AGENDA ITEM: ORDINANCE 20 -11 -109: AN ORDINANCE
AMENDING THE OPERATING BUDGET FOR THE
CITY OF ATLANTIC BEACH, FLORIDA FOR
FISCAL YEAR BEGINNING OCTOBER 1, 2010 AND
ENDING SEPTEMBER 30, 2011.

BACKGROUND: This ordinance transfers funds from the Public Safety Department to the
City Manager's budget for the continued funding of the Mayport Road
Redevelopment Coordinator position. This transfer should be sufficient to
cover the expenses from April 1 to September 30 of this year. The
availability of grant funds for this position for next year has not been
determined at this time. Funding is currently available in the Patrol
Division of the General Fund due to numerous unfilled positions and the
long time it takes to fill them.
Also included in this ordinance is an adjustment to the Public Safety
Building budget. Based on direction from the March 15, 2011 Workshop
discussing the new building, the following funding needs to be allocated in
the existing budget to address the following items:
1. Design of the Geothermal HVAC System $6,000
2. Design of the Geothermal Hot Water System 2,000
3. Storm Water On -site Retention 3,610
4. Covered Walkway — Design 16,800
5. Covered Bridge — Design 19,600
6. Parking Lot Lighting — Design 4,500
7. Miscellaneous other 3.490
Total 56 000
Based on the possibility of additional expenses arising during the design
phase of this project, staff recommends that additional funding be
allocated to cover additional costs that may arise. Staff recommends a
total allocation of $56,000 for the police building project. Any
expenditure of these funds will be reported to the City Commission.
BUDGET: The impact to the total budget as a result this ordinance is $56,000.

ORDINANCE NO. 20-11-109
AN ORDINANCE AMENDING THE OPERATING BUDGET
FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR
FISCAL YEAR BEGINNING OCTOBER 1, 2010 AND
ENDING SEPTEMBER 30, 2011.
WHEREAS, the City Charter of the City of Atlantic Beach requires that the City
Commission approve all budgetary increases and transfers at the fund level, and
WHEREAS, the nature of budgetary systems and those day -to -day decisions affecting such
budgetary systems require adjustments from time -to -time, and
WHEREAS, in February, City of Atlantic Beach Ordinance 20 -11 -108 was approved to
fund the Mayport Redevelopment Coordinator position to April using grant funds from the
previous year, unspent. This ordinance transfers sufficient funds for the remainder of the year
from the Police Patrol Division. The funds are available due to unfilled positions in Patrol, and
WHEREAS, after a recent workshop on the design of the proposed public safety
building, the architects proposed additional design funds.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON
BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that;
