07-15-91 v TREE CONSERVATION BOARD Minutes of Meeting of July 15 , 1991 The regular meeting of the Board was held on July 15 , 1991 in the City Commission Chambers , City Hall . The following were in attendance : Carolyn Woods , Chairman Jim Pelkey Dezmond Waters Sandra Sheppard John Weldon, Jr . Carl Walker , Coordinator George Worley, Designee Visitors : Fletcher Groves , Contractor Tom Frohne , Resident J . Sternberg, Resident The meeting was called to order at 7 : 30 pm by Carolyn Woods . The first order of business was the Tree Removal Application for property at Lot # 63 , Selva Norte . Mr . Groves , the con- tractor , discussed with the Board the plan and the number of trees to be removed . Willingness on the part of the property owner to replace trees for those removed was expressed by Mr . Groves . Following discussion, John Weldon moved that the plans be accepted with the exception that an exit from the house on the southeast side be moved in order to save a 24" Oak, and that 12" of replacement hardwood trees be planted with a 2" DBH minimum and 6" maximum for each. Sandra Sheppard se- conded the motion which passed unanimously. The Board recognized Mr . Tom Frohne of 361 Fifth St . Mr. Frohne explained that there was a large Water Oak tree on his lot with limbs extending over his neighbor ' s property. The neighbor wanted to remove the limbs which constitute over half of the canopy of the tree . Mr . Frohne voiced con- cern that the removal of the limbs would endanger the life of the tree . He was in hopes that the Board could give sug- gestions or recommendations for preventative action . After discussing several options , and emphasizing the need for passage of an ammended Tree Ordinance , the Boardreviewed the Ordinance currently in effect . It was the consensus of the Board that Sec . 23 . 25 pertaining to Exceptions might be applicable . Mr . Frohne completed a Tree Removal Application and presented it to the Board for consideration. Jim Pelkey is .to contact Larry Figart of the State Forestry Department requesting that he examine the tree to determine the effect of removal of the limbs . After discussion, Jim Pekley moved that the plans be accepted. John Weldon seconded the motion which was passed unanimously. Mr. Worley stated that no progress has been made on Lot 35, Selva Linkside regarding the replacenent of trees. The Board reviewed the minutes of the last meeting and a motion was made to amend the minutes regarding Lot *35, Selva Linkside, to specify that the Board required an additional tree with 2" DBA. Mr. Pelkey moved that the minutes be approved as revised. Mr. Weldon seconded the motion which was unanimously passed. There being no f rther business the meeting was adjourned.
