Minutes of Meeting of August 5, 1991
The regular meeting of the Board was held on August 5, 1991 in
the City Commission Chambers, City Hall. The following were in
attendance:

The meeting was called to order at 7:30 p. m. by the Chairman.
The first order of business was the Tree Removal Application for
Lot #57, Unit #1, Oceanwalk, a/k/a 2329 Fiddlers Lane filed by
Mac and Suzanne Holley,
Mr. John Rowan, of Barrett and Rowan Contractors, and Mr. and
Mrs. Mac Holley introduced themselves to the Board and answered
questions regarding the preservation of certain trees on the
property as well as the trees required to be removed. It was
established that the finish floor elevation would be 10 feet 5
inches above sea level.
Following discussion, Sandy Sheppard moved that the plans be
accepted. Jim Pelkey seconded the motion which passed
unanimously.
The second order of business was the Tree Removal Application by
the City of Atlantic Beach for Donner Park, (Church Road, 2
blocks west of Mayport Road) .
George Worley and Rose Blanchard explained to the Board the
necessity for the removal of certain trees at Donner Park for
recreational purposes. Mrs. Blanchard stated that one of the
trees was already dead.
The Tree Removal Application was noted by Carolyn Woods that
no action could be taken until after August 15 , 1991 , until
further investigation and determination was made by the Board.
Mr . Sternberg of 1244 Linkside Drive was recognized by the
Board . He explained that he was in attendance , in error , as
it was his intent to attend the City Commission meeting. He
voiced his complaint regarding a drainage problem at his pro-
perty and which he advised he had attempted to get rectified
during the past 2 years by various contacts to Public Works
and to other City personnel . It was explained to Mr . Stern-
berg that the Board had no jurisdiction or authority in cases
of this kind and that Mr . Sternberg should explain his problem
to the City Commission as originally planned.
The replacement tree plan for Lot # 35 , Selva Linkside was re-
viewed and it was agreed that the two trees shown on that plan
with a 1" DBH each were unacceptable and not in compliance
with the requirements previously outlined by the Board . As a
result , Carl was asked to notify the owner, in writing, to
this effect and that another plan must be submitted to the
Board for approval . George was instructed to verify the pre-
sence of the replacement trees prior to the Certificate of Oc-
cupancy being issued for the property.
George advised that he had looked into the issuance of a per-
mit for the Oceanside Court property discussed at the last
meeting and found that the permit had been issued improperly
without a Tree Removal Application being filed or approved.
The Board reviewed the Minutes of the last meeting and a mo-
tion was made by Dezmond Waters that the Minutes be accepted
as written. Sandra Sheppard seconded; the motion unanimously
passed.
With no further business , the meeting was adjourned at 8 : 45 pm
by Carolyn Woods .
