The Board advised Mr. Seeley that his application was not on the Agenda. After discussion with Building Official Ford, the Board determined that they would address this application. Mr. Seeley advised the Board that he would like to remove a 15.5" sabal palm. He stated that he would plant four 15-foot sabal palms in the front of the lot. A motion was made by Board Member Mears, seconded by Board Member Bell and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 15.5" of palm to be mitigated with 8" of palm on site. 2. 2210 Oceanwalk Drive West: Building Official Ford advised that Mr. Beckenbach advised that he could not make the meeting and requested that the board address his application. The Board determined that the applicant was requesting removal of 22" of oak. A motion was made by Board Member Shaughnessy, seconded by Board Member Bell and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 22" oak to be mitigated on site with an existing 12" oak. 3. 341 6`j' Street: Building Official Ford advised that Mr. Hammill called from out of town yesterday to request that the Board review his application. A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 24" of palm to be mitigated on site with the two existing palm trees behind the twenty-foot setback at the front of the property. 6. Reports and Announcements Board Member Mears stated that the City has done a nice job in cleaning up the "Marvin's Gardens" area. She requested that someone take a look at the condition of the Magnolia tree with the two jagged branches. Building Official Ford stated that he would have an arborist look at the tree. Board Member Bell addressed the property located at 715 Seminole Road. He reminded the Board that the applicant had assured the Board that he would not plant the oak trees under the power lines but that the trees were in fact planted directly under the power lines. Building Official Ford advised that a Certificate of Occupancy has not been issued at this point in time so he would review this issue. Building Official Ford advised Board Members Bell and Jacobson that it had been a pleasure serving with them on the Board. He further stated that he hoped that they would consider serving on the Board in the future. Board Member Jacobson stated that she had learned a great deal from Building Official Ford and that he is the "ideal" City staff person. Board Member Bell stated that it had been a pleasure working with the Tree Conservation Board and Building Official Ford. Discussion was held with regard to the rights of property owners.. A suggestion was made to amend the Ordinance to charge individuals for any trees being removed whether they are going to build or not. Minutes of Tree Conservation Board January 23, 2002 Page 3 7. Adiournment There being no other business or discussion, the meeting was adjourned at 8:15 p.m. /!/~~t-'~ Lam. ~ ~ /--b Barbara Mears, Secretary `"~'"' MINUTES OF TREE CONSERVATION BOARD January 23, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, January 23, 2002, in the City Hall Conference Room. Present were Richard Bell, Judith Jacobson, Barbara Mears, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 7:10 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meetine of January 9, 2002: A motion was made by Board Member Mears, seconded by Board Member Rockwood and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of January 9, 2002. 4. Old Business 1. 347 Third Street (East 45' of Lot 16 and the west'/Z of Lot 14): The applicant, Mr. George Bull, Jr., withdrew this item from the agenda. 2. 347 Third Street (Lot 18 and the west 5' of Lot 16): The applicant, Mr. George Bull, Jr., withdrew this item from the agenda. 3. 328 Second Street (Lot 7, Block 3, Plat No. 1, Subdivision "A"): Mr. George Bull, Jr., presented a letter of authorization from the owner of the property located at 328 Second Street. Mr. Bull advised that the house and pool would be removed. Mrs. Jacobson confirmed that 77" of palm tree were to be removed. A motion was made by Board Member Mears, seconded by Board Member Rockwood and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 77" of palm to be mitigated on site with 39" of palm. Mr. Bull stated that if he decided to install any other type of tree other than that of a palm tree, that he would bring his proposal to Building Official Ford for approval. 4. 328 Second Street (Lot 9, Block 3, Plat No. 1, Subdivision "A"): Mr. Bell advised that there was only one tree on the lot and it was not protected. The Board approved the application. S.A. New Business/Tree Removal Applications: 1. 1580 Beach Avenue: The applicant was not present to address the application. Mr. Bell stated that he spoke with the applicant who advised him that they would like to attempt to relocate the four cabbage palms on the property. A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and unanimously carried to approve the application and to direct the Building Official to issue a permit for 1580 Beach Avenue to move the four existing protected cabbage palms totaling 44" to another area on the same property.
