available for review at the City of Atlantic Beach Building Department located at 800 Seminole Road,
Atlantic Beach, Florida.
If any person decides to appeal any decision made by the Tree Conservation Board with respect to any
matter considered at the above meeting,he or she will need a record of the proceedings,and for such
purpose,may need to ensure that a verbatim record of the proceedings is made,which record includes the
testimony and evidence upon which the appeal is based.

MINUTES OF
TREE CONSERVATION BOARD
• November 19, 2001
A regular meeting of the Tree Conservation Board was held Monday,November 19, 2001, in the City
Hall Conference Room. Present were Richard Bell, Barbara Mears, Carol Rockwood, Maureen
Shaughnessy, Building Official Don Ford and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:30 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of Meeting of November 5, 2001
A motion was made by Board Member Mears, seconded by Board Member Rockwood and
unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of
November 5, 2001.
4.A. Old Business/Tree Removal Applications
1. Lot 2, Block 227, Section H: Mr. Paul Nichols introduced himself and stated that he went to both lots
to verify the surveys and found that the surveyors did not include the pine trees on the survey.
Mr. Nichols distributed a new survey indicating the size and location of the pine trees. Mr.Nichols
advised the Board that he would like to mitigate on site with the three 5"magnolias,the 3"oak and the 5"
oak in the front right corner of the lot and the 3"oak in the front left corner of the lot. He further stated
• that he was short 4"of oak and that he would plant this on site.
A motion was made by Board Member Bell, seconded by Board Member Mears and unanimously
carried to approve the application and direct Building Official Ford to issue a permit for the
removal of 28.5" of oak and 22" of pine to be mitigated with 11" of oak to be preserved on site, one
4" oak to be planted on site and three 5" magnolias to be preserved on site.
2. Lot 4, Block 227, Section H: Mr. Nichols distributed a new survey to the Board indicating trees that
were not included in the original survey. He indicated that he was going to protect the 8"oak tree by the
patio. Mr.Nichols stated that the only protected trees that he is removing are the 24"triple oak and the
12"oak in the driveway. He stated that he would like to protect a 5"oak in the rear of the lot, a 4"oak
and 3"oak in the front of the lot next to the driveway. Board Member Bell advised Mr. Nichols that he
would have to plant two 4"oaks on site. Discussion was held and Mr. Nichols stated that he would prefer
to pay two inches into the Tree Fund versus to plant a second 4"tree.
A motion was made by Board Member Mears, seconded by Board Member Rockwood and
unanimously carried to approve the application and direct Building Official Ford to issue a permit
for the removal of 36" of oak to be mitigated with a 5" oak, a 4" oak and a 3" oak on site, a 4" oak
to be planted on site plus $234 to be paid into the tree mitigation fund in lieu of two inches of oak
mitigation.

• 3. Lot 7, Block 1, Ocean Grove, Unit#1: Mr. Michael Adams introduced himself to the Board. Board
Member Mears acknowledged that the 12"oak was dead. Mr. Adams stated that he would have to trim
one branch of the 19"oak. He also stated that the owner would like to save three or five of the palm trees
and move them to the back of the lot.
A motion was made by Board Member Mears, seconded by Board Member Rockwood and
unanimously carried to approve the application and direct Building Official Ford to issue a permit
for the removal of 19" of palm to be mitigated with 9.5" of palm to be planted on site.
5.A. New Business/Tree Removal Applications
1. Northeast Corner of Jackson Road and Mayport Road: Mr. Bill Henry and Ms. Rebecca Henry
introduced themselves. Mr. Henry indicated that the landscape proposal presented to the Board was not
correct. Board Member Bell stated that he located trees at the site that were not indicated on the survey.
Building Official Ford advised the Board that Boatwright Surveyors was supposed to deliver a new set of
plans today but did not. Discussion was held with regard to holding a special called meeting to review
the site.
A motion was made by Board Member Bell, seconded by Board Member Rockwood and
unanimously carried to defer this application until the applicant provides an accurate survey and a
special called meeting can be scheduled.
6. Reports and Announcements:
A. Update on Lot 40& East 1/2 of Lot 2, Block 10, Subdivision "A": Building Official Ford reminded
• the Board that there was a question about the sizes of the live oak trees located in the southwest corner of
this property. He indicated that the sizes of the oak trees were 12", 14"and 12"and the owner plans to
keep these trees. Building Official Ford also advised that there was another 14"oak about five feet from
the south property line and about six feet from the east property line that was not indicated on the survey.
B. Changing Meeting Dates: Building Official Ford brought up the possibility of changing the Tree
Conservation Board meeting dates to better coordinate the monthly scheduled meetings that Staff are
required to attend.
A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and
unanimously approved that the Building Official look at the schedule of City meetings and come
back to the next meeting with suggestions for a new schedule of Tree Conservation Board meetings.
7. Adjournment:
There being no other business or discussion, the meeting was adjourned at 8:40 p.m.
