Meeting of December 17 , 1990
Chairman Dezmond Waters called the meeting to order at
7 : 30 pm in the City Commission Chambers , City Hall .
Present were :

The minutes of the last meeting of November 19 were re-
viewed. Carolyn Woods moved that the minutes be accepted,
as written. John Weldon seconded the motion which car-
ried unanimously.
Dezmond Waters reported that he had not yet received a
response from the City Manager on the issues of the ap-
pointment of a designee or on the Tree Removal Applicat-
ion Form . Dezmond will attempt to contact the City Man-
ager so that a meeting could be held to address these
issues .
The Tree Removal Application for Lot #15 , Block #11 , on
Ninth Street was reviewed . Jim Pelkey had checked the
site location and confirmed that the existing trees , all
palms , to be removed , were correctly shown on the site
survey. John Weldon moved that the application be ap-
proved as specified on the survey. The motion was sec-
onded by Sandra Sheppard and passed unanimously.
The second application for Board consideration, Lot #23 ,
Section #2 , Oceanwalk was reviewed and it was pointed
out that clearance of the property, including removal of
trees , had already taken place . Following discussion, a
motion was made by Carolyn Woods that a letter be sent
to the property owner that the Board finds them in vio-
lation of the Tree Conservation Ordinance and that they
be required to appear before the Board at the next Board
meeting of January 7 , 1991 . Sandra Sheppard seconded the
motion which passed unanimously. Since the contractor
had advised that William Ebert , President of the Ocean-
walk Associated, had informed him that no further require-
ment existed other than the Homeowner ' s Association,
Dezmond Waters said he would contact Mr . Ebert to explain
the need for Tree Board review and approval in addition
to that of the Homeonwer ' s Association.
A letter was composed by the Board to Mr . Prentice Taylor,
owner of the property involved, advising of the violation
and with the request that he appear before the Board at
the next regular meeting. It was agreed that copies of
the letter be sent to Willis Contractors , the builder,
and to the Mayor and City Manager. Carl Walker will
handle preparation of the letter, to be signed by Dezmond
Waters .
It was brought up that , to date , barricades had not been
placed around the trees to be saved at the Community
Presbyterian Church. Following discussion, it was agreed
that the contractor be contacted -regarding this failure .
With no further business , Dezmond Waters reminded the
Board of its next meeting of January 7 , 1991 , and ad-
journed the meeting at 9 : 10 pm.
