4-26-11 :J 1 S1 CULTURAL ARTS and RECREATION ADVISORY COMMITTEE CITY OF ATLANTIC BEACH Meeting Minutes Tuesday, April 26, 2011 Adele Grage Cultural Center 6:00 p.m. Present: Lori Gaglione, Lynne Roskein, Tammy Lally, Carolyn McCarthy, Hollie McMillan, Jolyn Johnson, Cris Garrard with Timmy Johnson (City liaison) and Karen Kempf (recording). Excused: Jeff Wight, Meade Coplan. Guests: Sarah Boren and Marisse Carbone 1. Call to order - Chair Lori Gaglione called the meeting to order at 6:02 pm. 2. Approval of March 23, 2011Meeting Minutes - The committee noted one change to the minutes (spelling of "Lori "). Cris moved that the minutes be accepted with the noted correction. Tammy seconded the motion and the committee unanimously approved the minutes. 3. New Business a. Chess and outdoor game area at Bull Park - Sarah Boren gave a 10 minute presentation on a proposal for a outdoor chess board and stage for the Bull Park circle. She stated that the changes would enhance an under - utilized space and create a multi-use area for the community - children and family. The chess pieces would be 37" tall made of recycled plastic. The palm would need to be moved and the center dais reduced to allow wheel chair accessibility. With lighting and shade cover, the projected cost would be approximately $12,000. After committee discussion of security and maintenance, Cris moved that the committee approve the project and move the project forward by taking this proposal to the City Commission. Jolyn seconded the motion and the committee unanimously agreed to send this proposal on to the City Commissioners. 4. Ongoing Business a. Events, Updates, Reports i. Mid -Week Market- Timmy reported that Jeff has two new vendors and has had calls from others interested in the market. The music is going well and hopes to keep people coming and buying produce. ii. Songwriters' & Acoustic Night- Timmy reported that Songwriters' was full and that Acoustic likewise, had a good showing of people for spring. iii. Arts in the Park - Jolyn reported that her volunteers surveyed 173 people. Ninety percent of people said that they would come back. Forty -one percent were new attendees. Forty-two percent heard about the event via word of mouth while twenty-eight percent heard through advertising. The music was good and the event had new artists. Volunteers did a great job again this year. Jolyn emailed a survey out to all the artists and will bring results to the next meeting. For the 2012 event, Jolyn will bring the artist application to the committee for review. iv. Public Art- Jolyn reported the flower design of artist Ginifer Brinkley for Donner Park was approved by City Commissioners along with two future sites. v. Teen Council -Timmy reported that the Teen Council decided to drop the dog event and instead plans to have a chess tournament at Adele Grage on June 11,12 -3 pm. There will be no fee involved but participants will be asked to bring a pet item - food, litter, toy, etc. There will be no money involved. Cris moved to approve the chess tournament as proposed by Teen Council; Tammy seconded the motion. The committee unanimously approved the event. vi. Art project - Carolyn reported that the final art project for the after - school program will be with her and Ginifer in May at Donner. They will also coordinate the public art project with the children as well. 5. New Business contd. a. Budget - Timmy passed out a chart with last year's approved budget and suggested budget for the coming year. After discussion of the various events and needs for the coming year, the committee suggested dropping the Holiday Sing- along; adding $1000 to the discretionary line item so that another event can be added by the committee. With these two changes, Tammy moved that the committee approve the proposed budget for the 2011 -12 year and be sent to the City Commission; Lynne seconded the motion. All voted in favor except Jolyn who voted `no' on the proposed CARAC budget. (Approved Budget attached) 6. Other Agenda Items /Announcements a. Next meeting - Tuesday, May 24, 2011 7. Adjournment - with no further business, Cris moved that the meeting be adjourned.
