DISCLOSURE STATEMENT
State law requires construction to be done by licensed
contractors. You have applied for a permit under an
exemption to that law. The exemption allows you, as
the owner of your property, to act as your own
contractor even though you do not have a license. You

306.15.9 -- DAMPERS
(a) Manually operated dampers shall not be placed in chimneys, vents or
connectors of stoker fired, or liquid or gas-burning appliances. Fixed baf-
fles on the applaince side of draft hoods and draft regulators shall not be
classified as dampers,
(b) A listed automatic vent damper device may be installed on an exist-
ing appliance installation provided the appliance is listed and equipped
with a draft hood and provided the device is installed by a qualified agency
in accordance with the terms of its listing. The name of the installer and
date of installation shall be marked on a label affixed to the damper
device.
(c) On gas appliances in excess of eight hundred thousand (800,000)
BTU input having more than two draft hoods, fixed manual baffles may be
used in the connectors between draft hoods and the common breeching as
a means of equalizing the available draft pull.
306.15.10 — DRAFT HOODS
For information concerning the use and installation of draft hoods, refer
to the Standard Gas Code.
306.16 -- DRAFT REGULATORS
(a) Gas appliances connected to chimneys, other than those required by
the Standard Gas Code to be installed with draft hoods, may be installed
,Alth draft regulators if in accordance with the appliance manufacturer's instruction.
(b) For information concerning the use and installation of draft regula-
tors with oil-burning appliances, refer to the "Standard for Oil-Burning
Equipment, NFPA 31."
(c) Solid fuel-burning appliances may be installed with draft regulators
to reduce draft intensity. Such regulators shall be installed and set in
accordance with the instructions furnished with the appliance or the draft
regulator.
(d) A barometric draft regulator, if used, shall be installed in the same
room or enclosure as the appliance in such a manner that a difference in
pressure between the air in the vicinity of the regulator and the combustion
air supply will not be permitted.
306.17 — FIREPLACES
306.17.1 — FACTORY-BUILT FIREPLACES
Factory-built fireplaces shall be listed and shall be installed in accor-
dance with the conditions of the listing. Factory-built fireplaces shall also
be required to be installed in accordance with Section 306.17.3 (f) and (i).
The factory-built fireplaces shall be tested in accordance with and meet the
requirements of UL 127, Factory-Built Fireplaces.
306.17.2 -- FACTORY-BUILT FIREPLACE STOVES
Factory-built fireplace stoves and solid fuel type room heaters shall be

listed and shall be installed in accordance with the conditions of the listing.
The factory-built fireplace stoves shall be tested in accordance with and
meet the requirements of Ul 737 Standard for Fireplace Stoves. The solid
fuel type room heaters shall be tested in accordance with and meet the
requirements of(UL) 1482,Standard for Solid Fuel Type Room Heaters.
306.17.3 — MASONRY FIREPLACES
(a) Fireplaces shall be constructed of solid masonry or of reinforced
concrete with back and sides of the thickness specified in this paragraph,
except as provided in Section 306.17.1. Where a lining of firebrick at least
two (2) inches thick or other approved lining is provided, the total thick-
ness of back and sides, including the lining, shall be not less than eight (8)
inches. Where no such lining is provided, the thickness of back and sides
shall be not less than twelve (12) inches.
(b) Steel fireplace units incorporating a firebox liner of not less than one
fourth (1,0 'Inch thick steel and an air chamber may be installed with
masonry to provide a total thickness at the back and sides of not less than
eight (8) inches, not less than four (4) inches of which shall be solid
masonry.
(c) Warm air ducts employed with steel fireplace units of circulating air
type shall be constructed of metal or masonry.
(d) Fireplace hearth extensions shall be provided of approved noncom-
bustible material for a]) fireplaces. Where the fireplace opening is less than
six (6) sq. ft., the hearth extension shall extend at least sixteen (16) In. in
front of, and at least eight (8) in. beyond each side of the fireplace opening.
Where the fireplace opening is six (6) sq. ft. or larger, the hearth extension
shall extend at least twenty (20) in. in front of and at least twelve (12) in.
beyond each side of the fireplace opening. Where a fireplace is elevated
above or overhangs a floor, the hearth extension shall also extend over the
area under the fireplace.
(e) Fireplaces constructed of masonry or reinforced concrete shall have
hearth extensions of brick, concrete, stone, tile or other approved non-
material combustible properly supported and with no combustible material
against the underside thereof. Wooden forms or centers used during the
construction of hearth and hearth extension shall be removed when the
construction is completed.
(f) Hearth extensions of approved factor), built fireplaces and fireplace
stoves shall be not less than three-eights (%) in. thick of asbestos, concrete,
hollow metal, stone, tile or other approved noncombustible material. Such
hearth extensions may be placed on the sub or finish flooring wheather the
flooring is combustible or not. The hearth extension shall be readily distin-
guishable from the surrounding floor.
(g) All wood beams, joists and studs shall be trimmed away from fire-
places. Headers supporting trimmer arches at fireplaces shall not be less
than twenty (20) inches from the face of the chimney breast. Trimmers
shall not be less than six (6) inches from the inside face of the nearest flue
lining.

