BACKGROUND: Architect Design Group (ADG) has been working with City Staff
members on the design of the new Police Building. A great deal of progress has been
made toward preparing specifications that will allow the City to advertise for competitive
bids for construction. However, before the design specifications could be completed,
decisions were needed from the City Commission relative to several options. These
options were discussed at the Commission Workshop on March 15, 2011, and this staff
report is intended to reflect the direction gleaned from the workshop.
I. To be added to the base Building Design:
GeoThermal HVAC and Hot Water: The cost of geothermal HVAC and Hot water
was estimated at an additional $177,250, and it had an estimated return on investment of
less than eleven (11) years. Included in these costs are $6,000.00 for ADG to design the
HVAC system, and $2,000.00 to design the hot water system for a total of $8,000.00.
Additional geotechnical work is anticipated for the geothermal systems, but this is
currently being investigated, and no costs have been identified at the present time.
II. Information Requested:
The City Commission requested the cost for ADG to design the covered walkways in
case the Commission wanted to provide them as an add /alternate to the bid specifications
for the building. The cost provided by ADG is $16,800.00.
The City Commission requested the cost for ADG to design the covered bridge in case
the Commission wanted to provide it as an add /alternate to the bid specifications for the
building. The cost provided by ADG is $19,600.00.
The City Commission requested the cost for ADG to design the parking lot lighting in
case the Commission wanted to provide it as an add /alternate to the bid specifications for
the building. The cost provided by ADG is $4,500.00.
III. From the conversation at the workshop, it appeared that the City Commission was
not interested in pursuing the following:
1. Upgrade to the Emergency Generator to power City Hall

2. Renovation of the existing Police Building
3. Photo Voltaic
4. Rainwater Harvesting
5. Green Roof
6. Solar Hot Water
IV. To proceed with the design of the storm water system for the new building,
additional geotechnical work is required. Ages of Jacksonville performed the preliminary
geotechnical borings on this project, and they have actively participated in the planning
for the building. Their costs for the additional work is $3,610.00.
Staff has prepared a budget adjustment for the City Commission to authorize funding for
the additional design and geotechnical services.
BUDGET: Based on the conclusions above, there will be an overall increase to the price
of the Police Building of $177,250 for the geothermal HVAC and Hot Water systems.
$8,000.00 of the total will be allocated in 2010 -11 for designing the geothermal systems.
An additional $3,610 will be allocated in 2010 -11 for geotechnical work for the storm
water design.
If the City Commission decides not to pursue design work on the covered walkways,
covered bridge, and /or parking lot lighting, then these design costs may be deleted from
the budget amendment for these funds.
RECOMMENDATIONS:
To authorize the addition of the funding for the geothermal HVAC and Hot Water
systems to the new building.
To provide guidance relative to the additional design work for the covered bridge,
covered walkways, and /or parking lot lighting for the new building.
