MINUTES OF • TREE CONSERVATION BOARD December 3, 2001 A regular meeting of the Tree Conservation Board was held Monday, December 3, 2001, in the City Hall Conference Room. Present were Richard Bell, Judith Jacobson, Barbara Mears, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 7:36 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of November 19, 2001 A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of November 19, 2001. 4.A. Old Business/Tree Removal Applications None. 5. New Business A. 715 Seminole Road: Mr. Chris Lambertson introduced himself to the Board and stated that he would • like permission to plant a few trees required for mitigation in the City right-of-way in front of this house. He stated that the land available for planting is very limited and he would not be able to plant trees ten feet apart. Building Official Ford advised that he spoke with the Public Works Director who has no issues with planting trees in the City right-of-way. However, the Public Works Director would like to see a landscaping plan prior to planting. Mr. Lambertson advised that he would like to plant oak and pear trees and would need to plant approximately 18"in the City right-of-way. . A motion was made by Board Member Jacobson, seconded by Board Member Mears and unanimously carried to approve the request as submitted. B. Tree Removal Applications 1) 331 7th Street: The applicant was not present to address this application. The Board determined that the trees numbered 5 and 21 are actually one double trunk China Berry tree and tree number 13 is an 18" palm. It was determined that the applicant needs to mitigate for 28"of palm, 22.8"of Chinaberry and 16.56"of magnolia. A motion was made by Board Member Rockwood, seconded by Board Member Mears and unanimously carried to approve the application and direct Building Official Ford to issue a permit for the removal of 28" of palm and 39" of hardwood to be mitigated on site with 14" of palm and 19.5" of hardwood. Staff is to research China Berry trees and if they are considered nuisance trees, then the hardwood mitigation requirement is to be reduced by 11". 6. Reports and Announcements: A. Update on 371 8th Street: Building Official Ford advised that upon receipt of the letter from Early Piety dated October 31, 2001, he advised the applicant that the 24"maple tree could be removed. Board Member Mears requested that an expedition in the woods be organized to assist the Board members in identifying different species of trees. Minutes of Tree Conservation Board December 3, 2001 Page 2 • Northeast Corner of Jackson Road and Mayport Road: The Board determined that they would hold a special called meeting at 10:00 a.m. Saturday, December 15 to address the property located at the northeast corner of Jackson Road and Mayport Road. The Board also determined that this meeting would take the place of the regularly scheduled meeting of December 17. Building Official Ford suggested changing the Tree Conservation Board meetings to 7:00 p.m. the second and fourth Wednesdays of each month. A motion was made by Board Member Shaughnessy, seconded by Board Member Mears and unanimously carried to change the regularly scheduled meetings of the Tree Conservation Board to the second and fourth Wednesdays of the month beginning January 2002. 7.
