MINUTES OF III TREE CONSERVATION BOARD April 3,2000 A regular meeting of the Tree Conservation Board was held Monday,April 3, 2000, in the City Hall Commission Chambers. Present were Mae Jones, Chairperson, Camille Hunter,Judith Jacobson, Eloise Koerber and Staff Members Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order by Chairperson Mae Jones at 7:35 p.m. 2. Recognition of Visitors 3. Approval of Minutes of Meeting of March 20, 2000 Camille Hunter moved to approve the Minutes of the Tree Conservation Board meeting of February 22, 2000;Eloise Koerber seconded and the motion carried. 4.A. Old Business/Tree Removal Applications 1. None. S.A.New Business/Tree Removal Applications 1. Lots 4 and 5, Mayport Industrial Park: Brian Kientz of Connelly&Wicker introduced himself as the engineer and Derek Nichols as the developer on the project. Mr. Kientz informed the Board that they desire to build an office and storage containment area. Discussion ensued regarding the number and • inches of trees to be removed. Judith Jacobson moved that the application be accepted to stipulate that the following inches of protected trees are being removed: 630"pine, 104"oak, 70"palm, 10" sweet gum. This will require mitigation of 320"hardwood, 52"oak and 35"palm. The projected mitigation will be using on-site trees,with the applicant submitting a revised plan to Don Ford for his approval and submission to the Board. Camille Hunter seconded the motion,which passed unanimously. 6. Election of Officials Mae Jones brought to the attention of the Board that it had been quite some time since the Board had elected officials. The Board discussed the positions available. Camille Hunter moved that Mae Jones fill the position as Chairperson. Eloise Koerber seconded the motion,which passed unanimously. Camille Hunter moved that Richard Bell fill the position of Secretary. Eloise Koerber seconded the motion,which passed unanimously. Further discussion was held in regard to setting a date to hold elections each year. Judith Jacobson moved that we adopt the policy to elect officials for the City of Atlantic Beach Tree Board at the first meeting in February of each year. Camille Hunter seconded the motion,which passed unanimously. 7. Reports and Announcements Don Ford informed the Board that Jim Milligan,who owns the property located at Levy and Main Street, delivered an amended survey. This survey indicates an additional four trees totaling 14"to be saved on the property,thereby meeting the requirements set by the Tree Conservation Board. Don Ford advised the Board that a tree had been removed without a permit on city right-of-way at the corner of 19th Street and Hickory Lane. Mr. Ford went to the property to inspect the tree and the trunk was 22"in diameter. The person responsible for cutting down the tree would like to come before the Tree 0 Board at the first meeting in May to mitigate for this tree. Minutes of Tree Conservation Board April 3, 2000 Page 2 • The Board discussed possible ways to inform citizens about the tree ordinance. Camille Hunter will draft a document for the Board's review to be placed in the next issue of Tide Views. Don Ford advised that the Tree Conservation Board has no authority with regard to disputes between property owners. Eloise Koerber tendered her resignation from the Tree Conservation Board but has agreed to continue serving as a Board member until a replacement is found. 8.
