Minutes of December 7, 1992
The Board met for its regular meeting on Monday, December 7,
in the Commission Chambers of City Hall. Present were:

The meeting was called to order by Carolyn Woods at 7:30 pm.
The first item of business was the tree removal application
for Lot # 19, Unit # 1, Gceanwalk. Mr. Wallace, the property
owner and builder, was present. With little discussion, John
Weldon moved to accept the application, as proposed. The
motion was seconded by Hope Van Nortwick, and unanimously
passed.
Mr. Porter and Mr. Fuxa, both of Centex Homes, discussed, at
some length, their proposal for removal of approximately 41
trees, the majority of which are pines, from a total of 51
lots within Phase 1, Unit 2, Selva Linkside. There was con-
siderable discussion on replacement trees. Mr. Porter stated
that he felt it unfair to require replacement of all hardwood
trees, when for the most part, only pines were to be removed.
It was also pointed out that, under a previous agreement, an
oak tree was to be planted in the front yard of each lot.
John Weldon moved to accept the proposal to remove the trees,
provided that, in return for the 46S" removed, replacements
must consist of no less than one-third hardwood trees, to be
located at the developer' s discretion within Phase 1, Unit `;
and further, the developer must provide a caveat, in writing,
to the Board of the complete agreement for the tree removal
within Phase 1, Unit 2, Selva Linkside.

The motion was seconded by Hope Van Nortwick and passed by a
unanimously vote.
The request for tree removal at property described as Section
# 32, Township # 2, Range 29 E. , was discussed with Dr. and
Mrs. Van Cleve, property owners, and Phil Holmburg, their
builder. The Van Cleves pointed out that they planned to
keep as many trees on the property, as possible, citing the
placement of the driveway as an example, where its path en-
ables all of the larger trees to be undisturbed. Following
discussion, a motion was made by Hope Van Nortwick to accept
the proposal, as presented. Tom Frohne seconded; the motion
passed unanimously.
The final application for Board review was for Lot # 4, Se-
villa Gardens. No representative was present for discussion
or to answer questions from the Board. Members who had been
to the site expressed some question as to the accuracy of the
tree survey. Deliberation ensued, followed by a motion from
Tom Frohne to accept the proposal with the stipulation that
the trees to be saved, behind the barricades, must be re-
placed, tree for tree, if they are not saved. John Weldon
seconded and the motion passed unanimously.
Minutes of the last meeting were read and a motion made by
Jim Pelkey to accept them, as written. Hope Van Nortwick
seconded and the motion passed unanimously.
George Worley reported he had not yet had the opportunity to
check at the Northshore Grille for the removal/replacement of
trees but would do so prior to the next meeting.
In other business, Carl reminded Carolyn Woods and Jim Pelkey
of the expiration of their appointed Board terms in January.
Both of them indicated willingness to serve a second term, if
reappointed. Carl will notify the City Clerk' s office. Some
question arose to the expiration date of the other members.
Carl will verify the dates and advise at the next meeting.
Tom Frohne advised that, after checking, he had found that
aerial photographs of our City were available from the Pro-

perty Appraiser' s Office for the years 1968, 1977, and 1988.
The Board concurred that it would be beneficial to have these
available. Carl will discuss obtaining them with the City
Manager, after Tom Frohne checks further to determine the
cost involved.
With no further business, the meeting adjourned at 8:50 pm.
