MINUTES OF SPECIAL CALLED MEETING OF TREE CONSERVATION BOARD Apri125, 2003 A special called meeting of the Tree Conservation Board was held Friday, April 2~, 2003, at Adele Grage Community Center. Present were Chair Barbara Mears, David Owens, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. ]. Call to Order The meeting was called to order at 9:0~ a.m. 2. Recognition of Visitors None. 3._Approval of Minutes of Meeting of'Apri19, 2003 A motion was made by Board Member Owens, seconded by Board Member Shaughnessy, and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of April 9, 2003. 4. Old Business A. Tree Removal Applications: 1. 1486 Begonia Street: Ms. Karen Beck of Bestcon, Inc., introduced herself and advised that the house had to be moved forward a few feet to meet the setback requirements of the Ciry Ordinance. She further advised that they would like to move .the 18" palm to another location on site and would like to mitigate the removal of oaks with two 9" oaks on site. A motion was made by Board Member Owens, seconded by Board Member Shaughnessy, and unanimously carried to direct the Building OfScial to issue a permit for the .removal of 36" of oak to be mitigated with 18" of oak on site. 5. New Business: A. Tree Removal Applications: 1. 631 Beach Avenue: This Agenda item was moved to the erid of New Business. 2. 223 Ocean Boulevard: Mr. Peyman Ata-Abadi of Cronk Duch Miller introduced himself. He stated advised that the original plans had been altered to indicate that seven palms in the interior of the lot would be relocated to the right-of--way on Ocean Boulevard. Building Official Ford advised that the palms being relocated were the same age and type of palms that were currently located in the colonnade. Mr. Jay Devine, Landscape Architect, expressed concern with regard to relocation due to height. The Board changed the landscape plans to indicate that the new oaks to be planted on site were to be a minimum of 3" in diameter. A motion was made by Board Member Owens, seconded by Board Member Shaughnessy, and unanimously carried to direct the Building Official Ford to issue a permit for the removal of 18" of palm, 8" of cherry laurel and 15" of Iigustrum, to be mitigated with 12" of oak, 10" of Japanese Plum, 6" of Majestic Beauty and 80" of palm to be planted on site. ~Lfinutes of Tree Consen~ation Board April 25, 2003 Page 2 1. 631 Beach Avenue: Building Official Ford advised that the applicant, Tom Goelz, was not able to attend the meeting but requested that the Board review his application. A motion was made by Board Member Owens, seconded by Board Member Shaughnessy, and unanimously carried to direct the Building Official to issue a permit for the removal of 16" of cabbage palm to be mitigated with 8" of palm to be planted on site. 6. Reports and Announcements A. Schedule Special Called Meeting re Paradise Preserve: Ms. Karen Beck of Bestcon, Inc., introduced herself and stated that the purpose of the special called meeting would be to determine the mitigation requirements for the rights-of--way for Paradise Preserve. The Board scheduled the meeting for Saturday, May 3, at 8:30 a.m. at Paradise Preserve, with an alternate rain date of Saturday, May 10. Chair Mears etpressed concern with regard to a tree tagged for removal on the City right-of-~vay on Coquina. Building Official Ford suggested that the Board prepare a letter to Public Works describing the tree and location, the Board's concerns, and a request to save the tree. Building Official Ford updated the Board on the following: 1. The annual reception for the Boards and Committees was scheduled for August 21. 2. The new Tree Removal Application would go into effect the first-week of May. 3. The Mayor and Commissioners proposed a change in term limits and this issue would be addressed at the April 27 Commission meeting. ,.. 7.
