As pointed out previously, the generator ve will need to furnish only emergency lighting and run coimaunita[lons equipment is a 15 KW running about $9,500.00. If ve wish Co keep [he w}~ole building operative, ve are talking about 65 - 70 KW a[ a cost of $20,000.00 to $23,000.00. The additional cost anticipated in expanding the building to create additional room for voting, class [raining, etc., is approximately $17,000.00. o We have received proposals from Touche Ross and Deloi[te, Haskins and Sells for [he inventory control study funded by [he Ci[y Commission in the last budge[. Touche floss quoted $6,500.00, Deloitt e, Haskins and Sells $4,750.00. These were all adopted in 1982 but we have made some minor changes, mostly in Nye way of definitions, correcting typographical errors, and inserting employee's birthday as an observed holiday. In addition, ve have reduced the number of required days employees must take each year for personal leave. We have also included a new piece on outside employment which vas prepared in cooperation wi[li our labor attorneys. Present, in addition [o the cbairman, Commissioner .lobo Morris, vas Commissioner Glenn Edwards and City Manager Richard Fellows. Also present were Public Services Director Braid, Consulting Engineer 8a[es, and Contractor Lauren Rapp of Ryer Industries. The chairman caked [he meeting to order at 11:00 AM. The Ci[y Manager summarized the reason for the meeting, pointing out [he proposed change order had been discussed with [he Ci[y C'onmiss ion the previous night and [hat questions had arisen regarding the dia rges of $12,751.84 for extra work performed by the contractor a[ station "E" site. Considerable discussion ensued, with [he cbairman pointing out that any good 6uslness enterprise such as lfr. Rapp's, would certainly include in theft proposed budge[ of work, sufficient funds to take care of unfore- seen problems which might arise, similar [o what vas encountered in Che construction a[ "E" station. The contractor acknowledged tlSs vas [rue but indicated the type of emergency faced a[ "E" station was what he called "catas[rophf c" and m[ the type of thing that he would have plugged in contingency funds for. He recalled ttie second change order vas for something over $4,000.00 for demucking of the area around "A" station, change order three vas an additional charge of close to $12,000.00 for changing the size of the buildings as [he result of adding emergency generators, a condition over which he had no control. He said "I think I have given a lot to the City, and as a matter of fact, I have been involved in some extra costs of about $5,000.00 down on [he "D" station which I have just elected to absorb." The Implementation activities section needs to be addressed as many elements of it are not discussed In regards to physical and chemical characteristics of sanitary effluent, design flow and pressure of potable rater, etc. 9J-5.012 COASTAL MANAGEMENT ELEMENT (Pages 46-56) Key requirements of the coastal management element are lacking In the Atlantic Beach comprehensive plan. Although there Is an Inventory of the Coastal area, It only addresses natural resources present. Rule 9J-5 requires a land use Inventory and analysis as well as a map containing both lantl use and vegeta- tion/natural resources. Impacts of proposed development also need to be analyzed. A natural disaster plan should be pr ovlded rhlch disco sses evacuation during hurricanes, post-disaster redevelopment, d high-hazard area Inventory. Beach and dune system, and coastal Infrastructure Inventory and analysis needs to be more detailed. Additionally, those sections for obJ ect Ives and regulatory management techniques should be expanded to include land use priorities, redevelopment, Infrastructure, disaster plans, etc. 9J-5.013 CONSE RY ATION ELEMENT (Pages 56-587 The Atlantic Beach comprehensive plan meets all requirements of the conservation element of Rule 9J-5. A copy of the local comprehensive plan adoption ordinance needs to be Included with the plan but otAer than that the deficiencies are a result of outdated data and an expired tlmeframe. The plan needs to be protected at least to 1996 specifically. The establishment of monitoring and oval uatlon procedures will alleviate the problem of a constantly changing data brio. 9J-5.006 FUTURE LAND USE ELEMENT (Pages 25-30) This element Is largely addressed by the comprehensive plan except for the dlff lcul ty of reading the future land use map. It does not appear that all the uses and resources are Identlfied, and those that are, are difficult to discern. He recalled the second change order was far something over $4,000.00 for demucking of the area around "A" station, change order three was an add lflonal charge of close to $12,000.00 for changing [he size of [he buildings as the result of adding emergency generators, a condition over which he had no control. He said "I think I have given a lo[ to [he City, and as a matter of fact, I have been involved in some extra costs of about $5,000.00 down on the "D" station which I have just elected to absorb." The Board recommends approval of an application for Uee by Exception by Arthur Desroches for a minor contrectar'9 office se a Aome occupation at 1280 Tulip Street. The Board recommends approval of en application for Use by Exception by Roger Joseph for a contractor's office •ith no outside storage in a Commercial General zoning district, 462-468 Sturdivant Avenue. The Board recommends denial of an application for Ume by Exception by Marcus Prom for a home occupation at 1398 Mein Street for a contractor's office/realeetete broker's office and model hove to be used for shot. The Board determined that Mr. Prow did not live in the home, and therefore, could not apply for a home occupation. Mr. Prom asked to amend hie request deleting the realeetete office end stated that he rould move to the hone. Tha Board suggested that Mr. Prom re-submit the application •1th the amendments. 