RESOLUTION NO. 11 -22
A RESOLUTION OF THE CITY OF ATLANTIC BEACH RENAMING MANDALAY PARK
IN ATLANTIC BEACH "WATERS PARK" IN MEMORY OF J. DEZMOND WATERS, III
WHEREAS, this Resolution is dedicated to the memory of J. Dezmond Waters, III for his service to
the City of Atlantic Beach and its citizens; and
WHEREAS, J. Dezmond Water, III was elected to serve as Commissioner by the citizens of Atlantic
Beach from 1991 to 1995, 1999 to 2003 and from 2003 through 2007, which he served with distinction; and
WHEREAS, J. Dezmond Waters, III willingly served on numerous boards and committees including
Chairman of the Atlantic Beach Parks and Recreation Board, Community Development Board, Chairman of
the Atlantic Beach Zoning Committee, Member of the First Night Committee, President of the Town Center
Agency, Founding Member and Chairman of the Atlantic Beach Beautification Committee, President of the
North Duval Beaches Association, Chairman of the Atlantic Beach Tree Conservation Board, and Member of
the Beaches Resource Center, all of which proved of great benefit to the citizens of this community; and
WHEREAS, J. Dezmond Waters, III gave most generously of his time, talents, and energy to preserve
the character and quality of life in Atlantic Beach for the benefit of all the citizens and the influence that he had
upon the development in this city and the gracious residential atmosphere its citizens enjoy, is apparent to all.
NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Atlantic Beach that J.
Dezmond Waters, III be forever honored and remembered for his many years of devotion and service to the
City of Atlantic Beach and its citizens.
BE IT FURTHER RESOLVED, it is the desire of the City Commission that Mandalay Park, named by
the Atlantic Beach Commission in a resolution adopted on February 10, 1997, be renamed Waters Park as a
lasting memorial to a man who we have been privileged to know and respect.
ADOPTED by the City Commission of the City of Atlantic Beach, Florida this 13 day of June, 2011.
