We appreciate your willingness to let us address the commission on this topic, and would need, at most, 15 minutes to do so (probably more like 30 minutes, excluding questions from commissioners). In addition, other proposed projects such as the Beach Ave. Project, have become a problem and will continue to become more serous tbe bnger they are delayed. The present water and sewer revenue may allow for estimated borrowing of an additional $2,000,000 if the existing loan is not refinanced. The City's needs over the next 5 years for water & sewer will greatly exceed Wat amount by approx. $8,000,000. Also, large geceral government needs such as Rfinancinp, of City Hall and paving streets need to be considered R the City decides to borrow Ctinds. These issuer need to be addressed by next year. Borrowing funds for huge scale projects is a difficult process at best. It takes considerable knowledge and expertise. Our Finance Director has recommended that we should consider hiring a Financial Advisor. The Advisor would work closely wiW her sfafi in evaluating the City's options for the City's capital funding needs as stated in the Fy 9495 Budget. STAFF RECOMMENDATION• Authorize the City Manager to advertise for a financial advisor through an RFP process. Fynal selection of the Financial Advisor shall rest wiW the Cky Commission. No increases in rates or tares will be considered as part of tbe proposed recommended financing program. FCITMAT'FD FIN N 1N NF D FOR ARS Each of fhe subject area bebw use separate pledges for loans because of their different revenue sources. Authorize purchase of s ice Wins for retirin to ees The Mayor indicated he felt the city should recognize the four employees who were retiring, two of whom had been with the city for more than twenty-five years- Re suggested that the service pins which had been requested in the budget might be appropriate. In further discussion it was pointed out the vendor now required that the initial order be for at least th irty-five items, bringing the initial order to over S2,000.00. which was felt to be excessive. Commissioner Weiss indicated he felt the pins were a good idea but he felt the cost should be no more than 575.00 each. Following further discussion, it was suggested that staff pz~epare resolutions and Shop for suitable gifts for the retirees, to be presented at the commission meeting on October 29, 1999 Commissioner Weiss moved to develop a method of recognizing employees for service to Atlantic Beach- The motion was seconded by Cosmissioner Shaughnessy and was unanimously approved. 3._ Anv other bus'nes5 Mayor Fletcher reported the plans and specifications for the activity building in Jack Russell Park were complete and had been forwarded to the Parks 6 Recreation Advisory Board for review, and the project should ba ready to bid out in the near future. Commissioner Shaughnessy indicated she had a problem with 6:00 PM meetings. Discussion ensued regarding the number of commission meetings which had been held and it was consensus that the commission should try to have fewer and more productive meetings. Following further discussion it was decided to have planning/ workshop meetings on the first and third Monday of each month and if Special Called Meetings were required, to try to schedule those meetings, also, on the first and third Monday of the month. Commissioner Weiss suggested that an effort be made to start meetings on time and end them, if possible, by 10:00 or 10:30 PM. MINUTES OF SPECIAL CALLED MEETING OF ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL AT 6:00 PM ON WEDNESDAY, OCTOBER 5, 1994. Present: Lyman T. Fletcher, Mayor Suzanne Shaughnessy J. Dezmond Waters, ZII, and Robert G. Weiss, Commissioners And: Kim D. Leinbach, City Manager James R. Jarboe, Deputy City Manager Ann Meuse, Finance Director Maureen King, City Clerk The meeting was called to order by Mayor Fletcher. 1. Jim Jarboe distributed an overview of Capital Outlay Financing Needs for a five-year period, along with estimated costs, totaling approximately S20 million, copy of which is attached hereto and made a part hereof. Ne felt it would be in the city's best interests to hire a financial advisor who could assess the needs so the city could move ahead with any necessary borrowing while the rates are still low. He felt it would be best to continue to lease/purchase equipment as the city had done in the past. He indicated that even if the City Manager was authorized to seek proposals from financial advisors, the City Commission would make the decision regarding hiring the financial advisor and also would decide which projects should be undertaken. Discussion