MINUTES
The Tree Conservation Board met at 7:30 P.M. on July 16, 1990
in the City Commission Chambers, City Hall. Board members
present were: Chairman Dezmond Waters, Sandra Sheppard and
Carolyn Woods. Also in attendance were Donald Ford, Board de-
signee, Carl Walker, Administrative Coordinator for the Board
and Mayor William Gulliford.. In addition, there were eight
residents in attendance who expressed an interest in the busi-
ness before the Board.
The meeting was called to order by Chairman Waters who advised
the members present of the resignation of Peggy Cornelius from
the Board. Her letter was read by Chairman Waters to the Board
members who expressed regret over her resignation.
Mr. Donald Ford, Board designee was introduced and reported on
the events which had taken place on the tree removal from the
Shoppes of Northshore construction site. Mr. Ford pointed out
that the City Commission had given approval for the site con-
struction project. He also described the landscaping plan which
includes replacement of twenty-eight trees on the property and
is a part of the building permit.
Mayor Gulliford advised all present that Mr. George Bull, re-
presenting the developers for the property, would be in attend-
ance at the next City Commission meeting on July 23. At that
time, Mr. Bull would present his landscaping plans for the pro-
ject to the Commission. The Mayor also confirmed, in response
to a question, that Mr. Bull was not the owner of the property.
2r. Lyman Fletcher was recognized by the Chair and voiced his
opinion that the date of the issuance of the building permit
would take precedence over the previous Commission approvals
which, for the most part, dealt with the parking variance(s)on
the property site. Mr. Ford confirmed that the building per-
mit did allow for removal of the trees.
Several citizens, at this time, voiced resentment of the dispo-
sition of the trees, stating that they felt the trees could have
been replanted and utilized on other property within the city.
It was also mentioned that due to the extended laspe of time be-
tween the removal of the building structures on the property and

the recent removal of the trees, the assumption had been made
by most that the trees would remain intact on the site.
It was suggested by Lyman Fletcher that the Board consider the
passage of a resolution that would encourage the developers of
the property to landscape the site to the best interest of the
City and its residents. To this suggestion, the Mayor added
that the Board might consider asking Mr. Bull to attend the next
Board meeting to ensure the Board members that the proposed
plans, to include tree replacement would be to the best interest
of the residents.
Mrs. Sheppard made the motion on both recommendations, and after
some discussion on the wording, the motion was seconded by Mrs.
Woods. It was unanimously passed. Chairman Waters asked Carl
Walker to prepare the resolution so that copies could be in-
cluded in the City Commissioners packets for the July 23 meet-
ing.
With no further business, the meeting was adjourned at 9:05 P.M.

Dear Mr. Bull,
The Tree Conservation Board requests that you, as well as
any other parties involved with the development known as
Shoppes of Northshore meet with the Board on Monday, August
20th, at 7:30 P.M. in the City Commission Chambers for the
following purposes:
1. To show and explain your proposed landscape
plans for this project.
2. For the Board to explain to you the community's
inherent interest in this location as a south-
erly entrance to our city.
3. And finally, to express the Board's view that a
minimum of twenty eight trees, preferably a mix
of hardwood and palm trees, be planted as replace-
ments for those removed.
Thank you for your cooperation and compliance with this
request.

RESOLUTION
WHEREAS, there is widespread and grave concern on
the part of the citizens of Atlantic Beach resulting from
the stripping of all trees on the property known as The
Shoppes of Northshore, and
WHEREAS, this concern has been made known, both
vocally and in writing to City officials, both elected and
appointed, and
WHEREAS, the Tree Conservation Board, concurring with
the concern of these citizens and considering the stripping
of these trees to be in violation of the purpose and intent
of the Tree Protection Ordinance, and
WHEREAS, the Tree Conservation Board does not consi-
der the stripping of all trees on this property at the
• southerly entrance of Atlantic Beach to be in the best in-
terest of the City of Atlantic Beach or its citizens,
NOW, THEREFORE, BE IT RESOLVED that the Tree Conser-
vation Board do all within its power to encourage the de-
velopers of this location to landscape the property in the
best interest of the City and its residents.
This resolution shall take effect immediately upon
its final passage and adoption.
