By its very nature law is a restriction on [he freedom of [he Sndividual. This does no[ mean, however, [he[ one individual should be completely restr is [ed so as to allow complete freedom for another individual. Remember the vacchvord -- compromise. Ne are gathered here tonight [o consider passage of an ordinance which bans animals from Che beach between Hay 1 and October 1 of any calendar year. Does the idea be- hind this ordinance assume that animals will cease functioning during this period? Don'[ you believe i[. They will continue co run, exercise, urinate, and defecate - only now all these ac[Svities will be moved up to our streets and yards. CAn the ordinance, as written, be enforced by our own law enforcement officers? Will it be, if passed? Perhaps ve Deed to approach the problem much as the problem of smoking in public plates hoe been handled; [hat is, designate certain areas as open [o animals which are on leashes and under Control and other areas as closed co animals altogether. This vas presented [o me 1n a faceclous manner but perhaps it is a viable compromise. My ordinance passed should be enforceable by our own law enforcement officers or it should not be passed. He said the city had tried to sell dog licenses at $2.00 each for years, but up until [he prior Friday, [he city had sold a total of 42 licenses to 30 people, and since Friday 6 had purchased licenses. When you talk about enforcement, it goes a little bit deeper than enforcement, because the problem originally raised its head back when [he people of [his s[a [e voted out municipal courts, and now tickets have to go [o [he county court which will Cake a long time [o ever get before the county judge." Aft ez three or four days of training with the Animal Control Division in Jacksonville, Cheryl Wilcox took on the duties of animal control officer, and over the Fourth of July weekend, Pziday, Saturday and Sunday, issued between twenty and thirty citations. In some cases where warranted, a warning vas given, and in others where no cooperation from [he dog owners vas forthcoming, a citation for court appearance vas issued. The animal control officer will work staggered shifts during the week and most all day Saturdays and Sundays until the animal problem is brought under control. The net change brought about by the Change Orders will increase the contract by $4,433.00.