4. The Board deferred action on an application for Uee by Exception by Tow Meet for a contractor's office rith no outside storage and end automotive service garage in a Commercial General zoning district at 61-63 Meet Second Street. The chairman said "From all of [he discussion [l:ac has gone on here, I feel [he toncrac[or has been reasonable, and I van[ to assure the contractor [he Ci[y wants [o be reasonable, but I must reiterate that a responsible contractor must have had problems like [his before, and he should have built into his contract sufficient money [o protect him- self." while contemplating a course of action, the contractor added he felt a[ a disadvantage in the negotiations and [hough[ iE he had known anything like this would have come up he would have handled previous discussions Sn a different manner. 1lowever, following that statement he said "I would be willing to take $9,000.00." On motion by Ci[y ilanager Fellows, seconded by Commissioner Edwards, [he committee unanimously approved a recommendation to the City Commission that change order No. 5 be prepared, eliminating [he figure of $12,751.84 for Item 1 in lieu of a flat fee of $9,000.00. Further discussion ensued regarding the change-out of lock sets Item 6 in [he porposed change order which said amount would be $560.00, and [here appeared [o be no opposition to [his proposal. Engineer Bates reported he would prepare the change order and forward it [o the City Eor action. Further discussion ensued and inasmuch as the contract is very close to being completed, the City Manager asked [he contractor if any other problems were an[icipa ted. Some discussion took place regarding the raising of the cop of the vet well at "F" station, but of ter it was pointed the floor elevation of [he s[a[icn itself l:ad been raised about a foot and a half in order [o be sufficiently above any flood in '[he area, it was felt [h a[ [he lid on the manhole could be left as is. Par[ of the problem in flooding in [be area appears to ccme as the result of [he retaining pond on [he Fublix property no[ being maintained properly and this is to be looked into. there being no further business, [he meeting was adjourned at 12:15 PM. 1 ~= CDlC1ITTEE lII NL'I'ES The committee appointed by [he Ci[y Conmassion to revs ev a recommended Cbange Order No. 5 [o Part 3 of the City's sevage improvement, met a[ 11:00 AM on Tuesday, October 14, 1986 in the City Nall conference room. Present, in addition [n the chairman, Commissioner John Morris, vas Commissioner Clenn Edwards and City Manager Richard Fellows. Also present were Public Services Director Braid, Consulting Engineer Bates, and Contractor Lauren Rapp of Ry er Industries. The chairman called the meeting [o order at 11:00 AM. The City Manager summarized the reason for the meeting, pointing out the proposed change order lead been discussed viCli the City Commission [lie previous night and [ha[ questions had arisen regarding the charges of $12,751.84 for extra work performed by the contractor at station "E" site. Considerable discussion ensued, with the chairman pointing out that any good business enterprise such as Mr. Rapp's, would certainly include in their proposed budget of work, sufficient funds to take care of unfore- seen problems which might arise, similar [o what vas encountered in the tons[rut[ion at "E" station. The contractor atkn ovledged Chis vas true but ind ica[ed the type of emergency faced aC "E" station was what he called "ca[as trophic" and no[ the type of thing [hat he would have plugged in contingency funds for. The contractor continued "You just can't dig down into the ground and see if there are any problems before you bid on a job." Further discussion ensued and the con[rac [or said "Since we're to ].king about all [he change orders, let me point out that I have always tried Co be reasonable to the City. If you will recall in [he firs[ change order to [his contract, I offered [o give a rebate [o the City of $45,000.00 vh ich I didn't even have to gave back if I didn't want [o." He recalled [he second change order vas for something over $4,000.00 for demucking of [he area around "A" station, change order three was an additional charge of close to $12,000.00 for changing the size of [he buildings as the result of adding emergency generators, a Condition over which he had no control. lie said "I chink I have given a lot to the City, and as a matter of fact, I have been involved in some extra costs of about $5,000.00 down on [he "D" station which I have just elected to absorb." As discussion continued on [he exact cause for [he failure of [he manhole and associated sevage system at "E" station, Tim Townsend entered and verified the line adjacent to Hayport Road had never been televised, but he seated he feJ[ it vas probably an old line chat vas in bad condition and [hat Mr. Rapp just happened [o be working there at the vreng time. The implication vas Che line would have collapsed at some time in tl~e future. However, [he City Manager pointed out [he line had no[ collapsed before and Use City had experienced no problem with [he Tina until Mr. Rapp vas actually nn the scene and beginning work. Ne explained [he following changes: Mr. Dagley proposed [o use Block 110 as a buffer zone. No business operations would be transacted on [he entire block. His operations would be west of that, between Bloc I10 and the in [ra-coastal waterway. On [he northerly part of his propee ,just east of Tulip St., Blocks 139 and l43 were pare of [he original Oe nance and they had suggested Tulip S[. be shifted down to Lhe eas [erly half of those two blocks, and then would provide an approximate 50 feel buffer zone.