ensued and the Mayor noted that the Section H bonds would be paid off next year and funds would than be available for paving. To assist the City Commission, he suggested that projects be listed individually, in priority order, with costs and descriptions, and if possible, to have this information for the next commission planning session. Commissioner Shaughnessy also asked that staff provide information regarding how the projects would be funded if the city did not borrow the money. In further discussion it was felt advertisements should be placed in the wall Street Journal and Atlanta Constitution as well as the local newspapers. It was felt the advisor should be someone who had knowledge of the national market and who would be unbiased regarding any action the city might take. Commissioner Shaughnessy coved to accept the recommendation of staff and authorize Requests for Proposals (RFD's) for a financial advisor and instruct staff to prepare an estimated cost and source of revenue to pay for such advisor, and further instrvct staff to Minutes, Page 8 Octalxr 10, 1994 p. m., and would be held October 17, November 7th, Nrn'aobP-r 21st, and rw,xmtw 5, 1994. fie added the workshops would be prowdural, and their purpose would be to make the city more efficient. r :~_c.+o~ Watass indicated the Duval Delegation would meet in NwembPS aId he felt the city should be prepared to bring items before the delegation at this NW®6eL ~1M. The land wsa zoned OR at the time of acquisition by the current owner. There are no findings-of-fact required by the Zoning Code to permit a rezoning except for compatibility with the Comprehensive plan. Certainly, in addition, it would be reasonable and prudent for the Community Development Board to consider the benefits and detri manta to the nearby property owners, as well ea to the public at large, of such s rezoning. Should the Board determine that a benefit to the city will accrue from the proposed rezoning, a careful consideration should be given to the proposed done*_ion of the wetland property to the City for green space or perk use. AGENDA ITEM: t4a Application for Variance to allow structural addition to an existing nonconforminq building at 31 Royal Palm Drive. The applicant desires to construct a canopy/porch and facade addition to this commercial building. The proposed addition will be to the front (west), north aide, and rear of the building which currently does not meet the minimum side 5'n rd setback on the south side or the rear yard setback on the east side. The addition will structurally alter the building to cover s larger area of land. This requires a Variance under section 24-85(e)(1 ). This building predates the current setback requirements of the city. The proposed addition will not encroach further into thr_ setbacks than the existing building. The overall appearance of the building will be improved by the addition. The property owner suf tare a hardship in that the building is nonconforminq by no action of his own. RECOMMENDATION: Stett recommends Aooroval based upon• 1) Special conditions exist which ore peculiar to the land. 2) The conditions do not result from the actions of the applicant. 3) A lice rel interpretation would deprive the applicant of e right comwonly enJoyed by other properties in Lhe district. 4) Granting this variance will not confer a special privilege on the applicant. 5) The requested variance is the minimum needed. 61 The request is in harmony with the intent of the code. 71 The request is not detrimental or in,)u rious to the public welfare. CITY OF ATLANTIC BEACH COMMUNITY DEVELOPMENT BOARD S'CA FP REPORT MEETING DATE: August 15, 1994 AGEK DA ITEM: t 3a Request for rezoning of 3.07 acres of OR, Open Rural zoned property to RS-1, Residential Single-family, to permit the construction of six houses. A 4.06 acre tract of predominantly wetlands property to be donated to the City. The property in question is currently zoned Open Rural which does not permit residential development. The proposed rezoning will effect 3.07 acres of a 7.13 acre tract. The applicants propose to donate the remaining 4.06 acres to the City of Atlantic Beech for conservation/buffering use. The overall tract contains a large area of jurisdictional wetlands which cannot be encroached without state permitting. The area proposed to be donated to the city is predominantly within the jurisdictional wetlands. The proposed six lots each appear to contain sufficient uplands area to permit the construction of single-family homes in compliance with existing RS-I zoning setback and land area requirements. Adequate access can be provided to the lots and