Adjournment • If any person decides to appeal any decision made by the Tree Conservation Board at the above meeting, he will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record shall include the testimony of evidence upon which appeal is to be based. . r • MINUTES OF • TREE CONSERVATION BOARD April 2, 2001 A regular meeting of the Tree Conservation Board was held Monday,April 2,2001, in the City Hall Commission Chambers. Present were Chairperson Mae Jones, Richard Bell, Camille Hunter,Judith Jacobson, Barbara Mears, Building Official Don Ford and Susan Dunham. 1. Call to Order Chairperson Jones called the meeting to order at 7:35 p.m. 5. New Business B. Jacksonville Electric Authority to Discuss Tree Trimming: This item was moved to the beginning of the Agenda at the request of the Chairperson. Mr. Mike Robinson introduced himself as a Forester for Jacksonville Electric Authority(JEA)whose territory includes the beaches. He said that he is in charge of the line clearing and the tree trimming crews. Mr. Robinson also advised that foresters have been on staff with JEA for 22 years. Mr. Robinson stated that JEA is going to begin tree maintenance trimming at the beaches. He advised that most of the work to be performed at the beaches would be accomplished by Trees, Inc.,who is their major contractor. He stated that Trees, Inc., is based out of Houston,Texas,but they use all local labor. Mr. Robinson further stated that all crew members are trained quarterly(16 hours/year)on proper pruning, safety, insect disease, diagnosis and general education. He also stated that they have one International Society of • Arboriculture certified arborist who is works with the crews. Mr. Robinson advised that they would begin trimming in mid-June. He further advised that JEA operates on a three-year trim cycle to trim around all overhead lines. Mr. Robinson stated that they began trimming three years ago but due to rebuilding the water/sewer infrastructure and converting to underground electric,JEA stopped the trimming. This means that a major portion of Atlantic Beach has not been trimmed in approximately six years. Mr. Robinson stated that JEA leaves door hangers at every house where they will be trimming. This door hanger includes a phone number for the homeowners to call if they have any questions or concerns. Mr. Robinson stated that JEA meets with the homeowners to try to resolve any issues before they begin trimming,whether the tree to be trimmed is located on public or private property. He also stated that prior to any trees being removed, JEA obtains signatures authorizing removal. Mr. Robinson said that prior to removing trees on public property,they would provide Mr. Ford with a list of any trees that need to removed. In addition,he said that in the meeting with Messrs. Hanson and Ford,they discussed possible line relocations or engineering changes to save trees or minimize trimming. Mr. Robinson advised that other ways JEA assists the City are: (1)During Greenscape's tree sale, JEA distributed tree growing guides which indicate where to plant trees,when to plant trees, care, etc. (2)JEA offers the Communi-Tree Grant which grants up to 25 trees for a neighborhood association or public project. These trees offered are 30-gallon trees with a 2-inch caliper and eight to ten feet tall. The grant is limited to 75 trees for any one planning district, 25 trees per any single project, and the grant is offered two times a year. Mr. Robinson said that when they trim,they cut a 10-foot clearance from the voltage line. He stated that • most of the wires are bare wires and when something comes in contact with the line, either fuses blow and lights go out or it can create fire and the tree will conduct the fire—then it becomes a safety concern. • •Minutes of Tree Conservation Board ' April'2, 2001 Page 2 • Discussion was held with regard to proper pruning techniques. Discussion was also held with regard to underground utilities. Chairperson Jones thanked Mr. Robinson for coming to the meeting and providing information. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of March 19, 2001 A motion was made by Board Member Hunter, seconded by Board Member Mears and unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of March 19, 2001. 4. Old Business A. Review Tree Survey for Historical Palms on East Coast Drive and Ocean Boulevard. Building Official Ford displayed the new tree survey for the Board members to review. Discussion was held with regard to the possibility of inviting homeowners who have palm trees on their property to participate in the historical tree survey. Board Member Hunter stated that not all homeowners would want their trees designated historical. Discussion was also held with regard to questionable property lines on Ocean Boulevard between Plaza and Tenth Street. A motion was made by Board Member Hunter, seconded by Board Member Bell and unanimously carried to approve the survey. • The Board discussed whether to add the palm trees located on Sixth Street, Seventh Street and Eighth Street. Discussion was also held with regard to moving some of the trees to restore the original colonnade. Chairperson Jones suggested that the Board approach the Commission about the public trees now and address the private trees at later date. Board Member Hunter advised that an investigator contacted her with regard to a complaint being filed against her because she did not provide full disclosure. Building Official Ford suggested that Board Member Hunter contact the city attorney, Alan Jensen, for assistance. Building Official Ford stated that he would amend the draft ordinance and bring it to the next meeting. Chairperson Jones stated that she would speak with Mayor Meserve and Commissioner Beaver to solicit their support. A motion was made by Board Member Jacobson, seconded by Board Member Hunter and unanimously approved to amend the draft Historical Tree Preservation Ordinance to comply with the tree survey approved at this meting. III "Minutes of Tree Conservation Board "April 2, 2001 Page 3 • B. Tree Identification Book: Discussion was held with regard to the"Recommended Tree List"and"Not Recommended for Mitigation" list. Board Member Hunter stated that the Golden-Rain Tree and the Wax Myrtle would soon be added to the State's list of trees that are not allowed to be propagated and sold commercially in Florida. Board Member Hunter also stated that the trees with the double asterisk listed under the"Not Recommended for Mitigation"list are trees that she expects will soon be added to the list of the trees that are illegal to propagate and sell in Florida. She also stated that the Bureau of Invasive Plant Management adds a tree to this list when the tree is displacing native flora and fauna in pristine areas. In addition, Board Member Hunter said trees are on the "Not Recommended List"because it is either invasive or it does not normally reach tree size. Discussion was held with regard to how the "Not Recommended List"might possibly affect the Tree Ordinance. Chairperson Jones suggested that the Board think about this issue and requested that it be placed on the Agenda of the next Tree Conservation Board meeting. Board Member Hunter stated that with regard to a tree identification book, she uses the following three books: Guide to Southern Trees, Trees of Northern Florida and Trees of Florida. She said that she uses all three books because no one book will have every tree in it. However, Board Member Hunter recommends that the Board members use Trees, Dorling Kindersley Handbooks by Elen J. Coombes. 5. New Business A. Approve Payment of Additional $467.50 to Boatwright Land Surveyors, Inc., for Tree Survey on East Coast Drive and Ocean Boulevard: A motion was made by Board Member Hunter, seconded by Board Member Bell and unanimously carried to approve payment of $467.50 to Boatwright Land Surveyors, Inc., as per Invoice No. 2001144. SB. Jacksonville Electric Authority to Discuss Tree Trimming: This item was moved to the beginning of the Agenda at the request of the Chairperson. 6. Reports and Announcements Building Official Ford advised that that the homeowner at 1901 Hickory Lane paid the fine for removing a tree in the right-of-way. 7.
