to the property is Mayport Road. The construction of a driveway to Fleet Landing Blvd . is intended to relieve traffic congestion. The majority of the trees proposed for removal are in the driveway area. The application calls for removal of 7 pine trees and 3 oaks . The DBH total of the oaks proposed for removal is 34" . Dur- ing discussion, Mr. Dunlap was receptive to replacing three 3" DBH oak trees on the property. Jim Pelkey moved to approve the plans , as submitted, with the addition that 3 oaks , with a minimum of 3" DBH each, be re- placed on the Mayport Road side of the property. Mae Jones seconded and the motion carried by a unanimous vote . Under old business , the status of the tree planting agreement with Tiffany by the Sea was discussed. George Worley will contact Safa Mansouri to determine when the planting is to begin. He also will make arrangements for a utility locate to be made . Jim Pelkey volunteered to again mark the site for placement of the trees . There was discussion regarding a complaint filed by Mr. Mic- hael Grossberg , a resident of Oceanbreeze Drive . An antenna/ satellite dish has been installed on adjacent vacant property and in the process , several oak trees have been chopped down. George Worley advised that the incident has already been re- ferred to Code Enforcement for handling . Carl advised that in addition to the Board vacancy created by the resignation of Tom Frohne , the appointed terms of Rick Beaver and Jim Pelkey will expire as of 01/31/96 . Rick has agreed to accept another term, if appointed . Jim, who has served two consecutive terms cannot be appointed to another, by ordinance restriction. It was pointed out that there was an error in the minutes of the special meeting of November 9 . The last sentence should read " the meeting adjourned at 7 : 30 PM instead of " . . . . the meet adjourned Jim Pelkey moved to approve the minutes of November 6 , as written, and the minutes of November 9 , as corrected. Hope Van Nortwick seconded and the motion passed unanimously. There was no further business and the meeting adjourned at 8 : 20 PM.
