Present were the Chairman Commission Clenn Eduard s, Cicy Manager Fel- lows, Act irg Public Services Direc cor Ford, and Utility Plane Division Chief Townsend. Each member of the committee acknowledged receiving a copy of the [abulatlon of the bids and discussion took place regarding the various companies, [heir abilities and backgrounds. Further examination of [he bid documents revealed that [he Lake Doctors had submitted an alternate bid fora one-half horsepower aeration system for [he sewage effluent pond vh ich is similar to a fine bubSler diffuser system which is presently being used Sn the treatment tanks and the regular three horsepower cascade fountain for the Aquatic Cardens retention pond. Discussion ensued relative to the alternate bid and it vas decided the CS[y Manager would contact the attorney to make sure the alt ernace bid mould be acceptable legally, and Tim Townsend is [o check with the president of Lake Doctors [o see whether or no[ one of these aerator systems is in operation so that we can determine by Interv iev if the system is satisfactory for our purposes. Po11ov1ng the meeting the City Hanager checked with the Ci[y Attorney and determined the alternate bid vas not acceptable due [o the fact the other bidders were not given [he same apportunfcy. Ln view of the above and since the proposal of Fantasy Pountafns did not appear to include inscalla[ion, the committee vas left [o choose between Lake Doctors whose 61d vas $9,872.00 and North Florida Irrigation whose bid vas $9,900.00. Since the difference between the two bids vas only $27.00, the committee felt the best interest of the City would be served by awarding the bid [o the local company where quick service could be expected Eor trouble shooting and maintenance. Lake Doctors offices were located in Winter Springs, Plorida, near the tenter of the state. The cost of the Phase I study vas $4,500.00 and the estimated fee for plans and specifications for Phase II was $36,000.00 based on the architect's estimate of 5,000 to 5,500 square feet. Once the Phase I study vas completed, the architect determined the required square footage for a new building would approach 6,000 to 6,250 square feet, and therefore, wish to amend their contra[[ for Phase LI from $36,000.00 to $44,000.00. In addition, they are requesting an hourly rate times a multiplier, not to exceed 56,000.00, for the ascended Phase I study of Che alternate site, which sum shall apply toward [he design phase compensation of $44,000.00. Said property now includes a shopping center with a couple of bars and lounges and the developer claims he wants to rezone this from CL to CG in order [o provide a use for a Goodyear TSre Store. In connection with the rezoning, there will also be an applica- tion for use by exception which Ss required in the case of an auto service store with limited repair work. 3. Public hearing on a rezoning application from Joseph Gaskin to rezone property on Church Road from RG-2 to ILN. This piece of property Ss on Church Street at its intersection with George Street and part of it backs up [o [he Donner recreation area. 4. There will be a public hearing on an application for use by exception submitted by Donald Braddock to permit repairs to automobile engines, etc., on property on Mayport Road a[ its intersection with West Plaza.
