Exposure to CCA may present certain hazards . Therefore, the following precautions should be taken both when handling the treated wood and in determining where to use or dispose of the treated wood. USE SITE PRECAUTION FOR CCA PRESSURE-TREATED WOOD * Wood pressure-treated with CCA preservatives may be used inside residences as long as all sawdust and construction debris are cleaned up and disposed of after construction. * Do not use treated wood under circumstances where the preservative may become a component of food or animal feed. Examples of such sites would be structures or containers for storing silage or food. * Do not use treated wood for cutting-boards or countertops . * Only treated wood that is visibly clean and free of surface residue should be used for patios, decks and walkways . * Do not use treated wood for construction of those portions of beehives which may come into contact with the honey. * Treated wood should not be used where it may come into direct or indirect contact with public drinking water, except for uses involving incidental contact such as docks and bridges . HANDLING PRECAUTIONS FOR CCA PRESSURE-TREATED WOOD * Dispose of treated wood by ordinary trash collection or burial . Treated wood should not be burned in open fires or in stoves, fireplaces or residential boilers because toxic chemicals may be produced as part of the smoke and ashes . Treated wood from commercial or industrial use (e .g. , construction sites) may be burned only in commercial or industrial incinerators or boilers in accordance with state and Federal regulations . * Avoid frequent or prolonged inhalation of sawdust from treated wood. When sawing and machining treated wood wear a dust mask. Whenever possible, these operations should be performed outdoors to avoid indoor accumulations of airborne sawdust from treated wood. * When power-sawing and machining, wear goggles to protect eyes from flying particles . * After working with the wood, and before eating, drinking, and the use of tobacco products, wash exposed areas thoroughly. * If preservatives or sawdust accumulates on clothes, launder before reuse . Wash work clothes separately from other household clothing. * Treated wood should be dry before handling. Present were Chair Maureen Shaughnessy, Charles Carroll, Bill Permenter, Building Official Don Ford and Recording Secretary Susan Dunham. Absent were Susan Grube and Jim McCue. 1. Call to Order The meeting was called to order at 7:04 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meetings of January 28,2004 A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to approve the Minutes of January 28,2004. 4. New Business A. Tree Removal Applications: The Board changed the order of the Agenda as follows: 4. 113 Fourth Street:/Building Official Ford advised that a total of seven palm trees were being removed from the right-of-way. He stated that he talked with Public Works who advised him that there was no room to relocate the palms on the right-of-way but that it would be acceptable if the trees were mitigated on the property. He further advised that there was a 14" palm and a 6" live on site that required mitigation. Mr. Davies requested the opportunity to trim and prune the trees in the right-of-way and then take a second look. Building Official Ford advised Mr. Davies that if they removed less inches than approved that this would be no problem. Building Official Ford stated in his conversation with Mr. Davies, the applicants would like to either relocate or plant new trees. He proposed mitigating 100% for the 87" of palm trees located in the right-of-way and 50% for the 6" live oak and the 14"palm. He advised that the applicants had two 12"palms in the interior zone that could be preserved for mitigation. He further advised that they have listed three trees to be relocated which would reduce the number to 36"on the right-of-way. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to direct the Building Official to issue a permit for the removal of a 14" palm and a 6" live oak on site and the Board recommends to Public Works that that they allow removal of six 12" palms and one 14" palm located in the right of way to be mitigated at 100 percent with two 12" palms and a 15" palm on site, relocate from the right of way three 12" palms and one 14"palm, and three inches of live oak to planted on site. If the applicants do not relocate the palms,they must plant 50"of trees or pay into the tree fund at$117 per inch. 2. 160 Magnolia Street: Mr. Frank Pasko introduced himself. Building Official Ford advised that this property was as a single property with two townhouses located on it. He stated that the City does not subdivide the lot and, therefore, the 5" oak was located in the interior zone and no mitigation was required. He stated that he would be submitting a Tree Removal Application for removal of four trees in the interior zone: three cabbage palms less than 20" and a 28" to 30" magnolia tree. Mr. Pritchett asked what types of trees he could plant to mitigate for the protected magnolia tree. Board Member Shaughnessy advised Mr. Pritchett that he could plant any type of hardwood tree shown on the list of recommended trees attached to the application form. 3. Introduction of New Members New members were not present. 4. Election of Officers This item was deferred to the next meeting. 5. Approval of Minutes of Meetings of October 8, 2003 A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to approve the Minutes of October 8, 2003. 6. Old Business None. 7. New Business A. Tree Removal Applications 1. 160 Magnolia: Mr. Frank Pasko introduced himself. Building Official Ford stated that the applicant was removing an 8.5"oak and a 6.5" oak and protecting a 7.5" oak in the interior zone for mitigation. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to direct the Building Official to issue a permit for the removal of an 8.5" oak and a 6.5" oak to be mitigated on site with a 7.5" oak in the interior zone. 2. Lot 1, Block 77, Section H (West 4`h Street): Mr. Larry Smallwood introduced himself. Building Oficial Ford advised that the applicant was removing a 12.73" oak that required mitigation. He further advised that tree No. 5 was a 5.41" oak that could be used for mitigation. Mr. Smallwood informed the board that he thought tree No. 13 was a 3" oak tree which could be used for mitigation. Building Official Ford stated that he would verify the size of this oak tree. A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carried to direct the Building Official to issue a permit for the removal of one 12.73" oak to be mitigated on site with a 3" oak and a 5.41" oak.
