MINUTES OF .~°^~, TREE CONSERVATION BOARD 3uly 10, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, July 10, 2002, in the City Hall Conference Room. Present were Joan McCloud, Barbara Mears, William Permenter, Maureen Shaughnessy, Building Official Don Ford and Recording Secretary Susan Dunham. 1. Call to Order The meeting was called to order at 7:10 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of June 12, 2002 A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of June 12, 2002. 4. Old Business 1) 2375 Seminole Road: Chair Mears advised that the applicant did not follow the instructions on the application form and he left out trees on the survey. However, she stated that the applicant did an excellent job of using the lot. Building .Official Ford advised that the applicant is shifting the footprint of the. house 2.5 feet to the south to save the b.5" live oak to the north of the property. A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of non-protected trees requiring no mitigation. 5. New Business 1) 1611 Ocean Boulevard: Building Official Ford advised that Early Piety, a Certified Arborist, examined a 14-inch palm tree at this location and determined that it should be removed for safety and security reasons. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried that the Building Official'issue a permit for the removal of a 14" palm tree in the rear of 1611 Ocean Boulevard based on the recommendation of Early Piety, Certified Arborist. 6, Reports and Announcements A. Update from Historical Tree Ordinance Sub-Committee: Chair Mears advised that the Sub-Committee prepared a presentation board and handouts for the Commissioners of the palm tree colonnades that are proposed for protection in the City rights-of--way on Ocean Boulevard and East Coast Drive. She also advised that the Ordinance was edited to delete the reference to cross streets and instead focused on East Coast Drive and Ocean Boulevard between Atlantic Boulevard and Tenth Street. Chair Mears stated that they would like to present the Ordinance to the City Commission on August 12. B. Tree Removal Application Form: Chair Mears stated that the Tree Removal Application form needed to be simplified--too many people are not able to follow the instructions. Building Official Ford suggested that two applications forms be prepared, one for commercial and one for. residential. After discussion, the- Board determined to continue working on updating the application form.. Minutes of Tree Conservation Board July 10, 2002 Page 2 ~""` Discussion was held with regard to who should follow-up on the approved Tree Board applications. No action was taken. Building Official Ford advised that if a property changes ownership, the new owner is not bound by the one-year limitation. Building Official Ford requested that Board members focus on locating and designating specimen trees. . 7. Adiournment There being no other business or discussion, the meeting was adjourned at 8:00 p.m. Barbara Mears, Chair DRAFT '""`'~` MINUTES OF TREE CONSERVATION BOARD HISTORICAL TREE ORDINANCE SUB-COMMITTEE July 10, 2002 A regular meeting of the Tree Conservation Board Historical Tree Ordinance Sub-Committee was held Wednesday, July 10, 2002, in the City Hall Conference Room. Present were Mae Jones, Barbara Mears, Maureen Shaughnessy and Susan Dunham. 1. Call to Order The meeting was called to order at 6:40 p.m. 2. Approval of Minutes of Meeting of Mav 28, 2002 A motion was made by Mae Jones, seconded by Maureen Shaughnessy and unanimously carried to approve the Minutes of the Historical Tree Ordinance Sub-Committee meeting of May Z8, 2002. 3. Historical Tree Ordinance Chair Mears advised that the Sub-Committee prepared presentations handouts for the Commissioners and a public display board to present at the Commission meeting. The Sub-Committee made the following change to the Ordinance: Section 4: delete A-F and add: The public colonnade of palms in the rights-of--way on the east and west sides of Ocean Boulevard and East Coast Drive from Atlantic Boulevard to Tenth Street as "~ indicated on the survey prepared by Donn W. Boatwright dated December 27, 2000, File No. 2001- 144. Chair Mears advised that the Sub-Committee would like to present the Ordinance to the City Commission at the August 12, 2002, meeting. 4.