utilities are available in the area. State permitting will probably be required due to the proximity to wetlands. Ouring the Subdivision process, which will occur subsequent to the rezoning, the City Commission may apply conditions related to the size, placement and design of the buildings on the proposed lots. Through those conditions the city can help assure that the new houses will generally conform to the existing aesthetic values of the community. Strictly based upon the requirements oP Lhe RS-1 district requirements this proposed rezoning would be reasonable. Other issues, however, need Lo be addressed. The land to be donated to the city in mostly wetlnnda with little reel estate value, presently. 7heae lnnde do, however, serve an environmental function which may be better protected under city ownership than in private hands. The difficult process of obtaining fill permits should in no way be viewed as n safeguard against future development of those arena, should they remain privately owned. As land values in the city continue to increase, the posai bility that a developer would undertake the permitting process also increases. ?he other aide of the above argument fa that the current zoning designation of the entire tract mnkea it useful only for open space, recreational and conservation uses. The trade-off as proposed is that the City gives up the conservation designation of 3.07 acres for the ownership and thus greater control of the remaining 4.06 acres. PASSED BY THE CITY COMMISSION ON FIRST READING: PASSED BY THE CITY COMMISSION ON SECOND READING: Lyman Fletcher, Mayor ATTEST: Maureen Ring, City Clerk Approved ae to Form and Correctness: Alan C. Jensen, Esquire City Attorney ORDINANCE N0.90-94-162 AN ORDINANCE OF THE CITY OF ATLANTIC BEACH AMENDING THE ZONING CLASSIFICATION OF PROPERTY KNOWN AS PART OF LOTS 2 AND 3, SECTION 16, AND LOTS 1 AND 5, SECTION 17, ALSO KNOWN AS REi 172027-0100, PROM OR, OPEN RURAL TO RS-1 SINGLE FAMILY RESIDENTIAL; AMENDING THE OFFICIAL 20NING MAP TO REFLECT THIS CHANGE; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The Community Development Board of the City of Atlantic Beach has held a Public Hearing on and considered a request to change a zoning classification for certain parcels of land submitted by the owners of said parcels, and, WHEREAS, The below described parcels ere proposed for the purpose of the construction of air. Single-family homes, and, WHEREAS, The City Commission has determined that the rezoning will not adversely effect the health and safety of the residents of the area, and will not be detrimental to the natural environment or to the use or development of the adjacent properties in the general vicinity, and ie in compliance with the adopted Comprehensive Plan, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, PLORIDA: SECTION I. The Zoning Nap of the City of Atlantic Beach is hereby changed to reflect the new zoning of property described as part of Lota 2 and 3, Section i6, and part of Lots I and 5, Section 17, also known as REt 172027-0100, as designated on the attached map, ae RS-1 Single-family Residential. SECTION 2. Severability. If any section, sentence, clause, word, or phrase of this Ordinance is held to be invalid or unconstitutional by a court of competent jurisdiction, then said holding shall in no way affect the validity of the remaining portions of this Ordinance. ,- .. The land proposed to be donated to the city is mostly wetlands which serve some environmental function. This function may be better protected under city ownership than in private hands due to Lhe potential for future rezoning and fill permitting. The current zoning designation of the entire tract, OR, Open Rural, makes it useful only for open apace, recreational and conservation uses. The land was zoned OR at the time oP acquisition by the current owner. There are no findings-of-fact required by the Zoning Code to permit a rezoning except for a determination of need or other justification for the rezoning and a finding that the rezoning is compatible with the Comprehensive Plan. RECOMMENDATION: The Community Development Board considered the benefits e.nd detriments Lo the nearby property owners, as well as to the citizens at large, of such a rezoning and recommended 5 - 1 against the proposed rezoning. The Bcard also recommended 3 - 1 that the City Commission study the possibility oP acquiring the property for conservation use. ATTACHMENTS 1) Application for rezoning with attached mep. 2) Minutes of the August Community Development Board meeting, 3) Copy of the August Staff Report to the CDB. 4} Minutes of the September Community Development Board meeting. 