We desire that the Water and Sewer project in the amount of 51,361,400 be funded by assessment bonds with a back-up security pledge of 46$ of the City's Utility Service Tares amortized over a period of twenty (20) years. Based on estimates and computer runs for a maximum annual debt Service of 5132,802.00, these revenues would create a 1.363 annual income coverage. The assessed users will be charged interest on assessment balances at the same rate the City pays on the loan„ wt]ich creates additional funds for payment and coverage. Tile Paving and Drainage project in the amount of 52,309,000 will be amortized beer twenty-five (26) years and secured by a prior lien on the City's six cent local Optional Gas Tar. levied by Duval County. ~~ The gas tar. levy expires August 31, 1996. Although we expect the levy to be reenacted at that time, the debt service schedule has been structured with large payments through 1996 using all of the gas tax revenue with back up of Utility Service Tax revenues; for the remaining 17 years, the 66$ portion of Utility Service Tax (approximately 5138,000) gives an incor,.e coverage of 1.709 for the remaining maximum annual debt service of 580.738. Our analysis and that of our Financial Advisor, Southeastern t,unicipal Bonds, Inc., indicates that ample revenues will be available to secure the two issues with adequate income coverage. However, should the situation ever arise, the estimated domestic vasteaater vhich could be pumped to the City of Atlantic Beach for treatment is approximately 1.0 MGD. The above numbers indicate that although there is adequate room for expansion at the Atlantic Beach Wastewater Treatment Plant to accommodate build-out of the Regional Service Area, any additional expansion to treat the domestic vasteaater from Mayport Naval Base would have to be constructed at another site. One possibility would be to maintain the City-owned property north of the Public Works Department specifically for such an expansion. This property is virtually adjacent to the existing treatment plan[ Site, vhich would centralize the vastevater treatment facilities Ln one area of town. Therefore, it is our recommendation that at build-out of the Regional Service Area, the City of Atlantic teach will need to have a treatment plant capacity of 6.2 MGD minimum, end might want to consider planning for some additional capacity to protect the City against any unforseen changes in zoning or residential densities vhich could adversely impact on the quantity of raa aastevatez being generated within the Service Area 20 to 30 years. As ve indicated to the City Commission earlier, ve believe there is adequate land area to expand the Atlantic Beach Wasteaater treatment Plan[ up to 6.5 NGD. We trust the above information will enable the City to move ahead with the upcoming expansion to its vascavacer treatment facilities. November 14, 1988, and as requested by Hr. Richard Fellows on November 17, 1988, we have estimated the build-out population which the City of Atlantic Beach should anticipate serving, along with commercial users, within their Regional Service Area for Uascevater Services, as established by the BioEnvironmental Services Division of the City of Jacksonville. This estimate was requested to assist the Commission in determining whether [here vas adequate land area at the CSty's existing vastevater treatment plant to expand and treat all incoming wastewater from [he service area, should the City decide co cake the Buccaneer Treatment Plant out of service. Our estimate Ls based on the same referenced studies which were used in the preparation of the Feasibility Study which ve prepared and submitted to the City on October 6, 1988. We believe these referenced studies to be the most accurate estimates available at this time, realizing that there will be a margin of error in either direction of approximately + $ percent. Based on these estimates, ve anticipate [here will be a service area population at build-out of approximately 32,650 persons. Alloying an average of 110 gallons per capita per day and applying a 1.50 factor for commercial floes and allovab le infiltration/inflow, the anticipated floes will be 5,387,250 gallons per day, excluding the naval base and the northwest commercial area adjacent to the naval base. Alloying an additional 5 percent for the margin of error in estimating the build-out population, an additional 5 percent for the impact of seasonal tourism and adding 250,000 gallons par day for the commercial floes at the northwest cemmercial district, ve believe the Ciry should anticipate an ultimate expansion to 6,175,975 gallons per day, excluding the flows from Hayport Naval Base. '7e have discussed the possibility of the City of Atlantic Beach treating the domestic vasteweter flows from Hayport Naval Base with Hr. John Veal, Director of Public Works at Hayport Naval Base. Mr. Veal has indicated that the current improvements being constructed at the Naval Base's 1.8 MGD vas tewater plant should correct existing deficiencies at the plant and enable them co meet the discharge requirements of their permit. Gentlemen: The City Manager, Rene Angers, and myself met with representatives of the Naval Continuing Care Retirement Foundation, Znc., a not-for-profit corporation described in Section 501(c) (3) of the Internal Revenue Code, Hond Counsel, general contractor and the bond underwriter and discussed the proposed financing of the project. With respect to financing for the benefit of