12-13-02 vMINUTES OF TREE CONSERVATI®N BfIARD December 13, 2002 A special called meeting of the Tree Conservation Board was held Friday, December 13, 2042, in me City Hall Commission Chambers. Present were Barbara Mears, Bill Permenter, Carol Rockwood, Maureen Shaughnessy, and Susan Dunham. 1. Ca$ tv Order The meeting was called to order at 5:15 p.m. 2. Recognition of Visitors Mr. David Owens 3. 435 Atlantic Boulevard: Mr. Wade Olszewski of CPH Engineering introduced himself. Board Member Permenter updated Chair Mears with regard to the Tree Conservation Board meeting of December 11, 2002. Mr. Olszewski advised that it was a misunderstanding on their part in that trees were removed without a permit. He stated that they thought that all permits were issued through the Building Department. He further stated that they submitted a full set of plans which included a tree survey and landscape plans Mr. Olszewski advised that during pre-project meetings, they informed the Buulding Official and the Planning and Zoning Official that that they were not going to remove any trees. However, Mr. Olszewski stated, that once the design process began, the PlayIand was to be located under trees, which they did not want. .Board- Member Shaughnessy advised that three remaining trees on the lot were compromised by an 8" to 13" deep trench dug out near the trunks. She stated that the roots were disturbed and that a protective fence should be placed around the drip line of the tree, not around the tnmk. Mr. Olszewski advised that he would have the fence moved Monday morning. A motion was made by Board Member Rockwood and seconded by Board Member Permenter to direct the Building Official to give McDonaId's the go-ahead with construction with the promise that the CPH representative will move the barrier around the existing trees on site for protection and to come before the Tree Conservation Board on January S, 2003. The vote was Balled and the motion passed with Board Members Permenter, Rockwood and Shaughnessy voting in favor of the motion, Chair Mears voting against the motion. 7.