5) Copy of the September Staff Report to the CDB. 6) Copy of the current Zoning Nap. 7) Copy of the Future Land Use Hap fro the Comprehensive plan. REVIEWED BY CITY MANAGER~~~~a~ AGENDA ITEM NO. .~ CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Requested rezoning of land east of Secla Linkside SUBMITTED BY: George Worley, Com,ounity Development Director ` LL/~~ Y DATE: October 3, 1994 BACKGROUND: The property in question is currently zoned Open Rural which does not permit residential development. The proposed rezoning will effect 3.07 acres of a 7.13 acre tract. The applicants propose to donate the remaining 4.06 acres to the City of Atlantic Beach for conservation/buffering use. The overall tract contains a large area of jurisdictional wetlands which cannot be encroached without state permitting. The area proposed to be donated to the city is predominantly within the jurisdictional wetlands. The proposed six lots each appear to contain sufficient uplands area to permit the construction of single-family homes in compliance with existing RS-1 zoning setback and land area requirements. Some of the required setbacks for most of the lots would fall within the jurisdictional wetlands. Adequate access can be provided to the lots and utilities are available. Permits from the Army Corp of Engineers and the State Department of Environmental Protection will not be required provided that the fill and construction are contained within the upland portions of the proposed lots. Both agencies advised Staff that they would perform inspections of the sites during construction to ensure that the adjacent wetlands are protected. During the Subdivision process, which must occur subsequent to the rezoning, the City Commission may apply conditions related to the size, placement and design of the buildings on the proposed lots. Both reaulat r a¢en " e dressed concern rh~• e.....__ _____ - --°--° -- ~ +- aamaLaL na. Neither agency felt that the wetlands would be severely damaged if the above protection is implemented. Strictly based upon the requirements of the RS-1 district requirements this proposed rezoning would be reasonable and as seen from the attached copy of the Future Land Use Map, it would be in compliance with the adopted Comprehensive Plan. / /l~ RESOLUTION NO. 94-43 A RESOLUTION OF THE CITY OF ATLANTIC BEACH IN OPPOSITION TO CASINO GAMBLING IN THE STATE OF FLORIDA; PROVIDING AN EFFECTIVE DATE WHEREAS, certain types of gambling and gambling establishments commonly known as casino gambling are illegal in the State of Florida; and WHEREAS, there is an effort under way to amend the Florida Constitution to allow casino gembling and to use certain proceeds to fund governmental programs; and WHEREAS, the introduction of casino gambling in Florida will have a negative impact on family oriented tourism which is the backbone of the state's tourism industry, and WHEREAS, historically, casinos have not been proven to benefit the businesses or communities in which they aze located. Continued SH 6 OF 6 He recownenda that re get beck to building the serer plant, leave personalities aut of it and let etafE do chat they need to do end sake a valid staff recuwwendation and if the Cowwieeion doesn't like it, they need to set policy on chat they vant to do. Lywan Fletcher stated he has to rely on staff to wake the decision to build the beet project so that tro years frow nor re have no major problewe rith the serer plant. He also stated that there rare basically tro factions of people and that they each reprvwented a Bide of the issue that suet be addressed - i. e. coat savings versus quality produ.:t. Bob Koeay stated that by 'cheap' it vas intended to wean aw cheap in the long tare ae posaiDle. He said re should not just arbitrarily cut costa rithout looking at the big picture because it could also lean losing woney in the long run if re do it this ray. Lywan Fletcher said finance should De part of the decision waking process, 'you can't wake a decision if you don't knor chars you are financially.' Tiw advisee 'just because staff is nat self -ewployed, it doesn't wean re don't knor about financing, woney, coats, chat's econowical, chat could be the beet thing if you orned it versus you're running it for the City, because the City ie wy provider, so I'll watch wyeelf econowically against anyone as to chat ie the value of the dollar.' BoD Koeoy reiterated that the sealed plena and apvcif icaticns could be ready on Nedneaday. Lyman Fletcher said he needs to know the scope and clarification (i. e. what decisions could be made and by vhom). He also said he needs 'demarcation in the lines of authority that