charitable private institutions, the Tax Reform Act of 1986 imposed a general requirement that specific public approval be given for each borrower and project financed in advance of the issuance of bonds. The first step in this procedure is the advertising of a TEPRA public hearing for the consideration of an Inducement Resolution. Such notice has bean prepared and it is requested approval be given to advertise and hold a public hearing at 7:15 p.m. November 30, 1988. It is understood that the entire cost of issuance expense will be at the expense of the project and the City of Atlantic Beach will not be responsible in any way for the payments or obligations as a result of the bonds being issued. Fellows: As discussed wicn Mr. Don Ford, Public Services Dir¢etor, and Mr. Tim Townsend, Superintendent of Water and Sewer, our engineering costs have exceeded [he agreed upon 11m1t of $12,000.00, due mainly to the increased time required to provide resident project observation for the Cicy on the subject project- As of the end of September 1968, we ve re $2,200 beyond the "not to exceed" limit. We estimate that by the end of construction, which currently is estimated as November 18, 1988, ve will have incurred approximately $7,300 of additional costs. This is directly attributable to Che increased time of construction. The Con[rac tor, J. C. Kimberly Company, has requested a time extension on his completion date [o November 15, 1988, as described in the attached letter dated September 22, 1968. We feel the time request is justifiable, due to the revision required in the manhole by Lif[ Station "B", and [he accident involving damage co another manhole. Both si[uat ions required additional time to prepare the manholes. There is the possibility that the City Attorney may consider that the Contractor's insurance company may be liable for some o£ the increased observation cost due [o [he accident. The original intent of our resident services for [his prof e<[ vas [o provide part-time observation, while combining the time with either [he major sever rehabilitation observation or the television inspection and sealing observation. Unfortunately, [he timing For this intent never properly materialized and the subject project required almost constant resident services due to unexpected dif Eicul[ cons CUC Lion situations. Our original scope of engineering construc- tion services also did not include providing res Ldent observation at [he manholes on 19th Street and 17th Street. The Carrousel process has become very popular over the last decade due to its low cost of construction and operation. Fur [hermore, it produces and exceptional offluent, with typical values on the order of 5.0 mg/L of BODY and 5.0 mg/i. TSS. Our firm has designed wastewater treatment plan[ expansions for several of our clients using this process with great success. One of our more recent projects vas for the Gity of Bradenton, Florida, and this plant vas chosen as one of the ffve best operated treatment plants in Florida [his pas[ year by the Florida Water Pollution Control Federation. Should the City wish to look further into the possibility of using the Carrousel process, ve would be happy Co arrange a field crap down to the Bradenton WWTP for several of [he Clty's staff co inspect the plant and talk with the operators at the plant. After discussions with Ed Snipe of Selva Marina, it is indi- cated that the system can be moat effectively regulated through a cooperative effort between the City and golf course. I would like to discuss this in further detail before im- plementation. 2. There are Currently two "f ovntains" in Howell Park utilizing artesian flow. One fountain is to be eliminated. Plows are to be curtailed on the remaining fountain to a 1/2" boil height above its upper terminus (approximately .088 MGD). If this flow does not maintain water levels in the ditch above the minimum set elevation, withdrawals may be increased with prior District approval. If the City would like to maintain the fountain to be eliminated from artesian flow, I suggest a second recir- culatory pump. Time clocks could be installed on the pumps to reduce operating expenses. Ne added there was a reduction of the ad valoran tax millage fran 1.6639 to 1.5564 mills in the General fund operating budget and a decrease fran .2391 to .1364 in the Debt Service budget. The budget also implemented the changes in the starting pay grade for police officers as r~ecptiated with the Union and provided for a 38 across- the-board raise for all City mQloyces. Mayor Fbeell opened the flmr for the final Public Nearing on the budg and invited commnts fmn the audience. As no one spoke for or against the proposed budget, the Mayor declared the Public Heazing closed. The Mayor then announced the State TRIM Bill required consideration of the proposed millage before final adoption of the budget and introduced Resolution No. 88-16, a Resolution setting the millage rate for the City of Atlantic Beach budget for the fiscal year October 1, 1988 ending September 30, 1989. I contacted [he engineer and asked for some information on the project and enclose the data for your study. o You have already seen in the newspaper that the City of Atlantic Beach along with Neptune Beach and Jacksonville Heath, will receive a rebate from the Florida League of Cities on the monies ve borrowed to construct the Public Safely Building. The City of Atlantic Beach will receive in excess of 5110,000 probably sometime in December.
