S' MINUTES OF TREE CONSERVATION BOARD • January 18,2000 A regular meeting of the Tree Conservation Board was held Tuesday,January 18, 2000,in the City Hall Conference Room. Present were Mae Jones, Chairperson,Richard Bell,Judith Jacobson,Eloise Koerber and Staff Member Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:35 p.m. 3.A. Old Business/Tree Removal Applications None. 4.A.New Business/Tree Removal Applications 1. A portion of Government Lot 7, Section 8,Township 2 South, Range 29 East,Duval County: Scott Meadows introduced himself as the landscape architect for the property. The Board informed Mr. Meadows that trees were missing from the survey, sizes of trees on the survey were incorrect and trees on the lot were marked incorrectly. Judith Jacobson moved that this application be deferred until an accurate tree survey has been prepared and the site has been properly marked. Eloise Koerber seconded the motion,which passed unanimously. 2. Francis Avenue,Parcel 2: No representative from Beaches Habitat was present to address this application. The Board determined that the site plan did not include the measurements or species of the three trees at the west side of the lot as follows: a 12"sycamore,a 17"maple and a 9"sycamore. Richard Bell moved that we accept the application of the removal of the shrub and the 10"dead hardwood that requires no mitigation with the modification that there are three dots that should have 4111 been surveyed trees that are a 12"sycamore,a 17"maple and a 9"sycamore that are going to remain and should be barricaded. Judith Jacobson seconded the motion,which passed unanimously. 3. Francis Avenue, Parcel 4: No representative from Beaches Habitat was present to address this application. The Board stated that the 11"tree indicated on the site plan is actually a 14"tree. Richard Bell moved that the application be accepted as there are no protected trees on the site. Eloise Koerber seconded the motion,which passed unanimously. 4. Francis Avenue, Parcel 5: No representative from Beaches Habitat was present to address this application. After discussion,Richard Bell moved to accept the application for the removal of the sycamore which is actually a 16"sycamore that requires 8"of hardwood mitigation. In addition,the cedar,which is actually a 36"cedar,needs to be barricaded. Eloise Koerber seconded the motion, which passed unanimously. The Board held a discussion regarding the inaccurate surveys included in Beaches Habitat Tree Removal Applications and the Board's concerns regarding possible errors in future Tree Removal Applications. To that effect,Richard Bell moved that Beaches Habitat be asked to make accurate surveys. The last surveys the Board received were grossly inaccurate but the applications were approved because they were rather simple. If the lots indicated on the plat map that was included in the agenda packet are going to come up in the future,we are going to require that those surveys be accurately done or we are not going to approve the applications. These lots are exquisitely wooded and are a jewel in that neighborhood. Judith Jacobson seconded the motion,which passed unanimously. The Board determined that this information would be forwarded to Beaches Habitat in a memo format. 5. Reports and Announcements 1. Judith Jacobson updated the Board on the Code Enforcement meeting of January 11,2000,with regard to Merve Russell. Mr. Russell attended the Code Enforcement meeting with his attorney. • Mr. Russell was charged with two counts: 1)he violated the ordinance, and 2)he failed to pay mitigation. The Code Enforcement Board gave Mr. Russell 45 days to pay the mitigation. Minutes of Tree Conservation Board January 18, 2000 Page 2 • 2. Mae Jones discussed with the Board Robert's Rules of Order in reference to the Board's question of taking New Business before Old Business. After discussion the Board determined that Old Business would continue to be addressed prior to New Business. However, if it is desired to transact business out of its order, a Board member may make a motion to change the order of business, which can be accomplished with a two-thirds vote. 6. Approval of Minutes of Meeting of December 20, 1999 Eloise Koerber moved to approve the Minutes of the Tree Conservation Board meeting of December 20, 1999; Richard Bell seconded and the motion carried. 7.