you, the City Manager recomwende,• and oleo 'I rould like you fthe Gity Manager) to explore rith the Finance Director and look again at the financing package to see the impact of this project. Me have a lot of needs on the other aide of the fence. I rant to see all the issues to see the impact on the plant. re don't rant to do it on the cheap eo that re paY a price in the long run.' Jim Jarboe stated that he couldn't just look at the coat of the plant, but at the total capital outlay. I rant to push for the Conmiaeion to do that, once atafE puts that together. Lyman Fletcher stated that if necessary a special Cowwisaion meeting could De called to wove this project along. Kim stated 'that could be done rithin a reek', and the entire picture did need to be looked at and that they did have a reality check ready. Kin asked, 'Me're talking about a couple of levels here, technical ae you term 'flushing outs, and the decision-level waking process: the staff level City Manager and Cowwisaion and hor they rork together?' Lyman Fletcher also said he roe looking at the role of the Committee. He said notrithatanding the recent comments, a lot hoe been accowpliehed in that Committee in the lest tro or three years. He also stated that there should be a precise, clean cut decision, and that these are your choices, this ie the vay to go. He said they needed to talk to Alan Jensen about 'shin also. Alan Potter stated that for every 6100,000.00 ve have to pay the bank 611,250.00 a year for the balance of the fifteen years leaving trelve year amortization eo that money hoe to come frnw somerhere antl that is the burden re all have to recognize. ]im Jarboe elated that the issue here is not the bank and hor re have tc pay but rhat ve are going to put in the ground to make the system rork and ve alrays lose eight of this and that re build as cheap as possible and ve need to do the beet job re can. Continued SH 4 OF 6 Alan Potter brought up that Item 1 for all the electrical cork in the plant have several motor control centers - He recommends that one motor control center be designated port aide and the other be starboard aide (Navy terms) and half of the equipment be on one aide and the other half on the other side. The smaller generator should installed at one half of the plant - ball park figure saved 5100,000.00. Alan Potter stated that this could have every motor on plant site connected to the single big generator, half of the necessary motors and it could save a nominal 5100,000.00. Tim Torneend advises that the existing 300 KM generator located at the Davco Plant would also supply the new proposed plant but could not be sufficient for any future expansion. Consolidation of electrical should be accomplished at this tine or operations coul^ be jeopardized in the future if a porer outage should occur. The electrical engineers presented some very detailed calculations regarding the generators. Alan Potter's main concern roe saving money. Coat estimate seems to be over budget by 5600-800,000.00 plus possible change orders. If the generator ie used only rarely, this ie one avenue to investigate to save money. If 5100,000.00 of equipment ie on site to uee, re should using it. He basically agrees rith Tim, it's ideal to da chat he outlined, but it's also ideal to build a project and stated it ras rise to not have to go back to the citizens. Lyman Fletcher stated 'That's a classic trade-off.' Tim said this is not ideal to do chat roe outlined, but reality barred on experience on regular use out in the field. Tin stated •I don't recommend that you slash 5100,000, but if you rant to, go ahead, but reality will come up and bite you in a year or tro. Bob Kosoy stated that this roe a golden opportunity to get a generator et Public Mocks for computers, lifts, etc., for Hurricane Preparedness and porer outages, and if this ras possible to do it, re should. Lyman Fletcher ease tro parts to this issue -that this needs to be gone through and both aides •f luehed cut' at the staff level rith Alan'e participation. Discussed buildings loperation and laboratory) and wentioned a decision needed to be made ae to chat roe needed ae opposed to chat ram ranted. He said he didn't have the background to sake that decision, but as a lay person, if you gave him enough of the facto and if the information is good, he felt he could wake a fair decision based on thoee fact e. It's the information that count e. Continued SH 3 OF 6 Bob Koeoy stated that if they submit the plane that rare described, re are going to get a higher bid than 64 million. In order to get ue dorn to a more reasonable level he has put together a staEE report. Lyman Fletcher