Mr. Howie called the meeting to order at 7tO3 p. m. and asked for
comments or corrections to the minutes of the meeting of February
20, 1990. There being none, Mrs. Gregg motioned to approve the
minutes as presented. Mr. Wolfson seconded the motion which
carried unanimously.
OLD BUSINESS
A. DISCUSSION AND RECOMMENDATION ON CLARIFICATION OF PERMITTED
USES OF SUBSTANDARD LOTS OF RECORD.
City Attorney, Alan Jensen presented to the board an ordinance
revising the definition and permitted uses of substandard lots of
record. The board suggested that each townhouse be more clearly
defined as a single family unit and "nonconforming lotso be
changed to the singular.
Chairman Mc�Caulle requested that the Community Development
Director review alternative methods of determining height of
structures and report back to the board.
After further discussion the board returned the ordinance to
counsel for revisions.
NEW BUSINESS
A. APPLICATION FOR USE BY EXCEPTIOP BY NASSER S. AZARI. PART B
OF CASTRO Y FERRER GRANT (NORTH WEST CORNER OF ATLAH'i"IC
BOULEVARD AND AQUATIC DRIVS. )
.Mr. Azari requested permission to allow a used car lot and car
rental agency In Commercial General zone by exception and a car
wash which is a permItted use.
The Vice-PresIdent of the Beaches Aquatic Pool, Allen Potter,
along with the following residents, spoke against the
application; Barbara Bonner, Jane Chambers, Jim Hawkes, Matthew
Roderick and Dezmond Waters. They felt the use was not in keeping
with the neighborhood and sited traffic congestion and aesthetics
as major concerns.
After further discussion, Mr. Wolfson motioned to recommend
denial of the application for exception. He referenced Section
24-63. (4) of the Code of Ordinances and stated concerns for
Ingress and egress, parking, and lighting. He added that the
proposed uses were not compatible or harmonious with the area and
suggested Mayport Road as a more suitable location.
Mrs. Gregg seconded the motion which carried by a five to one
vote. Mr. Howie voted nay.
B. APPLICATION FOR REAR YARD VARIANCE BY MR. AND MRS. MICHAEL
BROOKS. LOT 5, BLOCK 10, SELVA MARINA UNIT 6. 1741 LIVE OAK
LANE.
Mr. Brooks requested permission to construct. a screened parch
enclosure with an 18' -0" rear yard. Mr. Brooks presented to the
board signatures of the affected neighbors supporting the new
addition.
After a brief discussion, Mr. Wolfson motioned to grant the rear
yard variance. Mrs. Russell seconded the motion which carried
unanimously.