asked if any other submittals need to be submitted by the engineers to City that are required or needed under the contract, other than the three vendors or the cut sheets and sealed plane. It roe stated that five (5) copies of the current design of the plane could be needed. Quality/sizes of blue-prints/ae- builte vas discussed. It roe agreed that Medneaday October 5, 1994 could be the day the sealed plane could he delivered. Lyman Fletcher said he needs to west rith Bob and Tiw, Jiw and the others to get a better feel of chat the alternatives are frow the etafE's standpoint as to chat they can do and chat Further engineering needs to be done in tackling the coat issue. Asked that the westing be adjourned so he could get a better idea of there ve are as he feels that this ie on the verge of getting out of hand and he doesn't rant that to happen. He said he ranted to get back to the Cowwittee rith spec if ice and go forth from there. Bill Pitwan stated that on Medneaday they rill bring in 100X signed and sealed plane and epeci£icatione. Lyman Fletcher also said to bring a letter a£ transmittal spelling out that Pitwan-Hartenetein ie providing the things that rare discussed today. Bill Pitwan also mentioned bringing in the final invcice. Bill Pitman and Ton Nark left the meeting. Lyman Fletcher reminded everyone that plane are due on Medneaday, October 5, 1999 but these plena are for an estimated teat 64.5 to 64.8 million. He then amkvd the group to caviar hoe re plan to reduce the coat and Bob Koaoy presented and reviered Attachments A through D. See attached. Key Itene of potential coat savings are I15 and •16 - Bidding the operatlona building ae an additive alternate and bidding the laboratory building am an additive alternate. Approximate coat savings are 6125,000.00 for each itee, total coat saving approximately 6250,000.00. Continued SH 2 OF 6 The changes rill need to be reviered by Staff to get a sense of that ie going to be built and solicit the vier points of the other Committee members to cove to an agreement or, at least, frame issues and to decide what the Deet course of action will be. The final decision made Dy the Commission rill take into account the Committee's vieve. Certain submittals are required and the Kayor rants to knot if theta are any other submittals that have not been done. Ton Nark advised that the MOBEL hoe been submitted and Bob Kosoy has copies rith revisions and expanded on some of the hydraulic calculations for the clarifier. Lyman Fletcher questioned Tom Hark regarding the three (3) vendors on each (limited amount of vendors that supply certain itena, i. e. pusps and winor equipment). Tom Hark responded that his fire ras instructed to have at least three (3) vendors, and in the areas that re could do that, re did. Bob Kosoy mentioned that he and Ton Havk did discuss about specifying another vendor for the clarifiers. Tom Hark confirmed that at the time discussion took place that there are about a dozen or so that do make it (the Clarifier). Bob Kosoy eentioned the option of moving the 650,000 figure from the lump sum bid price end either call it a contingency or, if the Commission riehea, put no contingency in there, `but then there rill be a bunch of minor change orders.` Lyman Fletcher questioned hot to take it out of the bid. Tom Nark said it can be done a nurber of rays, one of rhich ie to call it a 'cash allorance account`. Alan Potter said the ray he thinks is preferable ie that it shouldn't be an item in the bid rhateoever. Zt should De the City Commission authorizing the City Manager involved to okay minor things that come up. Alan Potter acid •If you put 650,000 out there, you're gonna spend 850,000.• Tom Hark disagreed. Bob Kosoy stated the reason you need to put it in there is that Then you go to the City Comwiaeion they will authorize a figure. A figure that ie authorized is 64,100,000 and Then the contractor goes for change order that ie 61,000.00 re can't hold him up in the field. Lyman Fletcher said this ie a thole subpart that needs to be addressed. Lyman Fletcher's concern is that both sides are signed off and that this part ie complied rith. Tow Havk reiterated that moat of chat is asked Eor ie already pulled together. Lyman Fletcher ranted to sake sure that the thrre of Eulf filling contractual relaticnahip are completed. - CITY OF 1'ptlG+ilie ~b'taels - ~fdaida October 3, 1999 ¢oo x~~bnrix uvE ~TLA\'1'If BEACH, iIARiDq J2i,))yyl TELERInVE 19011 2f1-5831 iA% 190113f15BU SN 1 OF 6 H E M O R A N D G M TO: Kim D. In the last sir years. the volume of traffic on Sandpiper Lane has increased substantially. Since the stop signs were installetl. we hear the screachi ng brakes of every [ruck as it brakes to a stop and the grinding gears of every trur4 a=. it starts up through the intersection. Six years ago the traffic on this service road was much lighter antl the consequent noise was much, less. The great value of the Donner Road extension is that it increases the overall quality of the Danner neighborhnatl. However, a straight-line extension of Donner Roatl through the stand of trees would diminish the overall quality of the surrounding area and negatively impact the homes immediately atljacent to and at the end of the extension. The best configuration, I believe, is the present route which leaves the stall of trees intact. It appears that the Donner Road extension has been a successful experiment. My great concern is to preserve what makes the Current extension route successful: keeping the stantl of frees and not constructing a straight- line road that would increase the hazardousness of the intersection. Respectfully, Arthur Samuel Kimball 539 Selva Lakes Circle Atlantis Beath, FL 32233 249-8531 15 5eptem_er 1994 To: Fan d F. Depending on haw the final eaten=_ion of Donner Road is cmnf iquretl, it may come to a deatl end against my back yard fence, which is approximately 30 feet from my dining room and living roam. Dr it may come to a tlead end against the back yard fence of my neighbors, also only some 30 feet from their living antl tlining rooms. Nhat safety measures will be taken to protect houses at the terminus of the Donner Road extension from the possibility of cars crashing through their yard=_ ono potentially inte their homes? There is a guard rail at the entl of Royal Palm where it comes to a dead end at Plaza, resulting in a Similar safety hazard. Will guard rai;s or other protective berms be installetl at the end of the Danner Road extension? 327 Tne second concern involves the beautiful stantl of trees to the south of the Water Treatment Plant. Mayor Fletcher nos repeatetlly expressed his desire to preserve those trees, and I want to endorse his intention as strongly as possible. They are visually beautiful to behaltl as well as to walk through, and they contribute to making the environment more pleasing and enlo ya6le--much, much more so-- than it would otherwise be. To remove those trees woulo diminish the quality of the area. If the trees are cut to make room for the Danner extension, the road would be on a straight line to my back yartl. at night the lights from cars coming east on the Donner Roatl extension come through the stand of trees into our ltvi ng room and dining room windows. ff the trees are removed and the roatl put straight through, the impingement of car lights will he much worse. More important, of cour=_e, is the added risk. that a car might Crash through the fe rn_e antl intc our name ono the homes of our immediate neighbors. Dn[e aeain, what safety measures will be taken to protect houses from this danger? 15 September 7994 David E. Thompson, Chief of Police Date: September 19, 1994 BACKGROUND: Nhan Donner Road was opened up six ^ontha ago through the Sewer Plant intersecting with Sandpiper Lane, there were concerned citizens Eros various neighborhoods who were appointed to a committee. This committee was assigned tc evaluate the effect of the extension and to ^ake recommendations to the City Commission before any permanent changes were wade. On September 15, 1994, the Committee act at 6:00 PM in the City Commission Chambers. The sign-in sheet is attached. None of the members who were present opposed the extension into Sandpiper Lane. However, they opposed Waking the extension too 'motorist friendly' such that it might encourage additional through traffic in the surrounding neighborhoods. The recommendations were agreed upon by all members present. RECOMMENDATIONS: The Committee recommended the longterm opening of the Donner Road Extension. Specifically, the Committee recommended leaving the roadray in its current confSguration...wlnding, with single lanes at the entrance and ezit. The Committee did not want to straighten and video the roadray. However, the grave portion of the roadray should be paved. She Committee recommended leaving the existing trees, and removing the gates at the east and west ends and replaein9 they. with landscaping that would maintain the single lane accesses. The Committee recomaended adding landscaping, particularly on the west end to beautify the roadray as well as promote a traffic calming effect. The Committee recognized that a great deal of foot and bicycle traffic travels through the area, and recomaended the addition of a sideralk to the south of th roadway.
